On December 28, 2001, at approximately 7:20 PM Officer Carcione of The El Cerrito Police Department responded to the 1500 block of Liberty Street on a call of a fight. While at the location, Robert Albers, arrived. Robert Albers was known to be on probation and one condition of his probation was a search clause. Officer Carcione conducted a probationary search of El Cerrito resident, 42 year old, Robert Albers. During the search, Officer Carcione found methamphetamine and drug paraphernalia in Robert Albers bedroom. Robert Albers was arrested for Possession of a Controlled Substance and Possession of Drug Paraphernalia. He was also found to be under the influence of a central nervous system stimulant. On December 23, 2001 at 1:15 AM, El Cerrito Police Officer Stephen Bonini observed a suspicious vehicle on San Pablo Ave., near Moeser Lane. The license plate was checked and it was determined that the vehicle was reported stolen Richmond Police Department. A traffic stop was initiated on the vehicle and the occupants identified as John Williams, 23, resident of San Pablo and Seko Sanders, 20, resident of Los Angeles, were arrested for Auto Theft. Williams was also arrested for Driving under the Influence. Williams and Sanders were transported to the Main Detention Facility in Martinez, California. A Criminal Complaint will be sought at the Contra Costa County District Attorneys' Office. On December 23, 2001 at 10:14 PM, El Cerrito Police Officer Jerry Shaman observed a suspicious vehicle on Betty Lane, near Brewster Drive. The license plate was checked and it was determined that the vehicle was reported stolen to Albany Police Department on December 19, 2001.. A traffic stop was initiated on the vehicle and the occupants identified as Reisha Hill, 22, resident of Richmond and Carlos Reategui, 43, resident of Richmond, were arrested for Auto Theft. Hill and Reategui were transported to the Main Detention Facility in Martinez, California. A Criminal Complaint will be sought at the Contra Costa County District Attorneys’ Office. On December 22, 2001, at approximately 2:00 AM Officer Carcione of The El Cerrito Police Department conducted a traffic stop on a bicyclist. The bicyclist was identified as 42 year old, Darrell Williams. Williams had an outstanding warrant for his arrest. Williams was found in possession of base Cocaine during a search incident to his arrest. Williams was transported to the Main Detention Facility in Martinez, California. A Criminal Complaint will be sought at the Contra Costa County District Attorneys’ Office. On Friday December 22, 2001, E.C.P.D. Detective S. Cliatt was working with a San Pablo P.D. Detective as part of the regional auto theft task force operation in west Contra Costa County. At approximately 2040 hours, they observed a blue Hyundai Accent being driven in the area of Hartnet Ave. and Carlson Blvd. in Richmond. This vehicle had been reported stolen to the Richmond PD on 12/20/01. They stopped the stolen vehicle, and arrested the driver and two passengers for possession of the stolen vehicle. All 3 suspects were juveniles; all 3 were released to the custody of their parents soon after the arrests. Crime Stoppers:
In response to an increase in auto theft activity in the area, a multi agency task force operation was conducted in the west Contra Costa County area, on Thursday December 20, 2001 and Friday December 21, 2001. The goals of the operation were to recover stolen vehicles, arrest persons wanted on outstanding arrest warrants for auto theft, and to conduct probation searches on convicted auto thieves currently on probation. The areas of operation included the area from Rodeo, west to the El Cerrito-Albany border. The Pinole Police Department and the El Cerrito Police Department coordinated the efforts of some 25 officers during this two-day operation. The operation was a success and resulted in the recovery of stolen vehicles, and arrests of wanted auto theft suspects. Other arrests were made as part of the operation, to include drug, weapon, and driving offenses observed in the course of the officers' duties. On December 19, 2001, at approximately 9:19 PM, the El Cerrito Police Department responded to Target, located at 11450 San Pablo Ave., on a report of a theft suspect fighting with security guards. The suspect allegedly entered the business and concealed DVD’s. He walked around the store and then walked past all cashier’s and security antennas located at the exit. When the security guard asked the suspect to follow him to the security office, the suspect refused. The suspect walked back to the electronics department and placed the DVD’s down on the counter. The security guard collected the DVD’s and the