On 9/29/2003, at approximately 1147 hours, Officer Wong was alerted by a security officer that he witnessed an apparent fraud scam of an elderly female by two subjects. The security officer provided a license plate of a vehicle that the three left in and stated that he followed the car to Fairmount Avenue, in front of the post office. Officer Wong located and stopped the vehicle in the Albany Bowl parking lot. Evidence and statements gathered by police uncovered that the two suspects had convinced the victim to remove cash from her account, as “good-faith” money in order to split a $250,000 bond. Arrested were Verna Earl, 55 years and Henry Carver Earl, 60 years, both residents of Richmond. Both were booked on several counts of theft and fraud as well as a felony charge of elder abuse. Upon completion of booking, the Earls were transported to the Martinez Detention Facility. The El Cerrito Police Department will seek formal complaints against the Earls with the Contra Costa County District Attorney’s Office. On 9/28/2003, at approximately 1840 hours, Officer Tang was on bike patrol when he observed a subject rummaging through the garbage bin across from 160 El Cerrito Plaza. During a consensual search, Officer Tang located suspected methamphetamine inside a jacket pocket. A preliminary color-reagent test was performed on the substance which resulted in a positive reading for methamphetamine. Arrested was Victor Lee Johnson, a 49-year-old resident of the Bay Area. Johnson was booked on a charge of possession and being under the influence of a controlled substance. Johnson was transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Johnson with the Contra Costa County District Attorney’s Office. On 9/21/2003, at approximately 2340 hours, Officer David Alvarez contacted a motorist near the intersection of San Pablo Avenue and Conlon Avenue. The motorist claimed that she was driving her friends car and had been experience problems with vehicle and asked Officer Alvarez to check it. During his inspection, Officer Alvarez saw that the car had been hot-wired and requested that the registered owner be contacted. Around that time the driver admitted that she found the car with the engine running and decided to steal it. Soon after, the owner confirmed that the car had been stolen a short distance away. Arrested was Desiree Renee Hubbs, a 25-year-old resident of Richmond. Hubbs was booked at the El Cerrito Police Department on charges of auto theft and possession of methamphetamines and transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Hubbs with the Contra Costa County District Attorney’s Office. On 9/20/2003, at approximately 1008 hours, Officer Wong observed a motorist driving a vehicle with no front license plates. Officer Wong stopped the vehicle near the intersection of San Pablo Avenue and Waldo Lane. During the stop, Officer Wong confirmed that the rear plate did not match the vehicle it was attached to and further more it had been reported stolen. Arrested was Michael Perdomo, an 18-year-old resident of Oakland. Perdomo was booked at the El Cerrito Police Department on charges of possession of stolen property, unlicensed driver and providing false information. Upon completion of booking, Perdomo was transported to the Martinez Detention Facility. On 9/20/2003, at approximately 0650 hours, Officer Greenwood was on patrol in the area of Liberty Street and Hill Street when he observed a bicyclist riding in violation of an El Cerrito Municipal Code which requires the use of a helmet while riding. A routine warrant check revealed the existence of a no bail warrant for burglary. During his booking, the subject was found to be in possession of suspected methamphetamine. The substance was tested at the station with a color reagent which resulted in a positive reading. Arrested was Walter Leon Baldwin, a 23-year-old resident of Richmond. Baldwin was booked on a charge of possession and his warrant for burglary. Baldwin was transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Baldwin with the Contra Costa County District Attorney’s Office. On 9/16/03, at approximately 2040 hours, Officer Shaman was taking a stolen vehicle report at the El Cerrito Plaza, near Ross Dress for Less when he became aware of a shoplifter who was attempting to leave in a vehicle. Employees of Ross told Officer Shaman that a female customer had just left the store with stolen clothing and pointed out the car that she was attempting to escape in. When Officer Shaman attempted to contact and stop the suspect, the suspect saw the officer and began to drive away almost colliding with another parked vehicle. Officer Shaman ran to the driver’s window and continued