On Friday November 1, 2002 El Cerrito Police Officers responded to the area of 6500 Stockton Ave. on the report of a subject stealing a bicycle from a fenced in yard. Responding officers located and arrested Robert Charles White (18) of Albany for the theft of the Bicycle. During the booking process Mr. White was found in possession of methamphetamine. Mr. White was booked at the El Cerrito Police Department charged with petty theft and possession of a controlled substance.

The El Cerrito Police Department will seek a criminal complaint with the Contra Costa County District Attorney’s Office.

Report Number 02-7109

On Saturday November 2, 2002 at approximately 11:54 PM Officer Garman conducted a traffic enforcement stop in the area of So. 50th @ Wall Ave. for a vehicle code violation. During the investigation Officer Garman determined that the driver of the vehicle was under the influence of a controlled substance. Officer Garman arrested Jerome Allen Woods (50) of Richmond for driving while under the influence of a controlled substance. Officer Garman also arrested the passenger in the vehicle, Sheila Ann Younger (49) of Richmond on an outstanding warrant. Mrs. Younger was found in possession of a controlled substance, (Base Cocaine) at the time of her arrest. She was booked for the outstanding warrant and the additional possession of a controlled substance charge. Both subjects were booked into the county jail in Martinez.

Report Number 02-7262

On Friday November 8, 2002 El Cerrito Police Officers responded to the Ross Store located at 2000 El Cerrito Plaza on the report of a subject being detained for petty theft. Responding Officers arrested Melvin Alberto Silva (29) of Richmond after it was determined that he attempted to exit the business with merchandise that had not been paid for. During the booking process Mr. Silva was found in possession of methamphetamine. Mr. Silva was booked for the petty theft and the possession of a controlled substance at the El Cerrito Police Department.

Report Number 02-7322

On Monday November 11, 2002 at approximately 7:00 am Officers from the El Cerrito Police Department served a search warrant at 10883 San Pablo Ave as a result of an investigation regarding the sales of methamphetamine that had been completed by Officer Bonini. Officers performing the search warrant located Methamphetamine and other evidence related to the sale of methamphetamine in the residence. Officer Bonini arrested Rajaa Bakri Jammal (42) of Richmond for possession of a controlled substance for sale and booked him into the county jail.

The El Cerrito Police Department will seek a criminal complaint with the Contra Costa County District Attorney’s Office.

Report Number 02-7408

On Friday November 15, 2002 at approximately 1:33 am Officer Boutain conducted a traffic enforcement stop in the area of San Pablo Ave near I-80. During the investigation Officer Boutain learned that the vehicle he stopped had been reported stolen out of Walnut Creek on the 9th. Officer Boutain arrested Tiffany Lieghann Gentle (19) of Walnut Creek for possession of a stolen vehicle as well as an outstanding warrant. Mrs. Gentle was booked at the El Cerrito Police Department and released pending further investigation into the theft of the vehicle. She was released on a citation for the warrant.

Report Number 02-7415

On November 14, 2002 Officer Bonini met with a juvenile victim of a reported battery that occurred on campus at the El Cerrito High School. According to the victim, two juvenile students at his school attacked him by striking him in the face and kicking him. The victim suffered injuries that required medical attention.

The investigation involved a joint effort with West County Consolidated Unified School District Police. Both suspected students were cited by WCCUSD and one of the students has been expelled. The other student’s standing is pending.

The El Cerrito Police Department and WCCUSD will seek formal charges with the office of Juvenile Probation. Any questions or inquiries regarding this incident should be referred to Detective Sergeant Maples at (510) 215-4423.

Report Number 02- 7446

On November 16th the Officer Wong responded to the area of the Del Norte Bart Station on the report of a stabbing. On his arrival Bart Police Officer Cruz who had detained three subjects contacted him. After further investigation it was determined the incident involved three taxi cab drivers. Ali, Sheikh Asif 48 year old male from Berkeley was arrested for assault with a deadly weapon. The victim Chauhan, Sukhwinder 31 year old male from Pinole was transported to Kaiser Hospital for a puncture wound to his arm. Ali was booked at the El Cerrito Police Department. A complaint will be sought with the Contra Costa County District Attorney’s Office.

