On Thursday January 3, 2002 at approximately 4:11, El Cerrito Officers responded to Cal-Fed Bank at 280 El Cerrito Plaza on the report of a subject attempting to withdrawal money from an account using a false ID. Officers contacted Glenda Dorean Mulligan (32) of Sacramento. Mulligan attempted to run from the scene and was apprehended by officers. She was arrested and booked into the County jail. Additional items of stolen property were located in her possession at the time of her arrest. This case will be filed with the Contra Costa District Attorney’s Officer. On Friday January 4, 2002 at approximately 8:17am, Officer Bonini made contact with a suspicious person walking in the area of Cutting Blvd. & Peerless Ave. During the contact Officer Bonini determined that Brenda Fay Winn (45) was under the influence of a controlled substance. Winn was found in possession of Base Cocaine and a glass pipe used for smoking Rock Cocaine during a search incident to the arrest. This case will be filed with the Contra Costa District Attorney’s Office. On Friday January 04, 2002 at approximately 2:00 pm, Officer Bonini stopped Nathan Averette Randoloh (35) of Richmond for a traffic violation while riding a bicycle. During the contact it was determined that the bicycle he was riding was reported stolen to the Ripon Police Department. Mr. Randolph was arrested and booked at the El Cerrito police Department for Possession of Stolen Property. A criminal complaint will be sought at the Contra Costa County District Attorney’s Office. On Saturday January 05, 2002 at approximately 3:45 am, Officer R. Alvarez stopped a vehicle for a traffic violation. It was determined that the driver, Hector William Alcaire (28) of Richmond, was driving while intoxicated. During the attempt to arrest Mr. Alcaire he fled from officers and was arrested a short time later at his residence. Mr. Alcarire was determined to be on parole at the time of his arrest. The El Cerrito Police Department booked Mr. Alcaire for DUI, resisting arrest and evading an officer. A criminal complaint will be sought at the Contra Costa County District Attorney’s Office. On Saturday January 05, 2002 at approximately 2:15 pm, Sergeant Garman arrested Consuelo Refugio Rivera (24) of Richmond on an outstanding warrant during a traffic accident investigation. During the booking process Mrs. Rivera was found in possession of a controlled substance (Methamphetamine). Mrs. Rivera was booked on the warrant and for Possession of a Controlled Substance. On Monday January 7, 2002 at approximately 2:40pm, Officer Tam made contact with a suspicious person seated in a vehicle parked in the area of San Pablo Ave. & Lincoln Ave. Officer Tam’s investigation determined that the vehicle was reported stolen from San Francisco on 12/31. Raul Molinares (20) of San Francisco was arrested for possession of stolen property and booked into the County jail. This case will be filed with the Contra Costa District Attorney’s Office. On Monday January 7, 2002 at approximately 3:45pm, Officer Tang responded to The Mechanics Bank located at 9996 San Pablo Ave. on the report of a subject attempting to cash a counterfeit check utilizing a false identification. Officer Tang located the suspect, Antoine Matrell Johnson (29) in the bank upon his arrival. Johnson attempted to run from the bank and was arrested after a short foot chase across the street from the bank. Johnson was booked into the County Jail. This case will be filed with the Contra Costa District Attorney’s Office. On Friday January 11, 2002 at approximately 2:30 pm, El Cerrito Officers responded to The Guitar Center on the report of a subject attempting to pawn a stolen Amplifier. Responding Officers detained Kyle Stephen Dunson (33) of Vallejo. It was determined that the property had been stolen from a Church in Vacaville. Dunson was arrested and booked at the County jail. At the time of his arrest Mr. Dunson was found in possession of Methamphetamine and was on Parole. A criminal complaint will be sought at the Contra Costa County District Attorney’s Office. On Saturday January 12, 2002 at approximately 12:23pm, Officer Tang responded to Safeway located at 10636 San Pablo Ave. on the report of a Shoplifter in custody. Officer Tang arrested Connie Lucinda Johnson (40) after it was determined that she concealed several items inside plastic bags and attempted to leave the store without paying for the merchandise. At the time of her arrest, Mrs. Johnson was also wanted on an outstanding warrant for her arrest regarding a prior theft related case out of Contra Costa County. On Sunday January 13, 2002 at approximately 1:16am, Officer Zink responded to Denny’s located at 11344 San Pablo Ave. on the report of two subjects causing a disturbance in the Business. Officer Zink observed the suspects leaving the area in a vehicle as he arrived. Officer Zink conducted a stop on the vehicle and contacted the occupants. During the contact it was determined that the vehicle was an unreported stolen out of Berkeley. Two juvenile suspects were detained for possession of stolen property. On Tuesday January 15, 2002 at approximately 6:20 pm, El Cerrito Officers responded to Cutting Blvd. & Arlington Blvd on the report of a solo vehicle accident. Officers located a 1967 Alpha Romeo crashed into a tree near the Mira Vista Church. Emergency Medical personnel were unable to resuscitate the driver of the vehicle who suffered