his orders for her to stop. In an effort to control her attempts to escape, Officer Shaman reached into the car to gain control of the vehicle. The suspect put the vehicle in reverse and began to back the car causing injury to Officer Shaman. Officer Shaman was ultimately able to stop the car and take the suspect into custody. Arrested was Folani Amin Brumfield, a 28-year-old resident of Richmond. Brumfield was booked on charges of assault with a deadly weapon against a peace officer and theft with priors. Brumfield was later transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Brumfield with the Contra Costa County District Attorney’s Office. On 9/16/2003, at approximately 1107 hours, officers from this department responded to Denny’s Restaurant to investigate a failure to pay. While attempting to resolve the issue, officers became aware that the vehicle the two customers arrived in had been reported stolen. Arrested were Fernando O’Connor and a 17-year-old female juvenile, both residents of El Sobrante. Both were booked on a charge of auto theft, a charge that O’Connor is currently on probation for. O’Connor was transported to MDF and the juvenile was released to the custody of her uncle. This case will be presented to the Contra Costa District Attorney’s Office to seek a complaint. On 9/14/03, at approximately 1215 hours, Officer Purdy responded to 10175 San Pablo Avenue (Kentucky Fried Chicken) to investigate a disturbance. According to witnesses, the subject had left just prior to police arrival. The subject was located a short time later on San Pablo Avenue near Fairmount Avenue. During his contact, Officer Purdy determined that the subject was intoxicated and took him into custody. Arrested was Darryl Martinez Jacobs, a 40-year-old resident of Richmond. During booking, Jacobs maintained that his name was other than his true name. When his identity was confirmed, criminal history information revealed that Jacobs was a sex offender who had failed to register. Jacobs was booked on charges of failing to comply with registration requirements, false identity and disorderly conduct. Upon completion of booking, Jacobs was transported to the Martinez Detention Facility. On 9/14/03, at approximately 0246 hours, Officer Caputo stopped a motorist for a moving violation in the area of San Pablo Avenue and Central Avenue. A routine license check revealed that the driver’s driving privilege had been suspended. Dispatch also advised that the driver was on active parole for a firearms violation. When a search of the driver revealed the presence of contraband (marijuana packaged for sale) Officer Caputo began to take the driver into custody. The driver resisted but was ultimately placed in handcuffs. Arrested was Jason Scott Anderson, a 25-year-old resident of Richmond. Anderson was booked on charges of possession of marijuana for sale, resisting arrest and parole hold. Anderson was later transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Anderson with the Contra Costa County District Attorney’s Office. On 9/12/2003, at approximately 1647 hours, officers from this department responded to the El Cerrito High School to investigate an alarm that had activated. Arriving officers located and apprehended three male juveniles (15 and 16 years of age) as they were exiting the building, one of which had removed a computer monitor. The three subjects were booked at the El Cerrito Police Department on a felony charge of 2nd degree burglary and released to a parent. The El Cerrito Police Department will submit this case to the Juvenile Probation Department for disposition. On 9/10/03, at approximately 0114 hours, Corporal Bonini conducted a stop of a pedestrian on San Pablo Avenue between Bayview Avenue and Orchard Avenue. A warrant check revealed that the subject was wanted. Arrested was Edward Howe Choate III, a 28-year-old resident of San Pablo. During booking, Choate was found to be in possession of suspected methamphetamine. Choate was booked on charges of possession of methamphetamine and also for his warrant. Choate was later transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Choate with the Contra Costa County District Attorney’s Office. On 9/09/2003, at approximately 2100 hours, OfficersWentworth arrested two male juveniles (16 and 17 years of age) after discovering that they were in possession of a freshly stolen Honda Civic. The arrest occurred near the intersection of Cutting and Key Boulevard. On 9/08/2003, at approximately 2109 hours, Officer Wong was dispatched to investigate suspicious bicyclist in the 1700 block of Lexington Avenue. The bicyclist was located and contacted by Officer Wong near the intersection of San Pablo Avenue