On 10/28/2003, at approximately 1335 hours, Officer Wentworth responded to the Freeway Motel to investigate a possible robbery. Upon his arrival, Officer Wentworth contacted a female who claimed that she had been attacked by her boyfriend in their motel room. Following her statement and examination of her alleged injuries, Officer Wentworth contacted and ultimately arrested the male party. Arrested was James Earl Hicks Jr., a 23-year-old resident of Richmond. Hicks was booked at the El Cerrito Police Department on a charge of domestic violence and then released pending review by the District Attorney. On 10/28/2003, at approximately 1020 hours, officers from this department responded to BART path near Eureka Avenue to investigate a battery that had just occurred. An 18-year-old male victim of what turned out to be an attempted strong-armed robbery was located on Liberty Street near Eureka Avenue. The victim had visible facial injuries and was bleeding. The victim was soon taken to the area of Stockton and San Pablo Avenue where Sergeant Statton had five possible suspects detained. The victim identified the two who had attempted to rob him. Arrested were a 17-year-old black male juvenile resident of Richmond and a 14-year-old black male juvenile resident of El Sobrante. Both were booked at the El Cerrito Police Department on a charge of attempted burglary and transported to Juvenile Hall Facility in Martinez. The El Cerrito Police Department will submit this case to the Contra Costa County Juvenile Probation Department for disposition. On 10/27/2003, at approximately 2118 hours, Officer Wong was issuing a parking ticket to a vehicle in the Blockbuster Video lot when an employee alerted him that a person associated with the vehicle had just stolen some movie videos. The suspect, who just happened to be standing near Officer Wong at the time, eluded police and fled onto the I-80 onramp where he was taken into custody by Officer R. Alvarez following some resistance. Another suspect, who was associated with the vehicle, was also taken into custody when marijuana for sales, and counterfeit money were located and the existence of a warrant for her arrest. Arrested were Pierce Bradley, a 24-year-old resident of Oakland and Lisa Marie Cardosa, a 24-year-old resident of Richmond. Both were booked at the El Cerrito Police Department and transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Bradley with the Contra Costa County District Attorney’s Office. On 10/27/2003, at approximately 0900 hours, Officer Leone was dispatched to the 2000 block of Harper Street to investigate a call of a prowler in the garage of a residence. The suspect had fled just prior to Officer Leone’s arrival but was quickly and located by Sergeant Cliatt on Alta Punta near Gloria Avenue. Witnesses were driven to the suspect’s location where they identified him as the subject who had removed items from their garage. Arrested was Michael Davis, a 49-year-old resident of San Pablo. Davis was booked at the El Cerrito Police Department on charges of burglary and possession of stolen property. Davis was later transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Davis with the Contra Costa County District Attorney’s Office. On 10/27/2003, at approximately 0245 hours, Officer Caputo took a subject into custody after it was learned that he was wanted by the California Department of Corrections for a parole violation. Arrested was Carl Anthony Phillips, a 33-year-old resident of Berkeley. Phillips was booked at the El Cerrito Police Department and later transported to the Martinez Detention Facility. On 10/26/2003, at approximately 2115 hours, Corporal Garman responded to 1715 Elm Street to investigate a suspicious person/vehicle at that location. This address had recently been the subject of an official eviction due to trespassers and drug usage. The residence and property was currently vacant pending redevelopment. Upon Corporal Garman’s arrival she observed a female subject placing a chair into the rear of a Toyota SUV. A check of the vehicle’s identification number revealed that the Toyota had been reported stolen out of Alameda. Arrested was Theresa Marie Wortman, a 25-year-old resident of Richmond. Wortman was booked at the El Cerrito Police Department on charges of possession of stolen property and possession of burglar tools. She was later transported to the Martinez Detention Facility. On 10/26/2003, at approximately 1631 hours, Officer Carcione stopped a motorist after observing that the vehicle was displaying expired license tabs. When the driver stated that she did not have a license and was unable to provide valid identification, Officer Carcione conducted a routine search of her belongings and located contraband and drug paraphernalia. The drugs consisted of suspected methamphetamine, cocaine and marijuana. Arrested were Paulette M. Cloudy, a 43-year-old resident of Richmond. Cloudy was booked at the