On Monday April 1, 2002 at approximately 12:3pm Officer Bonini conducted a traffic stop for a vehicle code violation in the area of San Pablo Ave. near Orchard Ave. During Officer Bonini’s investigation it was determined that the passenger in the vehicle was in possession of Methamphetamine and several items of stolen property. Jona Marie Boothe (34) of Richmond was arrested for the violation and booked at the El Cerrito Police Department charged with felony possession of a controlled substance and possession of stolen property. The driver of the vehicle, Kevin Wayne Phelps (46) of Berkeley was also found to be in possession of Methamphetamine and was arrested. Both subjects were booked into the county jail. The El Cerrito Police Department will seek a criminal complaint with the Contra Costa County District Attorney’s Office. On Tuesday April 2, 2002 at approximately 5:19pm Corporal Horgan located a motorist passed out at the wheel of a vehicle blocking traffic in the area of San Pablo Ave. just south of Cutting Blvd. Corporal Horgan made contact with the motorist and determined that he was not licensed to drive and was possibly under the influence of a controlled substance. During the investigation Corporal Horgan arrested Deshawn Demont Blake (26) of Richmond after it was determined that Mr. Blake was in possession of Heroin. He was booked into the county jail for felony possession of a controlled substance. On Saturday April 6, 2002 at approximately 1:40am Sergeant Statton conducted a traffic enforcement stop on a vehicle that appeared to be drag racing another vehicle on San Pablo Ave. near Ohio Ave. Upon stopping the vehicle the driver exited the vehicle and began to flee the area on foot refusing to stop for Sergeant Statton and an additional unit that responded. When the officers detained the driver they determined that he was intoxicated and placed him under arrest for driving a motor vehicle while intoxicated. During the booking process officers found that the subject was also in possession of a controlled substance. Willie Burns Brackens Jr. (34) of Richmond was booked into the county jail for DUI and possession of a controlled substance. On Saturday April 6, 2002 at approximately 10:43am Officer Bonini was attempting to serve an arrest warrant at an El Cerrito residence. Officer Bonini made contact with an occupant at the location regarding the wanted person. During the contact Officer Bonini arrested the occupant for being under the influence of Methamphetamine. The occupant was found in possession of a stolen credit card and evidence that she had recently been using the card was also uncovered. The occupant was booked into the county jail in Martinez for possession of stolen property. The wanted person that Officer Bonini was looking for has not been located. The El Cerrito Police Department will seek a criminal complaint with the Contra Costa County District Attorney’s Office. On Sunday April 7, 2002 at approximately 10:30pm Officers responded to the Safeway store located at 10636 San Pablo Ave. on the report of a subject attempting to pass a forged check with a false identification. Responding Officers obtained a description of the suspect and the vehicle the suspect left the area in. A short time later the vehicle was located fleeing the area and was stopped. Lynda Elizabeth Bishop (40) of Albany was arrested after being identified by the store clerk as the responsible. Mrs. Bishop was booked into the county jail in Martinez. On Monday April 8, 2002 at approximately 11:17pm Corporal Barruetto conducted a traffic stop for a vehicle code violation in the area of San Pablo Ave. near Hill St. During Corporal Barruetto’s contact with the driver of the vehicle it was determined that he was operating the vehicle while intoxicated. After completing several field sobriety tests Corporal Barruetto arrested Henry Jose Abuslin (30) of El Cerrito for Driving while intoxicated. During the booking process it was determined that Mr. Abuslin had three prior DUI convictions during the past two years and was on probation for DUI. Mr. Abuslin’s drivers license was also suspended. Based on the prior convictions Mr. Abuslin was booked at the EL Cerrito Jail for Felony DUI and transported to the county jail in Martinez. On Monday April 8, 2002 at approximately 1:57pm Officer Carcione responded to investigate a residential Burglary at 3429 Belmont Ave. During his investigation he learned that a possible suspect lived in the area and was known by the victim. Officer Carcione learned that the suspect was on parole for Burglary. Officers responded to and conducted a parole search at 3424 Belmont Ave. where they located and arrested Joshua Shinn (24) after he was found in possession