On Tuesday December 3, 2002 at approximately 9:20 PM El Cerrito Officers responded on the report of a robbery on Cutting Blvd. @ Key Blvd. Investigating officers determined that two suspects confronted a cab driver parked in the area and demanded his money. The cab driver refused and was assaulted by one of the suspects. The suspects fled the area on foot after being followed a short distance by another cab driver.

On December 5th, 2002 Officer Tang responded to Walgreens in El Cerrito to investigate a theft. Arrested was Darrell Eugene Williams, a 44-year-old resident of Richmond. Williams was booked on a felony charge of theft (shoplift) with priors and taken to the Martinez Detention Facility. The El Cerrito Police Department will seek a criminal complaint with the office of the District Attorney. On December 5th, 2002 Officer Shaman responded to 7118 Central Avenue to investigate a theft. During his initial investigation, the reporting party became irate and verbally abusive to the officer. The suspect threatened to injure the officer and challenged him to fight. Arrested was Gregory Matthew Minshall, a 24-year-old resident of El Cerrito. Minshall was booked on a felony charge of threatening a police officer and taken to the Martinez Detention Facility. The El Cerrito Police Department will seek a criminal complaint with the office of the District Attorney. On December 6th, 2002 Officers from this department responded to the area of San Pablo Avenue and Eastshore Boulevard to investigate a disturbance. Officer Wong located the two involved subjects and determined that the male subject had battered his girlfriend and mother of their common child. Arrested was Eric Ward Williams, a 19-year-old resident of Richmond. Williams was booked at the El Cerrito Police Department for inflicting corporal injury and is being held at the Martinez Detention Facility. The El Cerrito Police Department will seek a criminal complaint with the office of the District Attorney. On December 9th at approximately 1550 hours Officer Leone responded to the Walgreen’s store in the 11500 block of San Pablo Ave. on the report of a male adult in detained for shoplifting. The subject was identified as Bonilla, Carlos Estrada 42 years old HMA of Richmond. Bonilla was placed under citizen’s arrest. He was booked for theft with prior charges and transported to the Martinez Detention Facility. A complaint will be sought with the Contra Costa District Attorney’s Office. On December 10th at approximately 2100 hours Officer Tang responded to the Target store in the 11400 block of San Pablo Ave. on the report of an adult female in custody for shoplifting. She was identified as Bishop, Lynda Elizabeth 41 years old white female of Albany. Officer Tang took custody of Bishop and she was booked into the Martinez Detention Facility on theft charges with priors. A complaint will be sought with the Contra Costa District Attorney’s Office. On December 13th at approximately 1820 hours Officer Keith responded to the Target store in the 11400 block of San Pablo Ave on the report of an adult male detained for shoplifting. Subject was identified as Hollinquest, Robert Charles 51 year old Black male of Richmond. Hollinquest was placed under citizen’s arrest and booked into the Martinez Detention Facility on theft with prior charges. A complaint will be sought with the Contra Costa District Attorney’s Office. On December 14th at approximately 1900 hours Officer Keith was informed by store security at the Target store in the 11400 block of San Pablo Ave of a subject concealing items inside his clothing. The subject was detained as he exited the store and identified as Martinez, Jose Alanis 26 years old Hispanic male of San Pablo. Martinez was placed under citizen’s arrest and was booked into the Martinez Detention Facility on a burglary charge. A complaint will be sought with the Contra Costa District Attorney’s Office. On December 19th at approximately 2330 hours Officer Tang responded to the Target store located in the 11400 block of San Pablo Ave on the report of an adult female in custody for shoplifting. She was identified as Brown, Gwendolyn 42 years old of Richmond. Officer Tang took custody of Brown and she was booked into the Martinez Detention Facility on a burglary charge. On December 25th at approximately 0220 hours Officer Shaman responded to the 3100 block of Carlson Blvd. on the report of a family disturbance. On his arrival he contacted the male involved, identified as Siebert, James Todd 31 year old WMA of El Cerrito, and a WFA 40 year old of El Cerrito. Siebert was arrested for corporal injury to a cohabitant and booked into the Martinez Detention Facility. The female had minor injuries and refused medical treatment. On December 26th at approximately 0830 hours Officer Boutain responded to the 1000 block of Richmond St. for a 911 disconnected phone call. On his arrival he made contact with an individual identified as Taylor, Reginald 37 year old BMA from the State of Washington. A computer check revealed an outstanding warrant for Taylor’s arrest from the State of Washington and requesting his extradition. Taylor was booked into the Martinez Detention Facility. A complaint will be sought with the Contra Costa District Attorney’s Office. On December 26th at approximately 1400 hours Officer Boutain responded to the Target store in the 11400 block of San Pablo Ave. on the report of an employee being detained for theft. Employee was identified as Bustos, Maria 18 year old Hispanic female of Richmond. She was booked at the El Cerrito Police Department and released with a citation. The El Cerrito Police Department had been investigating allegations that a subject committed lewd acts with a minor relative under the age of 14 years. On December 26th, 2002, Officer Tang began the investigation with an initial report. The allegations stem from incidents that are reported to have occurred during the spring-summer of 2001. Following the completion of our investigation, the El Cerrito Police Department obtained a formal criminal complaint with the Contra Costa County District Attorney’s Office and a felony warrant issued by Bay Superior Court on 1/29/2003. The suspect, Cesar Edgardo LaTorre, a 45 year-old resident of El Cerrito, surrendered himself to our agency at 0900 hours this date (1/30/03). LaTorre was booked at the El Cerrito Police Department on three counts of Lewd acts with a Minor and transported to the Martinez Detention Facility. On December 27th at approximately at 1900 hours Officer R. Alvarez conducted a walking stop on the Bart Path at Hill St. on a subject identified as Daniels, Jodie Damion 21 years old BMA of El Cerrito. During the contact Daniels was found to be in possession of a loaded handgun. He was arrested and booked into the Martinez Detention Facility A complaint will be sought with the Contra Costa District Attorney’s Office. On December 29th at approximately 0843 hours Officer Doty responded to the area of the 800 block of Arlington Blvd. on the report that a stolen vehicle was in the area. On his arrival he contacted Jones, Adam Kenneth 30 year old El Cerrito resident that had taken a 2002 Honda Accord without permission. He was placed under arrest and booked into the Martinez Detention Facility for vehicle theft. The vehicle was returned to the registered owner. A complaint will be sought with the Contra Costa District Attorney’s Office.
