On Thursday October 3, 2002 Officer Wong arrested Michael Richard Boris (54) during an investigation on the BART Path near Fairmount Ave. Mr. Boris was determined to be under the influence of a controlled substance and found in possession of Cocaine. Mr. Boris was arrested and booked into county jail charged with felony possession of a controlled substance.

The El Cerrito Police Department will seek a criminal complaint with the Contra Costa County District Attorney’s Office.

Report Number 02-6547

On Tuesday October 8, 2002 at approximately 3:30am El Cerrito Officers responded to the area of Stockton Ave. Near Galvin Dr. on the report of a subject prowling around vehicles attempting to open doors. Responding officers located and arrested Juan Carlos Cervantes (38) of Richmond for possession of burglar tools and Methamphetamine. He was also in possession of a car stereo that had been stolen out of a vehicle several block away. Mr. Cervantes was booked into the county jail.

Report Number 02-6554

On Tuesday October 8, 2002 at approximately 2:53pm Detective Scott Cliatt observed a vehicle driving on San Pablo Ave in the area of Wenk Ave. A license check revealed that the vehicle had been reported stolen to the Oakland Police Department. Detective Cliatt with the assistance of patrol officers stopped the vehicle and arrested Christopher Eugene Torres (34) of El Cerrito for possession of a stolen motor vehicle. Mr. Torres was booked into the county jail.

Report Number 02-6565

On Wednesday October 9, 2002 officers responded to the area of the 3200 block of Santa Clara Ave on the report of a disturbance. During the investigation officers arrested Larry Donnell White (39) of El Cerrito for an assault of another person, causing minor injuries to the victim.

Officers collected a firearm for safekeeping during the investigation and recovered several ounces of marijuana from the residence. Mr. White was arrested for assault and possession of marijuana and booked at the El Cerrito Police Department.

Report Number 02-6601

On Thursday October 10, 2002 Officer Wong responded to the Safeway Store located at 10636 San Pablo Ave on the report of a shoplifter in-custody. Officer Wong conducted an investigation and arrested Cheryl Lynn Dorgone (45) of Richmond after it was determined that she concealed several items in a back pack and exited the business without making any attempt to pay for the concealed items. She was also found in possession of a stolen check book. Mrs. Dorgone was booked into the county jail charged with felony theft with prior convictions.

Report Number 02-6605

On Friday October 11, 2002 at approximately 12:15 am Officer Tang responded to the area of 11795 San Pablo Ave on the report of a disturbance in the area. Officer Tang located a victim that reported being assaulted during an argument with a known suspect. Officer Tang completed an investigation and arrested Victor Alberto Leon (27) of El Cerrito for assaulting the victim causing a minor injury. Mr. Leon was booked into the county jail charged with felony assault.

On Sunday October 13, 2002 Officer Tang responded to Nation’s located at 6060 Central on the report of a subject failing to pay for a meal. Officer Tang arrested Vincent James Miller (43) of Richmond after it was determined that he entered the business and consumed an order that had been paced by another customer. Mr. Miller was booked into the county jail charged with felony petty theft with prior conviction as well as having a Parole hold placed on him by the Department of Corrections.

Report Number 02-6645,6646,6647,6648

On Sunday October 13, 2002 at approximately 1:00 pm El Cerrito Officers responded to 4 separate residential burglaries in the area of the 500 block of Richmond St. and the 100 block of San Carlos Ave. All of the burglaries were reports with-in a 10 minute time frame. Several witness reported seeing the suspect in the area and two witnesses confronted the suspect inside their residence. Responding officers located and arrested Lonnie Lamar Cephas (20) of Richmond several blocks away in Albany. Mr. Cephas was Identified by witnesses and found in possession of stolen property. During the investigation Mr. Cephas was linked to additional burglaries in Albany and Berkeley. Investigators conducted several parole searches and recovered additional items that had been reported stolen in recent burglaries. Mr. Cephas was booked into the county jail charged with residential burglary and a parole violation.

On Monday October 14, 2002 at approximately 0230 hours Officer Garman conducted a traffic enforcement stop in the area of Bay view Ave near So. 55th St. During the investigation Officer Garman arrested Jacqueline Kay Mitchell (39) of Oakland and James Mitchell (48) of Richmond after it was determined that they were in possession of a controlled substance, drug paraphernalia and under the influence of a controlled substance. Both subjects were arrested and booked in the El Cerrito Jail.

Report Number 2002-6675

On October 14, 2002, at approximately 7:40 pm, the El Cerrito Police Department responded to a 911 Call from the resident of 503 Everett Street, who advised that a person was breaking into his home. The resident at 503 Everett told the 911 Operator that the person was in the house and was swinging a 2x4 piece of board and chasing he and two other guests around the house.

The resident and the guests retreated to the rear of the house but were followed by the 2x4-welding intruder. At some point in during the events the resident was able to arm himself with a handgun and fired one shot at the intruder and escape from the residence.

