On Saturday March 2, 2002 at approximately 11:40pm Officer Zink responded to the Target Store located at 11450 San Pablo Ave. on the report of an employee being detained for internal theft from the business. Officer Zink arrested Rikisha Nilee Deloney (26) of San Pablo after it was learned that she had stolen money from the register over the past month totaling $920.00. Mrs. Deloney was booked into the county jail charged with Embezzlement. The El Cerrito Police Department will seek a criminal complaint with the Contra Costa County District Attorney’s Office. On Sunday March 3, 2002 at approximately 3:05am Officer D. Alvarez conducted a traffic stop on a bicyclist for a vehicle code violation in the area of San Pablo Ave. near Carlson Blvd. Prior to stopping for the Officer, the bicyclist dropped a small pouch containing methamphetamine. Kevin Lamonte Tugwell (36) of Albany was arrested and booked into the county jail for possession of a controlled substance packaged for sale. The El Cerrito Police Department will seek a criminal complaint with the Contra Costa County District Attorney’s Office. On Monday March 4, 2002 at approximately 12:20am Officer Bonini made contact with a subject walking a bicycle in the area of Carlson Blvd. @ El Dorado St. in an attempt to conduct follow-up regarding a prior contact from the previous week. During the contact Officer Bonini learned that the subject was in possession of Methamphetamine. Officer Bonini arrested Antonio James Davis (39) of Richmond for possession of a controlled substance and booked him at the El Cerrito Jail. After booking he was released pending the lab report on the substance. The El Cerrito Police Department will seek a criminal complaint with the Contra Costa County District Attorney's Office. On Monday March 4, 2002 at approximately 12:30am Officer Tam responded to the Payless Shoe Store located at 9901 San Pablo Ave on the report of a theft that had just occurred. A store employee advised that several subjects entered the business and filled a shopping bag with merchandise before running from the business. Officer Tam located one of the suspects several blocks away while fleeing from the scene. Ingrid Denise Tenpenny (42) of Berkeley was arrested after being identified by the store clerk. Two additional suspects escaped. Mrs. Tenpenny was booked into the county jail charged with Burglary. On Wednesday March 6, 2002 at approximately 3:50pm Officer Carcione responded to the Safeway Store located at 10636 San Pablo Ave. on the report of a shoplifter in custody. Officer Carcoine arrested Brendan Bruce Carlton (30) of Richmond after it was determined that he concealed merchandise in his clothing and exited the business making no attempt to pay for the items. Mr. Carlton was booked into the county jail for felony Petty Theft with priors. On Wednesday March 6, 2002 at approximately 5:50pm Corporal Barruetto responded to the Albertson's Store located at 1000 El Cerrito Plaza on the report of a shoplifter in custody. Corporal Barruetto arrested Terry Andrew Brown (42) of San Pablo after it was determined that he entered the business with an empty bag and concealed merchandize inside the bag before exiting the business. No attempt was made to pay for the property. Mr. Brown was arrested and booked into the county jail for Burglary. Report Number 02-1451
On Wednesday March 6, 2002 at approximately 8:30am El Cerrito Police Officers responded to the area of Hill St. @ Lexington Ave. on the report of a possible assault and robbery. Responding officers learned that several subject were involved in an altercation that resulted in a subject attempting to run down two people with a motor vehicle. The suspects followed the victims several blocks then confront the victims, brandished a tire iron at the victims and made demands for the victim's purse. The suspects fled the area in their vehicle and were located a short time later by Officer Shaman. The victims were able to identify the suspects during an in field line-up at the location of the stop. Alvaro Lopez (27) of Richmond, Haracio Lopez (21) of San Pablo and Lucila Rueda (19) were all arrested and booked into the county jail. On Saturday March 9, 2002 at approximately 2:00pm Officer Bonini conducted a traffic stop for a vehicle code violation in the area of San Joaquin @ Central Ave. San Pablo Ave. During the stop Officer Bonini learned that the vehicle was reported stolen out of the City of San Pablo. Officer Bonini arrested Brenda Kay Savely (39) for possession of a stolen vehicle and booked her into the county jail. Officer Tang arrested Thavone Douangmala (39) of Richmond after it was determined that he concealed merchandize in his clothing and exited the business making no attempt to pay for the concealed property. Mr. Douangmala was booked into the county jail for felony theft with prior convictions. On Sunday March 10, 2002 at approximately 8:45pm Officer Keith responded to the Target Store located at 11450 San Pablo Ave. on the report of a shoplifter in custody. Officer Keith arrested Betty Jean Morgain (51) of Richmond after it was determined that she exited the business with merchandize concealed in a bag, making no attempt to pay for the property. On Monday March 11, 2002 at approximately 3:54pm Officers responded to the El Cerrito Honda Dealer on the report of a theft from the business. Witnesses reported that a subject in the business and stolen an employee’s wallet from under a desk in the office. The reporting party advised that several employees were chasing the suspect down San Pablo