and Hill Street. During the stop, Officer Shaman responded to the original location where the subject had been observed looking into a vehicle. Officer Shaman inspected the vehicle and noticed that a rear window had been smashed. The subject was later taken into custody for suspicion of auto burglary. During booking it was determined that the suspect had items in his possession that had been stolen from the burglarized vehicle. Arrested was Todd P. Smith, a 40-year-old resident of Richmond. Smith was booked on charges of 2nd degree burglary, possession of stolen property, possession of burglar tools and possession of drug paraphernalia. Upon completion of booking, Smith was transported to the Martinez Detention Facility. On 9/7/03, at approximately 2313 hours, Officers David Alvarez and Tang were dispatched to Nation’s (Giant Hamburgers) in El Cerrito to investigate a disturbance. A customer had allegedly become hostile with employees and other customers. While officers were investigating what occurred, the customer maintained his unruly posture and refused to cooperate. When officers decided to take the subject into custody, the customer resisted and caused injury to one of the officers. Arrested was Kevin Lydell Curtis, a 44-year-old transient. Curtis was booked on a charge of battery on a peace officer and was transported to the Martinez Detention Facility. On 9/7/03, at approximately 1747 hours, officers from this Department responded to Ross (Dress for Less) located at 2000 El Cerrito Plaza for a shoplifter who had been detained. According to Ross employees, a subject selected a variety of clothing items. Some of the items, the subject put on, others he concealed inside a back pack he was carting. The subject walked out of Ross without making payment and was detained by Loss Prevention staff. Arrested was Jason K. Brown, a 23-year-old resident of Richmond. Brown was booked on a charge of theft with priors, possession of syringes and being under narcotic influence. Upon completion of booking, Brown was transported to the Martinez Detention Facility. On 9/06/2003, at approximately 1034 hours, Sergeant Cliatt was patrolling the area of San Pablo Avenue near Bayview Avenue when he observed a subject who he recognized. The subject made a turn from San Pablo Avenue onto westbound Wenk Avenue. Sergeant Cliatt knew the subject from numerous previous contacts and knew that his driving privilege had been suspended. Sergeant Cliatt contacted the driver following his stop and took him into custody for driving with a suspended license. During a search of his vehicle, Sgt. Cliatt located and seized a license plate and VIN plates that belonged to a stolen vehicle. Sgt. Cliatt had arrested the same subject in the past for switching license plates on vehicles. Arrested was Mitchell Leo Correia, a 40-year-old resident of Richmond. Correia was booked on a charge of possession of stolen property and transported to the Martinez Detention Facility. On 9/4/2003, at approximately 1500 hours, Officer Molica responded to Pier 1 Imports to investigate the arrest of an employee. According to Pier 1 Imports Asset Protection Manager, an employee had embezzled over $2,000.00 over a period of approximately 3 months. Arrested was Christopher Ney Ibarra, a 24-year-old resident of Berkeley. Ibarra was booked at the El Cerrito Police Department on a charge of embezzlement and transported to the Martinez Detention Facility. On 9/4/2003, at approximately 1136 hours, Officer Rogelio Alvarez was dispatched to the Best Inn regarding a customer who refused to check out of her motel room. Officer Alvarez contacted the customer in room 214 and quickly found an intoxicated, profane and uncooperative female. While attempting to mediate and remedy the situation, the guest became violent and pushed Officer Alvarez. Officer Alvarez took the female into custody despite resistance and a total lack of cooperation. Arrested was Janice Denice Brown, a 45-year-old resident of Glenwood, Illinois. Brown was booked at the El Cerrito Police Department on charges of battery upon a police officer and transported to the Martinez Detention Facility. On 9/3/03, at approximately 2100 hours, Officer Wentworth and Corporal Bonini contacted a subject that was rummaging inside a car parked behind the El Cerrito Plaza. During their contact, they learned that the subject was on parole for burglary. A search of the subject’s person and vehicle revealed the presence of contraband (suspected rock cocaine) and drug paraphernalia. Arrested was Conser Lee Shaw, a 65-year-old resident of Richmond. Shaw was booked on a charge of possession (of a controlled substance) and a parole hold. Following booking, Shaw