On 5/03/2003, at approximately 0240 hours, Officer Zink stopped a vehicle near the eastbound I-80 off-ramp @ Mac Donald Avenue for failing to signal. During the stop, the driver was found to be in possession of deadly weapons, burglar tools and drug paraphernalia. Arrested was Phillip Carl McIntire, a 34-year-old resident of El Cerrito. McIntire was booked at the El Cerrito Police Department on a variety of charges (described above) and transported to the Martinez Detention Facility. On 5/04/2003, at approximately 0600 hours, Officer Keith responded to an apartment complex in the 5600 block of El Dorado Street to investigate a report of domestic violence. During his investigation, Officer Keith spoke with the victim and her son. The suspect/boyfriend was not present. According to the victim, she has been the recipient of regular beatings during their relationship. On 5/5/03, at 0126 hours, Officer Keith contacted and arrested the suspected at his residence. Arrested was Reese Timothy Rose, a 23-year-old resident of El Cerrito. Rose was booked at the El Cerrito Police Department on domestic violence charges and transported to the Martinez Detention Facility. On 5/06/2003, at approximately 1652 hours, officers from this department responded to the area of Barrett Avenue and Sonoma to investigate a mail theft that had just occurred. Corporal Horgan arrived and located a subject that matched the suspect description. A witness was brought to the subject’s location that identified her as the person whom she saw remove a package from her neighbor’s doorstep. The stolen package was located and recovered. Its contents were valued in excess of $600.00. Arrested was Alleen Veronica Taylor, a 43-year-old resident of San Pablo. Taylor was booked at the El Cerrito Police Department on charges of grand theft with priors and was transported to the Martinez Detention Facility. On 5/07/2003, at approximately 2300 hours, officers from this department responded to the Safeway (grocery store) upon receipt of a reported car-jacking. The victim related that he had parked his car and was walking toward the Safeway entrance when he was approached by two subjects who grabbed and dragged him back to his car. Both suspects beat him and demanded his car keys. During the investigation, Richmond P.D. located and stopped the victim’s stolen vehicle, occupied by two. Both suspects were identified as the car-jackers and were subsequently taken into custody. Arrested were Thomas Dwayne Jefferson, 18 years of age and a 16-year-old male juvenile, both residents of Richmond. Jefferson was booked on car-jacking charges and transported to the Martinez Detention Facility. The juvenile was booked on the same charge and was transported to Juvenile Hall in Martinez. The El Cerrito Police Department sought and obtained a formal complaint with the District Attorney’s Office charging Jefferson with car-jacking. This same case has been submitted to the Contra Costa County Juvenile Probation Department for disposition of the juvenile suspect. On 5/9 /2003, at approximately 1440 hours, Sgt. De La Campa observed a Honda Accord traveling southbound on Navellier Street near Moeser Lane. Suspecting that the two occupants of the Honda were too young to be driving and acting suspicious, Sgt. De La Campa pursued the car to the 900 block of Ashbury Avenue. Both occupants fled from the vehicle on foot into nearby yards. The passenger, who fled, was located and detained by police in the 900 block of Ashbury Avenue. The driver was never located. The El Cerrito Police Department booked and released the 14 year-old male to his parent. This case will be presented to the Contra Costa County Juvenile Probation Department for disposition. On 5/10/2003, officers from this department responded to a residence located in the 6500 block of Moeser Lane upon receipt of a reported assault. Upon his arrival, Officer Greenwood spotted a vehicle leaving the area. The driver, who was ordered to stop, turned out to be the suspect. The investigation that ensued included allegations that the suspect used a computer cord to choke his girlfriend. Arrested was Monte Monroe Hamilton, a 49-year-old resident of Hayward. Hamilton was booked at the El Cerrito Police Department on a charge of domestic violence and possession of methamphetamines. Hamilton was later transported to the Martinez Detention Facility. On 5/10/2003, Officer Wong responded to a residence, located in the 3200 block of Belmont Avenue in response to a 9-1-1 call. Upon his arrival, Officer Wong spoke to a female resident regarding an incident that involved her ex-boyfriend. Allegedly the boyfriend had entered her home while she was in the shower. When she attempted to call the police, the ex-boyfriend pulled the phone from the wall. The ex-boyfriend left the residence with both the victim’s cell phone and house phone, but not before he damaged the victim’s car window. The suspect later came to the El Cerrito Police Department where he was arrested and booked on charges of burglary and malicious tampering with a phone line. Arrested was Rodney Skinner, a 32-year-old resident of Oakland. Skinner was later transported to the Martinez Detention Facility. On 5/10/2003, at approximately 1830 hours, officer Garman responded to the Del Norte Apartments to investigate a report of domestic violence. During her investigation, Officer Garman obtained statements that implicated both parties as suspects and victims as minor injuries were visible to each. Both were subsequently arrested and booked at the El Cerrito Police Department on a charge of domestic violence and both were transported to the Martinez Detention Facility.