from massive blunt force injuries as a result of the collision. It is not known if the victim was suffering from a medical problem at the time of the crash. Mr. Jack Dean Rogers (82) of El Cerrito was pronounced dead at the scene. Mr. Rogers was a long El Cerrito Resident. Efforts to locate Mr. Rogers family members have met with negative results. On Friday January 18, 2002 at approximately 8:00am, Officers responded to Carrow’s located at 6120 Potrero Ave on the report of a subject refusing to pay for food items he consumed. Officers arrested Vincent James Miller (41) of Richmond after it was determined that he ordered and consumed food knowing that he was unable to pay the bill. Miller was booked into the County jail charged with felony theft due to prior convictions. On Friday January 18, 2002 at approximately 10:09pm, Officers responded to 1928 Key Blvd. on the report of a structure fire. El Cerrito Fire responded and extinguished the blaze. The fire caused an estimated $100,000 in damage to the residence and it’s contents. No injuries were reported to the occupants or responding emergency personnel. During the fire investigation evidence of criminal activity was located in one of the bedrooms within the residence. Officers conducted a search of the residence locating a small amount of methamphetamine, associated drug paraphernalia and other additional prohibited items of contraband. As a result of this investigation Robert Martin Avelar (30) was arrested and booked into the County Jail on Felony charges. On Saturday January 18, 2002 at approximately 6:24pm Officer Zink responded to the Target Store located at 11450 San Pablo Ave. on the report of a shoplifter in custody. Officer Zink arrested Ron Washington (53) after it was determined that he attempted to exit the business with merchandise that he did not pay for. Mr. Washington was booked and cited out. On Saturday January 19, 2002 at approximately 6:00pm Officer Zink responded to the EC Fellowship Hall located at 11157 San Pablo Ave. on the report of an assault that had taken place between two subjects at the business. Officer Zink arrested Stephen Earl Reese (33) of Richmond after it was determined that he assaulted another person during a confrontation. Mr. Reese was booked and cited out from the El Cerrito Jail. On Sunday January 20, 2002 at approximately1:35pm Officer Bonini responded to Long’s Drugs at 10650 San Pablo Ave on the report of a shoplifter in custody. After determining that the suspect attempted to exit the business with several items concealed in her jacket the juvenile suspect was arrested and booked at the El Cerrito Police Department. On Monday January 21, 2002 at approximately 8:30am, Officers responded to the area around the 6100 block of Cypress Ave on the report of a subject prowling around several residences and acting strange. Officers located and detained Richard Allan Steensma (37). During the contact it was determined that Steensma was under the influence of a controlled substance. Mr. Steensma was arrested for prowling and for being under the influence of a controlled substance. He was booked into the County jail. On Friday January 18, 2002 at approximately 10:40am, Officers responded 11100 San Pablo Ave. American Central Finance regarding an ongoing investigation originally reported on October 10,2001. During the investigation it was determined that Sok Siharath (32) of San Pablo paid for a vehicle with a stolen check. Mr. Siharath returned to the Finance Company in an attempt to retrieve his personnel belongings from the vehicle after it was repossessed. Mr. Siharth was detained until police arrived and placed him under arrest for the use of the stolen check. On Friday January 25, 2002 at approximately 11:30am Officer Bonini conducted a traffic stop for a vehicle code violation in the area of San Pablo Ave. near Macdonald Ave. During Officer Bonini’s investigation it was determined that the passenger in the vehicle was in possession of Methamphetamine. Eva Marie Staudinger (43) was arrested for the violation and booked at the El Cerrito Police Department charged with felony possession of a controlled substance. Officer Tang arrested Nyame Sivado (32) of El Cerrito after it was determined that she attempted exited the business with merchandise that she did not pay for. Mr. Sivado was booked into the County Jail charged with felony petty theft with prior convictions. On Saturday January 26, 2002 at approximately 10:02am Officer Tam responded to the Albertson’s Store located at 1000 El Cerrito Plaza on the report of a shoplifter in custody. Officer Tam arrested Michael Laroy Simmons (49) of Oakland after it was determined that he attempted exited the business with merchandise that he did not pay for. This was the second day in a row that Mr. Simmons committed a theft from the business. Mr. Simmons was booked into the County Jail charged with Burglary. On Monday January 28, 2002 at approximately 9:20am Officer Savko responded to the Albertson’s Store located at 1000 El Cerrito Plaza on the report of a shoplifter in custody. Officer Savko arrested Otis W. Rhodes (26) of Oakland after it was determined that he exited the business with over $500 worth of merchandise that he did not pay for. Mr. Rhodes was booked into the County Jail charged with felony grand theft. The El Cerrito Police Department will seek a criminal complaint with the Contra Costa County District Attorney’s Office.