was transported to the Martinez Detention Facility. On 9/3/03, at or about midnight, Officer Shaman responded to Summit Medical Center in Oakland to investigate a battery that occurred earlier in El Cerrito. Witness and victim statements that were gathered depict that a couple was arguing as they were walking in the Target parking lot. At one point, the male subject swung and struck his girlfriend in the face causing serious injury to her jaw. Arrested was Raytwan Roy Robertson, a 21-year-old resident of Oakland. Robertson was arrested and booked at the El Cerrito Police Department on a charge of domestic violence and transported to the Martinez Detention Facility. On 9/2/2003, at approximately 2042 hours, Officers Molica and Shaman were dispatched to Albertson’s to investigate a reported shoplifter in-custody. According to an Albertson’s employee, the subject had selected/concealed three bottles of vodka and left the store without making payment. When contacted by security outside the store, the suspect began to swing his fists and run away. Arrested was Michael Andre Daniel, a 32-year-old resident of Richmond. Daniel was booked at the El Cerrito Police Department on a charge of strong armed robbery and possession of a controlled substance and transported to the Martinez Detention Facility. On 8/30/2003, at approximately 1835 hours, Officer Caputo was dispatched to investigate a reported embezzlement at Target in El Cerrito. Target alleged that a cashier had taken money and merchandise over a week long period of time totaling over $820.00. Arrested was Bessie Lea Arnold, a 24-year-old resident of Richmond. Arnold was booked at the El Cerrito Police Department on a charge of embezzlement and transported to the Martinez Detention Facility. On 8/27/2003, at approximately 1840 hours, Officer Purdy was dispatched to Target to investigate two shoplifters in-custody. According to Target Loss Prevention, the suspects selected concealed merchandise approximating $112.00 in value and left the store without making payment. Arrested were Tonnell Lamar Williams (29) and Anthony Deon Boughton (35) residents of Oakland and Richmond respectively Both were booked at the El Cerrito Police Department on charges of 2nd degree burglary, conspiracy probation and parole violations. On 8/27/2003, at approximately 1300 hours, Officer Boutain was on patrol on Peerless Avenue, south of Cutting Boulevard when he noticed a vehicle with no front plate and cracked windshield. During a consensual search of the vehicle, Officer Boutain located a syringe with what appeared to be heroin inside. The passenger of the vehicle confessed that the syringe/narcotic was his and was subsequently taken into custody. Arrested was David Leon Paulson, a 38-year-old resident of Richmond. Paulson was booked at the El Cerrito Police Department on a charge of possession of a controlled substance and cite released pending laboratory analysis. On 8/24/2003, at approximately 2100 hours, officers from this department responded to 7410 Curry Avenue to investigate a report of a burglary in progress. Witnesses reported seeing a male subject park his bicycle along the wall of the residence and enter the garage through a side door. Officer Leone was first to arrive and located the suspect in a crouch along the rear outside wall of the garage. Arrested was Rick Wallace Carter, a 32-year-old resident of Oakland. The suspect was booked on a charge of first degree burglary and transported to the Martinez Detention Facility. On 8/20/2003, at approximately 2100 hours, Officer Barr responded to Safeway where a shoplift had occurred. According to Safeway employees, a female subject and her niece had concealed a variety of items inside their purses and left the store without making payment. Arrested was Tara Lanell Stafford, a 34-year-old resident of Oakland. Her 15 year-old niece was released to a parent at the scene. Stafford was booked on a charge of second degree burglary and transported to the Martinez Detention Facility. On 8/20/2003, at approximately 2225 hours, Officer Purdy responded to 1715 Elm Street to assist other officers with a detained subject. When it was discovered that the detainee was on parole for narcotic violations, suspected methamphetamine and a crack pipe was located on his person during a search. Arrested was Rickey Renell Dennis, a 43-year-old resident of Richmond. The suspect was booked on charges of possession for sales, possession of drug paraphernalia, parole revocation and possession of a switchblade. On 8/20/2003, at approximately 1700 hours, officers from this department responded to Pep Boys to investigate an alarm call. When Officer Tang arrived, he noticed that the