On Sunday February 3, 2002 at approximately 12:30pm Officer Bonini conducted an investigation into the status of a vehicle being repaired in the area of San Joaquin Ave. at San Jose Ave. Officer Bonini determined that the vehicle was stolen out of Albany on December 16th. Officer Bonini arrested Walter Thomas Vandiver (39) of Pinole for possession of a stolen vehicle and booked him into the County jail.

The El Cerrito Police Department will seek a criminal complaint with the Contra Costa County District Attorney's Office.

Report Number 02-776

On Tuesday February 5, 2002 at approximately 16:30pm Corporal Horgan responded to Long's Drug Store on the report of two subjects being detained for shoplifting. Corporal Horgan arrested Tamika Thomas (27) and Juan Daniel Rodriguez (24) after it was determined that they left the business with several cameras that had not been paid for. Additional property was recovered from several other thefts around the area. During the investigation it was also determined that both subject were in possession of a controlled substance. Both subjects were booked for Burglary and possession of a controlled substance then transported to the County Jail.

Report Number 02-801

On Wednesday February 6, 2002 at approximately 5:30pm Officer Carcione responded to the Long's Store on the report of a shoplifter in custody. Officer Carcione arrested Olanda Fair (43) of Oakland after it was determined that he entered the Manager's office and stole 2 bottles of Hennessy. Mr. Fair was booked into the County jail for Burglary.

Report Number 02-837

On Thursday February 7, 2002, at approximately 10:00 PM, an off-duty El Cerrito police officer driving on San Pablo Ave. near Jefferson Ave. saw a vehicle disabled with a flat tire. As a female walked away from the vehicle, the officer stopped to offer assistance. However, the female (juvenile) propositioned the officer for sex in exchange for money.

Subsequent investigation, led to her identifying an adult male in the vicinity as her boyfriend, and as the person who convinced her to use prostitution as a means to obtain money for both of them. The juvenile was arrested for soliciting for prostitution.

Additional information discovered during the investigation, lead to the arrest of Leonard Lucas (34 year old male from Richmond). The violations were; pandering, and for having previously had sexual relations with this same juvenile female.

Criminal charges will be sought from the Contra Costa County District Attorney's Office.

Report Number 02-872

On Saturday February 9, 2002 at approximately 6:08am Officers were involved in the investigation of a reported vandalism. During the investigation Floyd Brown (40) of Richmond was arrested on an outstanding criminal warrant. Brown was arrested and booked at the El Cerrito Police Department. During the booking process he was found in possession of Cocaine. Mr Brown was booked for possession of a controlled substance and transported to the County Jail in Martinez.

Report Number 02-883

On Saturday February 9, 2002 at approximately 12:30am Officer Bonini conducted a traffic stop for a vehicle code violation in the area of Carlson Blvd @ Imperial Ave. During Officer Bonini’s investigation it was determined that the Driver of the vehicle was in possession of Cocaine. Edward Lester Wheelock (57) was arrested for the violation and booked at the El Cerrito Police Department charged with felony possession of a controlled substance.

Report Number 02-915

On Sunday February 10, 2002 at approximately 7:00pm Officer Keith attempted to conduct a traffic enforcement stop of a vehicle in the area of San Pablo Ave. @ Columbia Ave. The driver of the vehicle refused to stop and attempted to evade Officer Keith. Officer Keith pursued the vehicle for approximately 1 mile before the occupants ran into the block on foot. Officer Keith chased the driver into the block and arrested him a few minutes later during a yard to yard search. Elton Flennaugh (22) of Richmond was arrested for Felony Evading as well as 5 outstanding criminal warrants. Mr. Flennaugh was booked into the County Jail in Martinez.

Report Number 02-1060

On Sunday February 17, 2002 at approximately 2:00pm Officer Tam responded to the Safeway Store located at 10636 San Pablo Ave. on the report of a shoplifter in-custody. Officer Tam arrested Vo, Son Thanh (46) of Oakland after it was determined that he entered the business and attempted to leave with property that was not paid for.

Report Number 02-1110

On Wednesday February 20, 2002 at approximately 3:35pm Corporal Horgan responded to the Wells Fargo Bank located at 9800 San Pablo Ave. on the report of a suspect attempting to pass a stolen/forged check. Corporal Horgan arrested Kathleen Jane Fisher (33) of Pinole after it was determined that she attempted to cash a stolen check. She was also found in possession of several stolen credit cards at the time of her arrest. Fisher was booked for Forgery and possession of stolen property then transported to the County Jail.