of one of the reported items stolen in the Burglary. Shinn was booked into the county jail for Possession of Stolen Property and a Parole violation. On Sunday April 9, 2002 at approximately 6:00pm Corporal Barruetto responded to Honda of El Cerrito located at 11755 San Pablo Ave. on the report that a subject had purchased a vehicle using a fraudulent Social Security Number and issued personal checks from a closed account. Corporal Barruetto arrested Samantha Samuel Hamilton (27) of Oakland for Identity Theft, Possession of stolen property and Fraud. On Sunday April 15, 2002 at approximately 4:00pm Officer Bonini witnessed an assault taking place near the Del Norte BART Station. Officer Bonini contacted the two subjects to determine the nature of the problem. During the investigation Officer Bonini determined that Shannon Carole Keller (25) of Pittsburg was wanted on an outstanding warrant. Officer Bonini also found that Todd Christopher Gooch (37) of Richmond was in possession of Methamphetamine. Both subjects were arrested and booked into the county jail in Martinez. On Tuesday April 16, 2002 at approximately 7:40am Officer Albrandt conducted a traffic stop for a vehicle code violation in the area of San Pablo Ave. near Schmidt Ln. During Officer Albrandt’s investigation it was determined that the driver of the vehicle provided him with a false name. During a search for weapons Officer Albrandt located a syringe containing heroin. Officer Albrandt arrested Mark Devel Guillory (40) for possession of a controlled substance and booked him into the county jail. On Thursday April 18, 2002 at approximately 7:25am Officers responded to the area of San Pablo Ave @ El Dorado Ave. on the report of a suspicious person who had been in the area for about an hour. Officers contacted the subject regarding his presence in the area and obtained his identification. In an attempt to confirm his identity the subject was asked to provide an additional form of ID. During the investigation it was learned that the subject was in possession of a stolen check book, credit cards and several additional credit card numbers belonging to different people. Officers arrested Meshach Omar Ward (34) of San Francisco and booked him into the county jail for possession of access cards with the intent to defraud. On Friday April 19, 2002 at approximately 5:14pm Officers responded to the Bank of the West on the report of a subject attempting to cash a stolen/forged check. Officers Bonini arrested Lisa Marie Eason (38) of Richmond after it was determined that she had attempted to cash a check that was listed as lost or stolen. She was also found in possession of a box of checks belonging to the same victim. Eason was booked into the county jail charged with burglary and fraud. On Sunday April 21, 2002 at approximately 5:08pm Officers responded to the area of 1711 Arlington Blvd. on the report of a suspicious subject in the yard of the residence. Responding officers located and arrested Lionel Oliver Pierce (44) after it was determined that he had gained entry into the residence and removed property. Pierce was identified by a witness and arrested for burglary. He was transported to the county jail in Martinez. On Wednesday April 24, 2002 at approximately 9:52am Officer Carcione responded to the Safeway store located at 10636 San Pablo Ave. on the report of a shoplifter in custody. Officer Carcione arrested Raymond Earl McClinton (41) of Richmond after it was determined that he opened and consumed a bottle of alcohol in the business. McClinton was booked into county jail on Felony theft charges due to his prior theft convictions. On Monday April 29, 2002 at approximately 9:00pm Officer D. Alvarez responded to the Albertson’s store located at 1000 El Cerrito Plaza on the report of a shoplifter in custody. Officer Alvarez arrested Harold Gene Jefferson (44) of San Pablo after it was determined that he concealed two bottles of alcohol in a plastic bag and exited the business with out making any attempt to pay for the property. Mr. Jefferson was booked into the county jail on a charge of felony petty theft with prior convictions. The El Cerrito Police Department will seek a criminal complaint with the Contra Costa County District Attorney’s Office. On Saturday April 27, 2002 at approximately 7:54pm Officers responded to the El Cerrito Community Center located at 7007 Moeser Ln. on the report of a suspicious man seated in his vehicle in the parking lot. Officers located and detained a subject and found him in possession of a Bayonet, Morphine pills, Hypodermic needles and other drug paraphernalia. Officers arrested Joseph Patrick Finnegan (50) of El Cerrito and booked him into the county jail for the related charges.