service bay door, located at the east corner of the building, was elevated approximately two inches. During a perimeter check, Officer Tang observed a subject inside the store and radioed for cover. Officer Tang took a position at the rear of the business and took the suspect in custody when he crawled out from under a bay door. The suspect admitted that he had entered the store to steal merchandise that he could later sell. Arrested was Earl Johnson, a 59-year-old resident of Richmond. The suspect was booked on a charge of second degree burglary and transported to the Martinez Detention Facility. On 8/19/2003, at approximately 1613 hours, Sgt. Cliatt responded to Albertson’s where two shoplifters were being detained. According to employees, the subjects selected and concealed a variety of merchandise worth approximately 440.00 and exited the store without making payment. Arrested were Josue Lopez Yanes, an 18-year-old resident of the Bay Area and a 15 year-old juvenile. During a search of Yanes, Sgt. Cliatt suffered a laceration to his finger caused by a razor blade that was face-up in the pant coin pocket. Yanes was booked on a charge of 2nd degree burglary and transported to the Martinez Detention Facility. The juvenile was similarly charged and taken to Juvenile Hall This case will be presented to the Contra Costa District Attorney’s Office and Juvenile Probation to seek a complaint and to determine disposition of the juvenile. On 8/18/2003, at approximately 1340 hours, Officer Doty contacted a resident in the 6500 block of Stockton Avenue who reported that her vehicle, an ’83 Toyota Camry, had just been stolen. After the vehicle information was broadcast to other neighboring agencies, Officer Lewandoski of the Kensington Police Department located the vehicle near the intersection of Liberty Street and Eureka Avenue. The vehicle fled and came to an abrupt stop in the middle of the Elm Street and Moeser Lane intersection. The driver fled and was later located and taken into custody near Lexington Avenue and Waldo Lane. Arrested was a 16-year-old male resident of Richmond. The suspect was booked at the El Cerrito Police Department on a charge of auto theft and transported to Juvenile Hall in Martinez. On 8/17/2003, at approximately 0950 hours, Officer Wong came upon a suspicious vehicle in the target parking lot. As he approached the car, Officer Wong noticed that the occupants were in the rear seat and partially clothed. After separating the male and female occupants, Officer Wong learned that he had interrupted a sexual act. Because the female occupant was 17 years of age and the male 19, Officer Wong took the male subject into custody. Arrested was Jonathan McClain, a 19-year-old resident of Richmond. McClain was booked at the El Cerrito Police Department on a felony charge of oral copulation with a minor and transported to the Martinez Detention Facility. This case was presented to the Contra Costa District Attorney’s Office who declined to prosecute because of the closeness in age and the questionable veracity of the victim.

On 8/17/2003, at approximately 0300 hours, Officer Tang made a traffic stop that took place in the parking lot of the Terrace Motel (10869 San Pablo Avenue). The driver was contacted and it was quickly revealed that he was on active parole. The driver was found to be in possession of suspected rock cocaine and drug paraphernalia. Arrested was Dana Anthony Beamon, a 46-year-old resident of Berkeley. Beamon was booked on a variety of narcotic violations and parole revocation. Following his booking, Beamon was transported to the Martinez Detention Facility. This case will be presented to the Contra Costa County District Attorney’s Office for a complaint. On 8/14/2003, at approximately 0630 hours, Officer Wong observed a female seated at the bus stop near the intersection of Manila and San Pablo Avenue. Officer Wong recognized the subject and recalled that her probation had been revoked. A check of warrants revealed that there was in fact a no bail for her arrest. While attempting to take the subject into custody she resisted violently and bit Officer Wong on his hand and spat on Corporal Horgan. Arrested was Gladys Marie Pierson, a 40-year-old resident of Richmond. Pierson was booked at the El Cerrito Police Department on charges of battery on a peace officer, resisting arrest and probation revocation. Upon completion of booking, Pierson was transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint with the Contra Costa District Attorney’s Office. On 8/13/03, at approximately 1930 hours, Officer Purdy and Corporal Bonini contacted the occupant of a vehicle parked in front of a residence located at 10883 San Pablo