suspect took an aggressive stance towards him. The suspect attempted to flee out the exit but was detained after a brief scuffle. The suspect was identified as 42 year-old, James Gibson, out of Richmond. Gibson had several prior convictions for theft. He was arrested for Petty Theft with Priors. On 12/15/01 at approximately 11:45pm, Detective Scott Cliatt observed a 1997 silver Dodge Ram during a Richmond Driving Under The Influence checkpoint. The driver was asked to pull over after he was unable to provide his California Drivers License. It was determined that the vehicle was stolen out of Richmond. Detective Cliatt identified the driver of the Dodge Ram as Juan DeLatore, and placed him under arrest. During an inventory search of the Dodge Ram, a usable amount of Methamphetamine was located. On December 15, 2001 at approximately 10:22 PM, the El Cerrito Police Department responded to the report of traffic collision/with injuries on San Pablo Ave. @ Carlson Blvd. The collision involved three vehicles. Officer Jerry Shaman witnessed a 1994 black Lexus fleeing the scene. The Lexus was traveling northbound on San Pablo Ave. at Moeser Ln. The Lexus was missing the left front tire. Officer Shaman stopped the Lexus and determined that the driver was intoxicated. Four people were transported to the Hospital, all complaining of neck and back pain. The driver of the Lexus was identified as 49 year-old, Padraigin Smith out of Petaluma. A criminal complaint will be sought at the Contra Costa County District Attorney’s Office. On 12-15-2001 at approximately 1:35am, Officer Carcione observed a Ford Explorer driving on San Pablo Ave, near Potrero Ave., the vehicles alarm was sounding. Officer Carcione pulled the vehicle over because it appeared stolen. The driver of the vehicle had a suspended California Drivers License and was on Probation with a search clause for drug charges. The driver and his passenger exited the vehicle. During a search of the vehicle, approximately 10 grams of cocaine was located. The driver was identified as 46 year-old, Logan Moore out of Oakland. Moore was arrested for Possession For Sales of Cocaine. The passenger was identified as 41 year-old, Darren Walker out of Oakland. Walker was arrested for Possession for Sales of Cocaine. A criminal complaint will be sought at the Contra Costa County District Attorney's Office. On December 9, 2001 at approximately 11:00 AM, the El Cerrito Police Department responded to an apartment in the 1300 block of Liberty Street on the report of woman requesting police assistance. Upon arrival, Investigating Officers determined that a Spousal Abuse had occurred, the victim sustained minor injuries and did not require medical attention. A subject identified as Mohammed H. Elmouzayen, 51, resident of El Cerrito, was arrested for investigation of Corporal Injury to Spouse and subsequently transported to the Main Detention Facility in Martinez, California. On December 6, 2001 at approximately 1:00 AM, the El Cerrito Police Department responded to the area of Central Avenue/Lexington Street on the report of a subject breaking into a parked and unoccupied vehicle. Upon arrival, El Cerrito Police Officers detained a subject as he was exiting the vehicle. The subject was identified as James M. Kellums, 35, resident of El Cerrito. Kellums was arrested for Burglary and subsequently transported to the Main Detention Facility in Martinez, California. On December 1, 2001 at approximately 6:10 PM, the El Cerrito Police Department responded to the report of a subject brandishing a knife at the manager of "Denny's Restaurant" located in the 11300 block of San Pablo Avenue. Responding Officers detained a subject identified as Drake K. Driver, 45, resident of Hayward. Driver was arrested for Possession of a Deadly Weapon and Brandishing a Weapon. Driver was subsequently transported to the Main Detention Facility in Martinez, California. A Criminal Complaint will be sought at the Contra Costa County District Attorneys' Office. On December 1, 2001 at approximately 1:45 AM, El Cerrito Police Officer Jerry Shaman observed a suspicious vehicle in the 11600 block of San Pablo Avenue. Officer Shaman checked the license number on the vehicle and learned the vehicle was reported stolen to the Richmond Police Department earlier that day. Officer Shaman stopped the vehicle and detained the occupants identified as Juan M. Ponce, 20, and Angela Martinez-Solorzano, 21, both residents of Richmond. Ponce and Martinez-Solorzano were arrested for Motor Vehicle Theft and Possession of Stolen Property. Martinez-Solorzano was released pending further investigation and Ponce was transported to the Main Detention Facility in Martinez, California.