Report Number 02-7454

On Saturday November 16, 2002 at approximately 7:52 pm Officer David Alvarez responded to the Albertson’s store located at 1000 El Cerrito Plaza on the report of a shoplifter in custody. Officer Alvarez arrested Dorothy Marie Hecht (41) of Richmond after it was determined that she selected several items and concealed them under a jacket in her shopping cart. Mrs. Hecht then exited the business making no attempt to pay for the concealed items. During the investigation it was determined that Mrs. Hecht was also wanted on an outstanding warrant for a prior theft related charge. She was booked into the county jail charged with felony petty theft with prior convictions as well as the outstanding warrant.

On November 21st at approximately 1119 hours, Officer Zink of the El Cerrito Police Department conducted a traffic stop in the 10700 block of San Pablo Ave. on a 2003 Chevrolet Suburban that had been reported stolen to the San Ramon Police Department. During his investigation the driver, Allen, Mark David 25years old white male address unknown was arrested for vehicle theft. Allen was booked into the Martinez Detention Facility. A complaint will be sought with the Contra Costa County District Attorney’s Office.

On November 21st at approximately 1620 hours, Cpl. Barruetto of the El Cerrito Police Department responded to the Ross store in the El Cerrito Plaza on the report of two adult females in custody for shoplifting. Cpl. Barruetto took custody of Perkins, Tanika Shannel 22 years old of Richmond, and Williams, Juaacklynn Labelle 26 years old of Oakland. Both were transported to the El Cerrito Police Department for booking. Williams was released with a citation to appear and Perkins was transported to the Martinez Detention Facility for theft with prior charges. A complaint will be sought with the Contra Costa County District Attorney’s Office.

On Monday November 25, 2002 at approximately 1:20 am Officer Keith located a stolen vehicle in the drive-up line at Jack in the Box located at 5920 Cutting Blvd. Officer Keith stopped the vehicle and arrested James Otis Harris of Rodeo and Rolande Antone Lincoln of Richmond for possession of a stolen motor vehicle. Both subjects were booked at the El Cerrito Police Department.

On November 25th, 2002 Officer R. Alvarez investigated a report of alleged terrorist threats. The victim claimed that the suspect threatened her life several times during a series of telephone calls. Officer Alvarez located the suspect at her residence in San Pablo. Arrested was Rikisha Nilee Deloney, a 27-year-old resident of San Pablo. Deloney was booked at the El Cerrito Police Department on an outstanding felony warrant and a charge of 422 PC (Terrorist Threats). Deloney is being held at the Martinez Detention Facility.

On November 29th at approximately 1530 hours Officer Wong conducted a walking stop in the area of the 6800 block of Gladys Ave. The subject contacted was identified as Lanham, Dennis Anthony 51 year old white male of El Cerrito. Lanham was arrested for outstanding warrants and possession of a controlled substance. Lanham was booked into the Martinez Detention Facility.

On December 1st at approximately 0720 hours Cpl. Horgan conducted a walking stop in the area of 670 El Cerrito Plaza on suspicious person identified as Albino, Thomas Gerard 46 years old white male of Richmond. Officer Wong assisted during the stop and discovered Albino in possession of a controlled substance. Albino was booked into the Martinez Detention Facility. A complaint will be sought with the Contra Costa District Attorney’s Office.

On December 4th at approximately 0930 hours Officer Zink conducted a walking stop in the 6000 block of El Dorado St. on a suspicious person identified as White, Robert Charles 18 years old white male of Albany. During the contact White was found in possession of a controlled substance and stolen property. White was booked into the Martinez Detention Facility.