Avenue. During a consensual search, a small amount of suspected controlled substance was located inside a backpack that belonged to the vehicle occupant. Arrested was Elizabeth Celia Roberts, a 50-year-old resident of Pinole. Roberts was booked on a charge of possession (of controlled substance-methamphetamine) and released pending lab analysis. The El Cerrito Police Department later submitted this case to the Contra Costa County District Attorney who declined to prosecute due to the quantity of narcotics. On 8/11/2003, at approximately 1500 hours, Officer Wentworth contacted a female in the front lobby of the police department about a case of domestic violence that occurred at 1715 Elm Street. According to the victim, she had been beaten and locked in a closet for a day and a half by a male subject she had been dating for several months. The victim escaped and sought medical attention for her injuries. On 8/12/2003, the suspect was contacted and taken into custody in front of 10883 San Pablo Avenue. Arrested was James Foreman, a 34-year-old resident of El Cerrito. Foreman was booked on a charge of domestic violence and transported to the Martinez Detention Facility. On 8/07/2003, at approximately 1643 hours, Officer Barr responded to 1423 Norvell Street to investigate a report of a burglary that had just occurred. According to the victim/resident, he was asleep at his home when a group of male subjects ran into his home and began smashing things with a baseball bat. The resident fled on foot and called the police from several blocks away. Several witness reported seeing a large group of males, 18-20 years, (white, Asian and black), wearing white t-shirts, running southbound on Norvell Street from Gladys Avenue. According to some witnesses, approximately 4-5 of the subjects were carrying sticks or baseball bats. In addition to the items that were vandalized inside the victim’s home, a large portable stereo was stolen during the incident. Witness information provided police with descriptions of numerous suspect vehicles. One of the vehicles was later located and impounded by Albany P.D. Items located inside the trunk of the vehicle linked the car to the crime. The investigation into this incident continues. On 8/03/2003, at approximately 1132 hours, Officer Greenwood investigated a report involving a threatening statement that was allegedly made by a subject to a citizen while at the bus stop located on San Pablo Avenue @ Moeser Lane. According to the victim, the subject made statements about sticking him in the neck with a needle. When officers approached the subject, he attempted to throw away a syringe. Arrested was Jason Handlos, a 34-year-old resident of Albany. Handlos was booked on a charge of terrorist threats and also for a battery warrant out of Albany. Subsequent to this arrest, Handlos was also identified as the suspect in another terrorist threat case that was reported two days earlier to Officer Leone. On 8/01/2003, at approximately 0050 hours, Officer Wentworth stopped a vehicle in the Albertson’s parking lot after observing a traffic violation. Officer Wentworth contacts the driver and two passengers. The vehicle is searched pursuant to the driver’s terms of his probation and suspected narcotics are located in the rear passenger compartment. The driver and front passenger were taken into custody. Arrested were Mark Nepomuceno a 29-year-old resident of Las Vegas, and Eric McGuire a 22-year-old resident of American Canyon. Both subjects were booked on a charge of narcotic influence and Nepomuceno was additionally charged for possession of controlled substance. On 7/09/2003, at approximately 2225 hours, Officer Leone responded to Target to investigate a report of embezzlement. According to a Target employee, a female associate had been caught on video tape stealing money from her register. The internal investigation revealed that the employee had stolen over $1,300.00 over a period of several days. Arrested was a 17 year-old female resident of Berkeley who was booked on a charge of embezzlement and released to her parent. On 7/8/03, at approximately 2100 hours, Officer Shaman stopped a suspicious vehicle after he noticed that the rear wing window appeared freshly shattered. During the stop (I-80 eastbound at MacDonald Avenue) it was learned that the driver had a suspended driving privilege and a warrant for his arrest. After taking the driver into custody, Officer Shaman located suspected narcotics in the suspect’s possession. Arrested was Dominic Dante Yates, a 22-year-old resident of Richmond. Yates was released at the station per citation. Lab analysis preformed on the narcotics confirmed them to be marijuana and extacy.