Report Number 02-1132

On Thursday February 21, 2002 at approximately 7:23pm Officer Keith responded to the Albertson’s store located at 1000 El Cerrito Plaza on the report of a possible robbery. Officer Keith arrested Langford, Marvin Willie (54) of Richmond after it was determined that he concealed merchandise on his person and attempted to leave the business without paying for the items. Mr. Langford fought with security attempting to stab the guard with a knife in an effort to flee the scene of the crime. Mr. Langford was booked for felony Robbery and transported to the county jail.

On Saturday February 23, 2002 at approximately 10:00pm Officer Doty responded to the Target store located at 11450 San Pablo Ave on the report of a shoplifter in-custody. Officer Doty arrested Carter, Nathaniel (35) of Navato after it was determined that he concealed merchandise on his person and attempted to leave the business without paying for the items. Mr. Carter was booked for felony theft with prior convictions and transported to the county jail.

Report Number 02-1195

On Saturday February 23, 2002 at approximately 10:10pm Officers responded to a Hit and Run collision in the area of San Pablo Ave @ Central Ave. During the investigation it was determined that Harris, James (21) of El Cerrito was involved in a collision with another motor vehicle. Mr. Harris failed to provide the required information at the scene of the crash or check on the condition of the occupants in the other vehicle. Mr. Harris was detained a short distance away until responding officers arrived. Mr. Harris was determined to be operating a motor vehicle while under the influence of alcohol. He was arrested for Felony DUI resulting in the injury of another person and Felony Hit and Run. The two occupant in the other involved vehicle received minor injuries which required transportation to the hospital by ambulance.

Report Number 02-1205

On Sunday February 24, 2002 at approximately 12:45pm Officer Bonini responded to the Target store located at 11450 San Pablo Ave on the report of a shoplifter in-custody. Officer Bonini arrested Miyazaki, Joseph Perez (31) after it was determined that he concealed merchandise on his person and attempted to leave the business without paying for the items. Mr. Miyazaki was booked for felony theft with prior convictions and transported to the county jail.

Report Number 02-1219

On Monday February 25, 2002, at approximately 1230 hours, El Cerrito police officers were dispatched to Fairmount Elementary School in regards to an adult male who had exposed his genitals to students in the schoolyard. He fled before police arrived.

On Wednesday February 27, 2002, students saw the same male near the school again. The police were called and began searching the area. With the assistance of a citizen witness, Sgt. Priebe located the suspect in the parking lot of 6060 Central Ave. Witnesses confirmed the subject detained was the same person they saw.

Chad Clouse (28 years) of El Cerrito was arrested for indecent exposure. He was booked into the Contra Costa County Jail. This case remains under active investigation.

Report Number 02-1252

On Wednesday February 27, 2002 at approximately 1:00am Officer Hartung attempted to stop a person on a bicycle for a vehicle code violation. The subject attempted the elude Officer Hartung for a short distance before he was apprehended. During the arrested Jeffery Kent Thomas (35) of Hercules was found in possession of marijuana packaged for sale and several rocks of cocaine. Mr. Thomas was arrested for possession of marijuana for sales, possession of cocaine and resisting arrest. He was booked into the County jail in Martinez.

Report Number 02-1271

On Wednesday February 27, 2002 at approximately 7:40PM Officers responded to the area of San Pablo Ave @ Stockton Ave on the report of a fight. Responding officers determined that a robbery of a taxi cab driver had taken place. The driver of the cab had been beat with a metal cane and managed to get away from the suspect in his vehicle before the suspect could obtain any money. Officers obtained a suspect description from several witnesses in the area and located the suspect on San Pablo Ave. a short distance away. Maurice Orlando Wright (35) of San Francisco was Identified by the witnesses and the victim and arrested for Armed Robbery. He was booked and transported to the County Jail in Martinez.

Report Number 02-1298

On Thursday February 28, 2002 at approximately 4:35pm El Cerrito Officers responded to Cal Fed bank located at 280 El Cerrito Plaza on the report of a Forgery in progress. During the investigation it was determined that Broderick Wesley Crawford (50) of San Pablo had deposited several forged checks into accounts that were opened with false information. Mr. Crawford was arrested while attempting to withdraw cash from one of the accounts. He was booked into the county jail on several felony charges.

On Thursday February 28, 2002 at approximately 7:00pm, Nathan Randolph (36) of Richmond was arrested after leaving Safeway with unpaid grocery items. Officer Hartung responded to the scene and took Mr. Randolph into custody. Mr. Randolph was booked into the County Jail in Martinez.

On Thursday February 28, 2002 at approximately 8:05pm, Marcus Dwayne Watson (34) of Richmond was arrested after leaving Target with unpaid merchandise. Officer Hartung responded to the scene and took Mr. Watson into custody. Mr. Watson was booked into the County Jail in Martinez for shoplifting.
