On February 3rd at approximately 1805 hours Officer Garman responded to the Target store on the report of an adult male in custody for shoplifting. The subject was identified as Gregory Lewis Sims 50 year old black male of Richmond. He was booked at the El Cerrito Police Department for grand theft. A complaint will be sought with the Contra Costa District Attorney’s Office. On February 3rd at approximately 1813 hours Officer Zink responded to the Target store in the 11400 block of San Pablo Ave. on the report of an adult female in custody for shoplifting. She was identified as Denesia Lawanda Floyd 35 year old black female of Richmond. She was booked at the El Cerrito Police Department. A complaint will be sought with the Contra Costa District Attorney’s Office. Report Number 03-1961, 03-2399
Officers responded to the 11300 block of San Pablo Ave on the report of a car jacking having just occurred. Responding officers located the victim and determined a previously stolen van was returned to the victim and a second car was stolen. The victim saw a white male suspect sitting in his red Mazda and confronted the suspect. The suspect motioned toward his waist like he had a weapon and fled in the victim’s Mazda. The suspect fled westbound on Potrero and onto the I-80 freeway. Several hours later, officers from the Richmond Police Department located the vehicle and arrested David William Nidever, a white male adult, resident of Richmond. Nidever was determined to be on parole for vehicle theft. Nidever was booked into the Martinez Detention facility for the car jacking, possession of stolen property and a parole violation. On February 5th at approximately 1630 hours Officer Alvarez responded to the Longs Drug Store in the 10600 block of San Pablo Ave. on the report of an adult female in custody for shoplifting. She was identified as Cheryl Lynn Dorgone 45 year old white female of Richmond. She was taken into custody and booked into the Martinez Detention Facility for theft with priors. A complaint will be sought with the Contra Costa District Attorney’s Office. Report Number 03-2533
On 02/06/03, Corporal Donald Horgan responded to a suspicious person call at 3160 Carlson Bl, the Union 76 Gas Station. Corporal Horgan located three subjects inside the bathroom of the gas station. Corporal Horgan saw the subjects using a glass smoking pipe to ingest suspected methamphetamine. Arrested were Daniel Coles, a white male adult from El Cerrito, Benjamin Romeo, a white male adult from San Anselmo and a white male juvenile from El Cerrito. A quantity of suspected methamphetamine was located in the bathroom. All three subjects were transported to the El Cerrito Police Department and booked on several charges of possession of a controlled substance, possession of a controlled substance for sale, possession of a deadly weapon and being under the influence of a controlled substance. The juvenile was released to his parents, Mr. Romeo was released on a citation and Mr. Coles was taken to the Contra Costa County Detention Facility in Martinez. On 2/9/03, at approximately 0750 hours, Officer Boutain was flagged down by a citizen who advised he had been involved in a collision. The subject pointed out the other driver who Officer Boutain contacted and subsequently learned that he had a warrant for his arrest. Arrested was Craig Stephen Cortez, a 39 year-old resident of Albany. Officer Doty had later been dispatched to the 700 block of Balra to investigate a suspected forgery. During his investigation, Officer Doty developed evidence that linked Cortez to a case involving the forgery of a stolen check. Cortez was booked on felony forgery charges and transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal felony complaint against Cortez with the Contra Costa County District Attorney’s Office. On 2/11/03, at approximately 1106 hours, Officer Wong responded to Target to investigate a shoplifting case. The suspect in this case, allegedly selected merchandise and left the store without making payment. Arrested was Sheree Terrell, a 37-year-old resident of Richmond. Terrell was booked at the El Cerrito Police Department on felony theft with priors charge and later transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint with Contra Costa County District Attorney’s Office. On February 12th at approximately 0230 hours Officer Shaman conducted a walking stop on a suspicious person in the area of Santa Clara Ave and Lassen St. The subject was identified as Robert Charles White 18 year old white male of Albany. During the contact White was found to be in possession of drug paraphernalia and arrested. Subsequent investigation discovered White was also in possession of stolen property from a theft in the City of Albany. White was booked into the Martinez Detention Facility on the charges of possession of stolen property and drug paraphernalia. A complaint will be sought with the Contra Costa District Attorney’s Office. On 2/13/03, at approximately 1300 hours, Corporal Horgan investigated a report of suspicious subjects loitering by a parked vehicle in the 400 block of Clayton Avenue. An area check was conducted by no one was located. Shortly after, Corporal Horgan observed the suspects traveling southbound on Richmond Street near Lincoln Avenue. The vehicle continued at excessive speeds and crashed at Moeser Lane and Norvell Street. Three males juveniles were taken into custody and brought to the police station when it was discovered that the vehicle was stolen. Following their interviews, officers were lead to a second stolen vehicle as well as their attempts to steal the car on Clayton Avenue. The El Cerrito Police Department will forward this case to the Contra Costa County Juvenile Probation Department for filing and disposition. On 02/14/03, Sgt Wayne was driving his patrol car in the 3200 block of Santa Clara Ave at approximately 0140 hours. Sgt Mann noticed a suspicious person on a bicycle next to a parked vehicle. Sgt Mann conducted a pedestrian encounter and spoke with the male on the bicycle. The male was identified as Adam Lee Filyau, a 21 year old white male resident of El Cerrito. During Sgt Mann’s investigation, the bicycle Mr. Filyau was riding was determined to have been stolen during a recent residential burglary in the 6000 block of El Dorado Ave. Mr. Filyau was arrested and booked at the El Cerrito Police Department for possession of stolen property, the bicycle. At the completion of booking, Mr. Filyau was taken the Martinez Detention Facility. A criminal complaint will be sought with the Contra Costa County District Attorney’s Office. Report Number 03-3115 & 3140
