Tier II
Tier II:

Tier II measures are mostly physical engineering measures and thus a more restrictive form of traffic management. These measures are generally higher in cost and have more significant impacts than Tier I measures. Commonly-used measures that are anticipated to be appropriate for the needs of El Cerrito neighborhoods are textured pavement, speed tables, speed feedback signs, curb bulb-outs, and speed humps, among others. Since Tier II measures impact many people in a neighborhood and the measures tend to be costly, it is necessary to determine if there is a high-level of support from the project street for the process before continuing. If it is determined that Tier II measures may be appropriate, City staff will inform the neighborhood lead of several additional steps that need to be taken to ensure neighborhood consensus, including a second petition and resident surveys.
