Environmental and Development Services Update - June 15, 2012

12010 San Pablo Avenue
A number El Cerrito residents and business owners have contacted staff and Councilmembers regarding the application that the City of Richmond is considering for the renovation of the former Albertson’s building for a grocery store located at 12010 San Pablo Avenue. Most of the site is located in Richmond. Because of this, the City of Richmond has been processing land use approvals for the project. The City of Richmond has determined that this project is Categorically Exempt from CEQA, and El Cerrito staff is not aware of any basis on which to disagree with that conclusion. As a result, there are no associated environmental documents for review and comment.

The application is for 1) a Conditional Use Permit to allow the operation of a 24 hour grocery store with alcohol sales and 2) a Design Review Permit to renovate the existing building. The project has been reviewed by the City of Richmond Design Review Board and the City of Richmond Planning Commission. The Design Review Board forwarded a recommendation for approval to the Planning Commission on May 23rd. According to Richmond staff, the project is expected to be considered again by the Richmond Planning Commission on June 21st.

Climate Action Plan Update
The Environmental Quality Committee will be hosting a study session on the strategies being proposed as part of the Climate Action Plan during its regular meeting on Tuesday July 10 at 7:00 p.m. A public draft of El Cerrito Climate Action Plan is due to be released in September 2012. Currently, staff is preparing the administrative draft and developing scopes of work to engage consultants to complete the Plan infographics and the Initial Study for the Environmental Review process. Staff will be holding several community workshops in September and October to gain comment on the Draft Plan and then will be bringing the Plan to City Council for consideration in early December.