On 5/11 /2003, at approximately 0020 hours, officers from this department were dispatched to the 100 block of Ramona Avenue to investigate a 9-1-1 call where a subject could be heard crying and yelling. Upon their arrival, officers determined that an altercation involving the two occupants had occurred. The resident purportedly had been threatened and assaulted by his visiting acquaintance.
Arrested was Kent Clark Gabel, a 50-year-old resident of Oakland. Gabel was booked at the El Cerrito Police Department on charges of making terrorist threats, battery and tampering with phone lines. Gable was later transported to the Martinez Detention Facility.
The El Cerrito Police Department will seek a formal criminal complaint against Gabel with the District Attorney’s Office.

On 5/11/2003, at approximately 0030 hours, Officer Garman responded to the area of Knott Avenue and San Pablo Avenue upon receipt of a robbery report. The following is a summary of the crime: At or about 0015 hours, a female citizen was seated inside her parked vehicle, in the 1700 block of Lexington Avenue, with the window down waiting for a friend to exit his home. A subject approached her vehicle from behind, punched in the face and reached inside and removed her purse. The suspect was pursued by the victim’s friend and lost sight of him in the area of Knott and San Pablo Avenue.
The police searched the area for the suspect but did not locate him. Some of the suspect’s clothing and some of the victim’s property were located on the BART path. The investigation into this crime continues.

Crime Stoppers:
On 5/13/2003, at approximately 1155 hours, a subject entered the Well’s Fargo Bank in El Cerrito and attempted to make a cash withdrawal. The teller was suspicious because the withdrawal was for $7,700.00. Even more suspicious was the fact that a $9,300.00 check had been deposited into his account by way of ATM a few days earlier. When the bank called the account holder to verify the deposited check, they learned that the check had been stolen and forged. While attempting to stall the suspect until police arrived, the suspect fled and left his driver’s license behind.
On 5/16/2003, the unsuspecting suspect entered the lobby of the El Cerrito Police Department to recover his license. Officer Wong subsequently arrested the suspect on several charges including attempted theft, burglary and forgery.
Arrested was Malik Akeem Williams, a 20-year-old resident of Oakland. Williams was later transported to the Martinez Detention Facility. The El Cerrito Police Department has obtained a formal misdemeanor complaint against Williams with the District Attorney’s Office.

On 5/13/2003, at approximately 1600 hours, Officer Wong responded to Target upon report of a shoplifter in custody. Reportedly, a subject has concealed approximately $46.00 worth of shaving products on his person and left the store without making payment. The subject was contacted by store security and escorted back inside Target.
Arrested was Michael Maurice Scott, a 40-year-old resident of Richmond. Scott was booked on felony theft with priors charges and transported to the Martinez Detention Facility.

Crime Stoppers:
On 5/13/2003, at approximately 2010 hours, a female in her twenties and her infant daughter were walking home from Pacific East Mall. In The 3200 block of Belmont Avenue, a black 4-door car pulled ahead of her and stopped. A subject wearing a ski-mask, armed with a handgun, exited the car from the rear passenger door and approached the victim. The suspect pointed his gun at her and demanded her purse. After obtaining the purse, the suspect returned to the car which fled northbound toward Central Avenue.
Shortly after, Richmond P.D. became involved in a pursuit with a black 4-door Camry in the area of Carlson Boulevard and 43rd Street. The pursuit terminated when the suspect vehicle collided on I-580 at a westbound off-ramp. Two female occupants, the driver and right front passenger were taken into custody. A black male exited the rear passenger seat and escaped.
During their investigation Richmond P.D. brought the victim to the collision scene where she identified the vehicle as being the same one which was involved in her robbery.
Both were booked at Richmond P.D. on evading charges and were released to the custody of the El Cerrito Police Department. Washington was booked and released pending further investigation. Torres was booked and transported to the Martinez Detention Facility on charges of robbery and felony evading (vehicle pursuit). The investigation into this case, specifically the identification and capture of the armed suspect continues.

On 5/13 /2003, at approximately 2255 hours, officers from this department were dispatched to the 6100 block of Potrero Avenue upon report of male subject beating a female. Officers arrived and determined that the husband had attacked his wife with a kitchen knife. As a result, both husband and wife had sustained minor injuries.
Arrested was Glenn Eddie Duran, a 51-year-old resident of El Cerrito. Duran was booked at the El Cerrito Police Department on domestic violence charges and transported to the Martinez Detention Facility.
The El Cerrito Police Department will seek a formal criminal complaint against Glenn with the District Attorney’s Office.

Crime Stoppers:
On 5/14/2003, at approximately 2100 hours, Officer Molica and a Safeway employee were standing outside the grocery store when a subject walked out the entrance doors. They noticed a large, rectangular bulge in his pant leg near his shin and called for him to stop. The suspect ignored them and fled. Officer Molica radioed for assistance and pursued the suspect on foot. The suspect was eventually located and apprehended in a residential area nearby.
Arrested was Joseph Daniel Parker, a 45-year-old resident of Pinole. Found in Parker’s possession was a set of keys that belonged to a stolen vehicle that was parked in the Safeway parking lot. No stolen Safeway merchandise was ever located/recovered. Parker was booked at the El Cerrito Police Department for auto theft and transported to the Martinez Detention Facility.
The District Attorney’s Office Declined to prosecute this case due to lack of sufficient evidence.

