This place on the agenda is reserved for comments and inquiries from citizens regarding matters on the consent calendar and matters which do not otherwise appear on the agenda. 6. ADOPTION OF THE CONSENT CALENDAR - Items 6A through 6D
Consent Calendar items are considered to be routine by the City Council and will be enacted by one motion unless a request for removal for discussion or explanation is received prior to the time Council votes on the motion to adopt.

A   Ordinances for Second Reading

1. Video Surveillance Ordinance (First Reading September 17, 2007 - Unanimous) Waive full reading and adopt Ordinance 2007-06 amending Title 6 of the El Cerrito Municipal Code by adding Chapter 6.90, Video Surveillance Systems for certain El Cerrito businesses. (ACTION: Adopt)

2. Street Trench Cut Permits on Streets Resurfaced Within the Past Three to Five Years (First Reading September 17, 2007 - Unanimous) Waive full reading and adopt Ordinance 2007-07 amending Section 13.12.030 of the El Cerrito Municipal Code requiring restoration of a recently paved street and providing authority to collect a fee for such restoration as set forth in the Master Fee Schedule. (ACTION: Adopt)

B   Approval of Minutes

Approve the minutes of the September 17, 2007 City Council Special Closed and Regular Meetings. (ACTION: Approve)

1. Recognizing October 2007 as Domestic Violence Awareness Month

2. October 5, 2007 Soka Gakkai International Ambassador of Peace Day

Establish a Custodian Team Leader Classification

Adopt a Resolution amending the City's Classification Plan, to add the job description of Custodial Team Leader and set the appropriate salary schedule. (ACTION: Adopt)

7. PUBLIC HEARING
Expenditure of Supplemental Law Enforcement Services Program

Conduct a public hearing and upon conclusion adopt a Resolution authorizing the expenditure of SLESP funds for the continuation of a sworn position assigned to traffic enforcement and the remainder for the purchase of needed equipment. (ACTION: Adopt)

JOINT CITY COUNCIL / REDEVELOPMENT AGENCY ITEM

Establishment of a Video Surveillance System Grant Program

Adopt an Agency Resolution and City Council Resolution establishing a loan program for small businesses to comply with the video surveillance system requirements being established by City ordinance and appropriating $150,000 in redevelopment funds and $15,000 in general funds to establish the program. (ACTION: Adopt Redevelopment Agency and City Council Resolutions)