Upon arrival, Officers located a person identified as Harry J. Litja of 507 Everett Street El Cerrito, CA. and noted he had been shot once in the upper torso. Responding medical emergency units advised that Mr. Litja had died from a single gunshot wound.

The shooting is currently under investigation by the El Cerrito Police Department Investigative Unit. For further information regarding this investigation, contact Sergeant Shawn Maples at 510-215-4423.

Report Number 02-6678

On Monday October 14, 2002 at approximately 10:15 pm El Cerrito Officers responded to a fight that was reported in the area of Block Buster Video. Responding officers located two victims that had been beaten by four to five suspects. One of the victims was hit by one of the suspect’s vehicles as it fled from the parking lot. Both victims sustained injuries to their head and face from the assault and were transported to John Muir Hospital. The El Cerrito Police Department is seeking the assistance from anyone who may have witnessed the attack or have information about the involved parties.

Report Number 02-6733

On Thursday October 17, 2002 Officer Savko responded to 410 El Cerrito Plaza on the report of embezzlement at PetCo. Officer Savko determined during his investigation that the store manager had been conducting fraudulent returns of merchandise and keeping the cash for himself. The thefts had been taking place for over one month with a loss of over $2,700.00. Officer Savko arrested Tyrone Nesbit Jr. (30) of Richmond for Embezzlement. Mr. Nesbit was booked into the county jail charged with felony theft from his employer.

Report Number #02-6742

On October 17, 2002, at approximately 1970 hours, Officer Shaman observed a vehicle in the vicinity of Carlson Boulevard and Interstate 80. Officer Shaman suspected that the vehicle matched that of a previously reported stolen out of Richmond. After confirming with dispatch the 1982 Toyota Corolla was stolen, Officer Shaman affected a car stop on McBryde Avenue in Richmond and arrested the driver without incident. Arrested was Terry Ray Ryan Jr., a 19-year-old resident of El Sobrante.

Ryan was booked and later transported to the Martinez Detention Facility on a charge of auto theft and receiving stolen property. The El Cerrito Police Department later secured a misdemeanor complaint against Ryan with the Office of the District Attorney.

On Friday October 18, 2002 Officer Bonini conducted a traffic enforcement stop in the area of San Pablo Ave. near Wenk Ave. during the investigation Officer Bonini arrested Dennis Anthony Lanham Sr. (51) of El Cerrito for possession of Methamphetamine. Mr. Lanham was determined to be on Probation for prior drug related offences resulting in a search of his residence. Additional items of evidence related to narcotics use and sales were located in the residence. Mr. Lanham was booked at the El Cerrito Police Department for felony possession of a controlled substance.

Report Number 2002-6859

On Tuesday, October 22, 2002 at approximately 1625 hours, officers and detectives responded to the BART path near Conlon Avenue to investigate a strong-armed robbery where a female was knocked to the ground and her purse was stolen. Witness information led law enforcement to an apartment house in the 300 block of Carlston Street in Richmond. Two suspects were located and taken into custody and the victim’s purse was recovered.

Arrested were two residents of Richmond; one named Bryan Christopher Lee, 18 years of age and a 17 year old male subject. Both were booked for the charge of robbery. Lee was transported to the Martinez Detention Facility and the juvenile suspect is being held at Juvenile Hall in Martinez.

2002-6913

On Friday, October 25, 2002 at approximately 1100 hours, Officer Tam stopped a motorist for a stop sign violation. During the stop, Officer Tam learned that the driver was on parole for burglary. A subsequent search of the driver resulted in the discovery of suspected narcotics and paraphernalia. Addition stolen merchandise was discovered inside the vehicle. Arrested was Andrew Alfred Barzoloski, a 30-year-old resident of Berkeley. Barzoloski was booked on drug and stolen property possession and is being held at the Martinez Detention Facility.

The El Cerrito Police Department will seek a complaint with the office of the District Attorney in addition to Barzoloski’s parole violation.

On Sunday, October 27, 2002 at approximately 1353 hours, Officer Bonini stopped a bicyclist for several El Cerrito Muni Code violations. During a pat-search for weapons, Officer Bonini located a set of Nunchakus in the waistband of the subject. Arrested was Arthur Mata Ruiz, a 44-year-old resident of Richmond. Ruiz was booked and taken to the Martinez Detention Facility on a charge of Possession of a Dangerous Weapon

Report Number 2002-7018

On Sunday, October 29, 2002 at approximately 0910 hours, Officer Wong responded to Launder Land at 11785 San Pablo Avenue to investigate a disturbance. Officer Wong involved that a physical altercation between a man and a woman had occurred. Arrested was Claudie Bernard Louis, a 45-year-old resident of Oakland. Louis was booked and taken to the Martinez Detention Facility on a charge of Corporal Injury to Cohabitant.