Ave. Responding officers located the employees detaining the suspect in the area of Cypress St @ So.53rd. Officers arrested Earl Herman Porter Jr. (34) of Richmond. Mr. Porter was charged with felony theft with prior convictions. Mr. Porter bailed out of custody. On Tuesday March 12, 2002 at approximately 3:10pm Officer Carcione responded to the Hollywood Video Store located at 11511 San Pablo Ave. on the report of a shoplifter fleeing from the business with stolen property. Armed with the description of the suspect, Commander Mosby tracked down the offender a short distance away and detained her until uniformed officers arrived a brought the investigation to it's conclusion. Officers arrested Nyame Sivadd (33) of El Cerrito after she was identified by a store employee as the responsible. All of the stolen property was recovered at the scene of the arrest. Mrs. Sivadd was booked into the county jail for felony petty theft with prior convictions. On Tuesday March 12, 2002 at approximately 2:45pm Officer Savine responded to the Safeway Store located at 10636 San Pablo Ave. on the report of a shoplifter in custody. Officer Savine arrested Timothy Sean Carlton (31) of Richmond after it was determined that he concealed several items of store merchandize in his pants and left the business making no attempt to pay for the items. Mr. Carlton was arrested and booked into the county jail for felony theft with prior convictions. Officer D. Alvarez arrested Dana Helena Mack (34) of Isleton after it was determined that she exited the business with items that she did not pay for. On Sunday March 17, 2002 at approximately 7:46pm Officers responded to the area of 11299 San Pablo Ave. on the report of a disturbance in the area. Officers contacted a citizen in the area who advised that he was confronted by a subject asking for money. He said the subject threatened to shoot him when he refused and told him to back away. The subject then fled on foot. Officers located and arrested Pierre Reed (36) of Richmond a short distance away from the scene. He was identified by the citizen and booked into the county jail for attempted robbery and threats. On Sunday March 24, 2002 at approximately 4:50pm, three male juveniles accost a father and his son while they were riding their bicycles along the BART path near Eureka Avenue. The suspects detained the son and attempt to steal his bicycle. One of the suspects forcibly removes a cellular telephone from the father as he threatens to call the police. The father sustained a laceration to his hand during the crime. Responding officers located all three suspects, took them into custody and booked on the charge of strong-armed robbery. Two suspects were booked into Juvenile Hall in Martinez and one suspect was released to a parent. On Monday March 25, 2002 at approximately 3:00pm Officer Albrandt responded to the Long’s Drug Store located at 670 El Cerrito Plaza on the report of a shoplifter being detained. Officer Albrandt arrested Reginald Keith West Jr. (36) of Richmond after it was determined that he selected several items from the business and conducted a return of the items without ever paying for the property. On Friday March 29, 2002 at approximately 12:00am Officer Tang responded to the Big 5 Sporting Goods Store located at 11060 San Pablo Ave. on the report of an employee being detained for a theft from the business. Officer Tang arrested Jose Juan Carriedo (21) after it was determined that he had stolen almost $1200. worth of merchandise from the business while on duty at the store. Mr. Carriedo was arrested and booked at the El Cerrito Police Department for embezzlement. On Saturday March 30, 2002 at approximately 9:44am Officer Tang responded to Pep Boys located at 11555 San Pablo Ave on the report of a subject being detained for an Auto Burglary. Officer Tang arrested Miguel Perez (23) of Richmond after it was determined that he smashed out a window of a vehicle parked in front of the business and attempted to force the ignition. Mr. Perez was located in the vehicle by its owner and detained until the police arrived. Mr. Perez was booked into the county jail for Auto Burglary and attempted Motor Vehicle Theft. On March 30, 2002 at approximately 5:00pm El Cerrito Police Officers responded to the Mira Vista Country Club on the report of three subjects stealing golf carts from the Pro Shop. Responding officers located the three golf carts abandoned about a half a mile from the country club and were advised by citizens in the area that the suspects were running down Cutting Blvd. Officers located and arrested Eduardo Navarro Diaz (21) of San Pablo, Juan Carlos Garcia (20) of San Pablo, and Jose Emanuel Curiel (20) of Richmond after the were identified by employees from the country club that had witnessed the theft. All three suspects were arrested and booked into the county jail for Felony Grand Theft. On Saturday March 30, 2002 at approximately 8:45pm Officers responded to Armadillo Pizza located at 10180 San Pablo Ave. on the report of a subject attempting to force entry into the business. During the investigation and area search, Officers detained Oscar Maurice Pearson (48) of Richmond as he was fleeing from a vehicle parked in the area. Mr. Pearson was found in possession of stolen property from three separate vehicles that had been burglarized in the 400 block of Kearney St. Mr. Pearson was booked into the county jail for Burglary and Possession of Stolen Property. The El Cerrito Police Department will seek a criminal complaint with the Contra Costa County District Attorney’s Office.