On 5/15/2003, at approximately 1320 hours, Corporal Horgan responded to Long’s Drugs at the El Cerrito Plaza to investigate a report of a shoplifter in-custody. A subject had concealed a bottle of vodka inside his backpack and left the store without making payment. Once outside the business, the subject was contacted by store security and escorted back inside Long’s.
Arrested was a 15-year-old juvenile male. The detainee was booked at the El Cerrito Police Department on theft charges and released to his father.
The El Cerrito Police Department will submit this case to the Contra Costa County Juvenile Probation Department for disposition.

On 5/19 /2003, at approximately 0950 hours, Officer Savine responded to Target in El Cerrito to investigate a reported shoplifter in-custody. The subject was detained after he was observed by security attempting to leave the store with unpaid concealed merchandise. The subject also purportedly threatened the Target employees that he would cut them with a razor knife if they handcuffed him.
Arrested was Harold Jason Brown, a 47-year-old transient. Brown was booked on charges of theft with priors and Parole Hold was obtained from the California Department of Corrections. Following booking, Brown was transported to the Martinez Detention Facility

On 5/21/2003, at approximately 2038 hours, Corporal Bonini stopped a motorist after he observed the driver and passenger switch places while driving. Corporal Bonini confirmed that both the occupants had suspended driving privileges and decided to impound the vehicle. During his inventory search, Corporal Bonini located suspected methamphetamines inside the suspect’s date book.
Arrested was Helena Fay Rogers, a 25-year-old female resident of Oakland. Rogers was booked at the El Cerrito Police Department for drug charges. She was released pending further investigation.

On 5/25/2003, at approximately 2121 hours, Officer Zink stopped a vehicle near the intersection of Cutting Boulevard and South 49th Street for not having any license plates. During the stop, Officer Zink learned that the driver had a suspended license. Officer Zink obtained consent to search the vehicle and subsequently located suspected stolen checks and drug paraphernalia.
Arrested was a Katie Ruth Hanseef, a 40-year-old female resident of Richmond. Hanseef was booked at the El Cerrito Police Department for possession of stolen property and drug paraphernalia. She was later transported to the Martinez Detention Facility.

On 5/7/2003, at approximately 1830 hours, Officer Molica responded to Target to investigate a report of employee theft. Target Loss Prevention alleged that a salesperson used a customer’s credit card during a refund to charge a $185.00 gift card without the customer’s knowledge. Later, the salesperson used the gift card to make purchase at Target using her employee discount.
Arrested was a Tonique Marie Singh, a 28-year-old female resident of San Pablo. Singh was booked at the El Cerrito Police Department on a charge of embezzlement and released pending further investigation.

On 5/29/2003, at approximately 2135 hours, Officer Barr responded to 11100 San Pablo Avenue to investigate a reported robbery. After a suspect description was obtained, officer were led to the area of Hill Street and Liberty Street where a citizen advised of a subject, matching the description of the suspect, hiding in his rear yard. As officers surrounded the residence, a subject attempted to flee but was quickly captured and detained. The suspect had in his possession a cell phone which belonged to the victim. The victim stated that the suspect had entered her vehicle from the passenger door and demanded her wallet.
Arrested was a 16 year old black male juvenile and resident of Richmond. He was booked at the El Cerrito Police Department on a charge of attempted robbery and released to the custody of his mother.

On 5/30/2003, at approximately 2337 hours, Sergeant Statton stopped a vehicle that he observed traveling the wrong way in the 900 block of Kearney Street. During the stop, Sergeant Statton suspected the presence of contraband and obtained a consent search. Sgt. Statton located suspected methamphetamine in the driver’s coin pocket of her pants.
Arrested was Martina Margaret Fernandez, a 46-year-old resident of Richmond. Fernandez was booked at the El Cerrito Police Department on narcotic charges and released per citation pending laboratory analysis.

Crime Stoppers:
On 5/31/2003, at approximately 2002 hours, officers from this department responded to the parking lot of Jack in the Box (5920 Cutting Boulevard) on report of a car-jacking that had just occurred. The victim reportedly parked her car in the west lot of the fast-food restaurant. When she returned to her car she was approached by a subject asking for directions. The suspect then ordered the car-owner to surrender her car to him by threatening to hurt her if she did not comply. When the victim began to honk her car horn, the suspect reached inside the car and grabbed the victim’s purse, which was strapped around her neck, and drug her from the vehicle. The suspect fled southbound on Peerless behind Pep Boys.
The victim’s vehicle was later recovered by the Sacramento County Sheriff’s Office during a robbery investigation, occupied by a subject who matched the suspect’s description and also had the victim’s cellular phone in his pocket.
Arrested was a 17-year-old black male who resides in Richmond. This subject has several prior arrests for robbery.
