On November 28, 2001 at approximately 2:20 PM, El Cerrito Police Officer David R. Alvarez responded to the "Safeway" store located in the 10600 block of San Pablo Avenue on the report of a shoplifting suspect being detained by store employees.

The subject identified as Terry A. Goodwin, 45, resident of Richmond, was arrested for Petty Theft with Prior Convictions. It was also determined that Goodwin had several Felony Warrants for his arrest. Goodwin was subsequently transported to the Main Detention Facility in Martinez, California.

A Criminal Complaint will be sought at the Contra Costa County District Attorneys' Office.

Number 01-6681

On November 26, 2001 at approximately 9:55 PM, El Cerrito Police Officers Stephen J. Bonini and Jerry Shaman observed a suspicious vehicle on Central Avenue near San Joaquin Street. The license plate was checked and it was determined that the vehicle was reported stolen to the Berkeley Police Department earlier in the day. A traffic stop was initiated on the vehicle and the occupants identified as Jona M.Boothe, 33, resident of El Sobrante and Kevin L. Tugwell, 38, resident of Albany, were arrested for Auto Theft and Possession of Stolen Property. Boothe was transported to the Main Detention Facility in Martinez, California and Tugwell was released pending further investigation. A Criminal Complaint will be sought at the Contra Costa County District Attorneys' Office.

On November 26, 2001 at approximately 10:30 AM, the El Cerrito Police Department responded to the "Long's Drugs " at the El Cerrito Plaza on the report of Store Security Personnel detaining a subject for entering the business office area and ransacking several desks.

Officer Jeffrey W. Doty and Corporal Jose G. Barruetto arrived at the business; the subject identified as Lonnie Lamar Cephas, 19, resident of Richmond, was placed under arrest for Burglary. Cephas was subsequently transported to the Main Detention Facility in Martinez, California.

The El Cerrito Police Department is offering Child Seat Inspection to El Cerrito residents. Officer Stephen Bonini has recently completed training sponsored by the "Nurses and Cops Caring Coalition of Contra Costa County.

It is estimated that 80-85% of child safety seats currently in use are either misused or installed incorrectly. Statistics have shown the child safety seats used properly can decrease the chances of a child being injured by over 60%.

Officer Bonini is making himself available to conduct inspections of child safety seats to ensure that they are properly installed. El Cerrito citizens can schedule an appointment for a Child Safety Seat Inspection by contacting Officer Bonini's voice mail at (510) 215-4414 extension 5.

Officer Bonini will return their call and schedule an appointment; Officer Bonini currently works on the weekends and this is when a majority of the inspections will be conducted. Each inspection will take approximately 30-45 minutes; citizens requesting the inspection will need to bring the car seat and child with them to confirm proper installation.

On November 25, 2001 at approximately 2:30 AM, El Cerrito Police Officer Jerry Shaman observed a suspicious vehicle with no license plates in the area of San Pablo Avenue and Barrett Avenue.

Officer Shaman initiated a traffic stop on the suspicious vehicle in the area of Interstate 80 and Solano Avenue. It was determined that the vehicle had been reported stolen to the San Francisco Police Department on November 13, 2001.

The occupants identified as Eric M. McGuire, 20, resident of Hercules and Jerime R. Baba, 19, resident of San Pablo, were arrested for Motor Vehicle Theft and Possession of Stolen Property. McGuire and Baba were subsequently transported to the Main Detention Facility in Martinez, California.

On November 23, 2001 at approximately 8:10 PM, the El Cerrito Police Department responded to "Blockbuster Video" in the 11200 block of San Pablo Avenue on the report that a subject had shoplifted several videotapes from the business.

Officer Jerry Shaman detained a subject, identified as Carlos E. Bonilla, 41, resident of Richmond. Bonilla was arrested for Burglary; he was subsequently transported to the Main Detention Facility in Martinez, California.

Number 01-6580

On November 22, 2001 at approximately 3:05 AM, Officer Rogelio Alvarez observed two (2) suspicious vehicles parked in the 1500 block of Arlington Boulevard. Officer Alvarez detained a juvenile subject seated in the driver's seat of one (1) of the vehicles and determined that the two (2) vehicles were unreported stolen vehicles. One (1) of the vehicle was stolen earlier in the evening in East Richmond Heights, the other vehicle is suspected of being stolen out of the San Francisco area.

The juvenile, 16 years of age, resident of San Pablo was arrested for Motor Vehicle Theft and Possession of Stolen Property. The juvenile was subsequently released to a parent/guardian after being booked for the aforementioned crimes.

A Criminal Complaint will be sought at the Contra Costa County Juvenile Probation Department.

On November 21, 2001 at approximately 9:00 AM, the El Cerrito Police Department responded to the report of a subject attempting to pass a forged/stolen check at the Mechanic's Bank located in the 9900 block of San Pablo Avenue.

Officer David Alvarez detained a subject inside of the bank; he was identified as Eric Blake, 24, resident of Richmond. Blake was arrested for Check Forgery; he was booked and released pending further investigation.

On November 20, 2001 at approximately 7:55 PM, El Cerrito Police Corporal Robert P. Pierson responded to a residence in the 2000 block of Tamalpais Avenue in an attempt to serve an outstanding Felony Arrest Warrant on the resident.