On 02/14/03 at approximately 1900 hours, Officer Zink was patrolling the area of Blake and Lexington. Officer Zink saw the end of a fight and detained one subject. The subject turned out to be the victim of a robbery occurring in the 1600 block of Liberty St. The victim chased the suspect and was shot three times with a BB-gun. Officer Zink and other members of the El Cerrito Police Department established a perimeter in the area and arrested one subject. Christopher Lee Tugler, an 18year old black male from Richmond, was arrested and on his person was a small black BB-gun. The BB-gun looked like a semi automatic handgun. During the investigation, a second victim called 911 to report a robbery near Potrero and Liberty St. Both victims positively identified Mr. Tugler as the assailant and the BB-gun found in his possession. Mr. Tugler was taken to the El Cerrito Police Department and booked for robbery, attempted robbery, and assault with a deadly weapon. The El Cerrito Police Department would like to talk to anyone with information about the robbery or the short fight between one of the victims and Mr. Tugler. Mr. Tugler was taken to the Martinez Detention facility at the completion of booking. A criminal complaint will be sought with the Contra Costa County District Attorney’s Office. On February 17th at approximately 1030 hours Officer Keith responded to Albertsons at the El Cerrito Plaza on the report that a theft had occurred. On his arrival he located employees detaining a female in the parking lot for shoplifting. She was identified as Cynthia Lee Jansen 44 year old WFA of El Cerrito. A second subject involved in the theft was detained by El Cerrito Police Department units. He was identified as Richard Wade Starks 41 year old BMA of Richmond. Both subjects were booked into the Martinez Detention Facility for burglary and theft with priors. A complaint will be sought with the Contra Costa District Attorney’s Office. On February 18th at approximately 2240 hours Officer Greenwood conducted a traffic stop on a bicyclist at Carlson Blvd. and Adams St. The bicyclist was identified as Robert Charles White 18 year old WMA of Albany. During the contact White was found to be in possession of a dangerous weapon and arrested. White was booked into the Martinez Detention Facility. On 02/20/03 detectives from the Investigation Division of the El Cerrito Police Department served a search and arrest warrant at 1527 Gaynor Ave in Richmond. Arrested on an outstanding warrant for robbery was Richard Lyle Tatoowi, a 31 year old adult male from Richmond. Mr. Tatoowi was identified as the get away driver in a robbery occurring on January 22nd in the El Cerrito Plaza parking lot. At the time of the robbery, the victim was confronted as she left the ATM machine at Cal Fed Bank. The victim and an unidentified suspect struggle over the victim’s purse. The victim was pulled into the waiting vehicle, driven by Mr. Tatoowi. Once in the car, the victim struck the suspect in the groin and relinquished her purse. Mr. Tatoowi drove the vehicle from the scene. The El Cerrito Police Department wishes to speak with anyone regarding the unidentified suspect. The suspect was described as a young black male, about six feet tall. On 2/21/2003, at approximately 0840 hours, Officer Keith was contacted by a citizen who informed him that a subject just tried to steal a motorcycle. The citizen pointed to a subject standing near the north doors of DMV (El Cerrito) and identified him as the suspect. Officer Keith located the subject inside DMV and subsequently detained him for investigation of attempted auto theft. Arrested was a 13 year-old resident of Berkeley who was booked and released to his parent. On 2/23/2003, at approximately 0030 hours, Officer Leone ran the license plate of a vehicle leaving the nation’s parking lot. When dispatch advised that that the car was stolen he waited for cover and conducted a high-risk felony car stop on San Pablo Avenue near Sutter Avenue. Arrested was the driver, Lakeisha Brennee Perry, a 27 and the passenger, Jamar Norman Maxwell, 24, both resident of Richmond. Both were booked on charges of auto theft and transported to the Martinez Detention Facility. A subsequent interview the owner of the vehicle revealed that the circumstances surrounding the theft were suspicious. The El Cerrito Police Department arranged for the release of Perry and Maxwell and no complaint will be sought. On 2/25/2003, at approximately 1530 hours, Officer R. Alvarez responded to the 1700 block of Walnut Street to investigate a reported disturbance. According to reports, an altercation had taken place between mother and son. The son assaulted his mother and fled in his parent’s car. Upon his return, the 17 year-old El Cerrito resident was taken into custody. Following booking for terrorists threats and assault with a deadly weapon, the subject was taken to Juvenile Hall in Martinez. On February 25th at approximately 2150 hours Officer Molica responded to the Target store in the 11400 block of San Pablo Ave. on the report of an adult male in custody for shoplifting. The subject was identified as Rickey B. Deloney 35 year old black male of Richmond. Deloney was taken into custody and booked into the Martinez Detention Facility for theft with priors. On 2/26/2003, at approximately 1430 hours, Sgt. Regan attempted to stop a vehicle in the 1300 block of Richmond Street for vehicle code violations. Following a short pursuit, the driver exited the vehicle and fled north on the BART path from Schmidt Lane. The driver was arrested near the corner of Kearney Street and Schmidt Lane. Arrested was a 14 year-old juvenile resident of Richmond. Upon completion of booking, the suspect was released to a parent/relative. The El Cerrito Police Department has forwarded this case to the Contra Costa Juvenile Probation Department for filing and disposition.