The resident was identified as Alan V. Low, 50, resident of El Cerrito, who was wanted for a Felony Warrant charging Corporal Injury to Co-Habitant. Low was arrested for the outstanding warrant; during the arrest several handguns were located within the residence. Low was also arrested for Possession of a Handgun by a Convicted Felon. Low was subsequently transported to the Main Detention Facility in Martinez, California.

Report Number 01-6480

On November 17, 2001 at approximately 1:40 AM, El Cerrito Police Officer Jerry Shaman stopped a motor vehicle in the 10900 block of San Pablo Avenue for a violation of the California Vehicle Code.

Officer Shaman was notified that the vehicle was reported stolen to the Novato Police Department on November 16, 2001.

Officer Shaman and Reserve Officer Sidney Hubbs were able to apprehend the three (3) occupants of the vehicle. The occupants were identified as Jesus L. Hernandez, 26, Victor J. Sanchez, 20, and Ernesto R. Ortiz, 23, all residents of Richmond. Hernandez, Sanchez, and Ortiz were arrested for Motor Vehicle Theft and Possession of Stolen Property. They were subsequently transported to the Main Detention Facility in Martinez, California.

On November 13, 2001 at approximately 4:40 PM, the El Cerrito Police Department responded to the report of an employee being detained for allegedly removing property from an elderly resident at the "Somerville Retirement Home" located in the 6500 block of Gladys Avenue.

Officer Scot Barr investigated the allegation and arrested the employee, identified as Danyell McNabb, 24, resident of El Cerrito. McNabb was arrested for Burglary and an outstanding Misdemeanor Warrant. McNabb was subsequently transported to the Main Detention Facility in Martinez, California.

Report Number 01-6400

On November 12, 2001 at approximately 2:40 PM, the El Cerrito Police Department responded to the report of a domestic disturbance in the 2600 block of Sonoma Avenue.

Upon arrival, Corporal Jose G. Barruetto interviewed the involved parties and determined that a Spousal Battery and a Corporal Injury to Co-Habitant had transpired. As a result of this investigation Soraya O'Sullivan was arrested for Corporal Injury to Co-Habitant and Joseph O'Sullivan was arrested for Spousal Battery.

Joseph O'Sullivan was released on a Promise to Appear and Soraya O'Sullivan was transported to the Main Detention Facility in Martinez, California.

On November 12, 2001 at approximately 7:45 AM, the El Cerrito Police Department responded to the report of a domestic disturbance in the 1400 block of Liberty Street.

Upon arrival, Officer David Tam contacted the victim of suspected Domestic Violence and observed that the victim has sustained some visible injuries. At the completion of the investigation, Officer Tam arrested Jesse H. Davis, 29, resident of El Cerrito for Corporal Injury to Co-Habitant and Possession of a Suspected Controlled Substance.

Davis was subsequently transported to the Main Detention Facility in Martinez, California.

On November 12, 2001 at approximately 4:00 AM, Officer Stephen Bonini stopped a vehicle for a violation of the California Vehicle Code on Interstate 580 near Regatta Boulevard in Richmond. The vehicle was observed failing to stop for a red light on Central Avenue near San Joaquin Street.

A passenger identified as Donald C. Bowen, 40, resident of El Cerrito was arrested for being in Possession of a Controlled Substance and a "Parolee-At-Large" Warrant issued by the California Department of Corrections. Bowen was subsequently transported to the Main Detention Facility in Martinez, California.

On November 11, 2001 at approximately 2:50 AM, the El Cerrito Police Department responded to the request to check the welfare of a resident in the 11700 block of San Pablo Avenue. Upon arrival, the victim of suspected domestic violence was contacted and investigation revealed that the victim sustain several minor visible injuries.

A subject identified as Michael C. Lee, 27 years of age, resident of El Cerrito, was arrested for Corporal Injury to Spouse/Co-Habitant and transported to the Main Detention Facility in Martinez, California.

Report Number 01-6362

On November 10, 2001 at approximately 8:40 PM, Officer Stephen Bonini observed a suspicious vehicle at a business in the 11600 block of San Pablo Avenue. A check of the license plate on the suspicious vehicle revealed that the vehicle was reported stolen to the Oakland Police Department earlier in the day.

The occupants identified as Crizaldy De La Rosa, 28, resident of El Cerrito and Rommel B. Anglo, 30, resident of San Leandro were arrested for Motor Vehicle Theft and Possession of Stolen Property. Anglo was released pending further investigation and De La Rosa was transported to the Main Detention Facility in Martinez, California.

Report Number 01-6207

On 11/03/01 at approximately 0157 hrs., Officer Steve Bonini observed a subject walking between parked cars, while driving South on San Pablo Avenue. Due to the increase in auto burglaries and thefts, Officer Bonini made a u-turn in order to contact the subject. After he turned around Officer Bonini lost sight of the subject. Officer Bonini saw the subject coming out from several bushes. Officer Bonini checked the bushes and located a plastic bag which contained two pieces of stolen mail.

Officer Bonini obtained a consent to search the subect's room at the Terrace Hotel. Officer Bonini located a controlled substance and additional stolen mail. Two other subjects who were inside the motel room where arrested along with the first subject.

A criminal complaint will be sought at the Contra Costa County District Attorney's Office.