El Cerrito Police Department on narcotic charges and released pending laboratory analysis. On 10/21/2003, at approximately 1214 hours, Officer Wentworth was on patrol in the area of San Pablo Avenue and Schmidt Lane when he observed a female pushing a Long’s shopping cart. Officer Wentworth contacted the subject who he was familiar with from prior police contacts. During a search of her person, Officer Wentworth located suspected methamphetamine in her pant pocket. Arrested was Danielle D’Lynn Carlile, a 33-year-old resident of Richmond. Carlile was booked at the El Cerrito Police Department on a charge of narcotic possession and providing a false name. Two additional warrants for her arrest were served during booking. Carlile was later transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Carlile with the Contra Costa County District Attorney’s Office. On 10/19/2003, at approximately 0255 hours, Officer Wong was driving northbound on San Pablo Avenue near Potrero Avenue when he observed a suspicious vehicle that was traveling erratically and the driver was not wearing a seatbelt. When Officer Wong activated his emergency lights the vehicle pulled into the parking lot of Launderland and stopped. All three occupants exited the vehicle at the same time that dispatch informed Officer Wong that the vehicle had been reported stolen. Two passengers fled on foot behind the business, but Officer Wong was able to capture the driver. Arrested was Jose Lozano, a 48-year-old resident of Berkeley. Lozano was booked at the El Cerrito Police Department on a charge of auto theft and possession of suspected methamphetamine. Lozano was later transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Lozano with the Contra Costa County District Attorney’s Office. On 10/18/2003, at approximately 0549 hours, Officer Greenwood and other officers from this department were dispatched to a burglar in progress at 1239 Liberty Street (Apt. 224). Officer converged on the apartment and contacted a subject who seemed disoriented and confused. The intruder claimed that he was a friend of the apartment tenant and provided his name. Officers however noticed that there several items of indicia in plain view that the suspect could have obtained that information from. The tenant was reached by phone who advised that he did not know the intruder. A witness, who had called the police to report the burglary, reported that the subject had also burglarized his residence as well. Arrested was Michael Scott Garrels, a 21-year-old resident of Richmond. Garrels was booked on two counts of 1st degree burglary and transported to the Martinez Detention Facility. On 10/17/2003, at approximately 2308 hours, Officer Caputo observed a subject rip a “No Left Turn” regulatory sign from its pole. The sign was posted at the intersection of Blake Street and San Pablo Avenue. Officer Caputo waited for the arrival of assisting officers before taking the vandal into custody. Arrested was Sean Patrick Williams, a 36-year-old resident of San Pablo. During booking, Williams was found to be in possession of another person’s driver’s license and Social Security number. Williams was also evaluated and subsequently booked on a charge of being under the influence of a narcotic. Williams was later transported to the Martinez Detention Facility. On 10/17/2003, at approximately 1514 hours, Officer Wong observed a Toyota traveling southbound on South 55th Street from Potrero Avenue with no rear license plate. The driver was arrested for being unlicensed and a check of the vehicle’s identification number confirmed that the car had been reported stolen to BART P.D. Arrested was Papu Kenny Palaamo, a 21-year-old resident of Richmond. Palaamo was booked on charges of auto theft, being in possession of a switchblade knife and being unlicensed. Palaamo was later transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Carlton with the Contra Costa County District Attorney’s Office. On 10/15/2003, at approximately 1200 hours, Sergeant Statton and other officers from this department responded to the El Cerrito High School to assist with a large student disturbance. Officers assisted a school official who had stopped a student and advised officers that the subject was in possession of marijuana. During a police search, the student was found to be in possession of marijuana packaged for sales. Arrested was a 17-year-old student and resident of Richmond. The juvenile was booked at the El Cerrito Police Department and released to a parent. The El Cerrito Police Department will submit this case to the Contra Costa County Juvenile Probation Department for disposition. On 10/13/2003, at approximately 2310 hours, officers from this department were dispatched to the 7600 block of Errol Drive regarding a suspicious person. When officers arrived they learned that the suspect had fled after being spotted by a resident looking around windows. The father had given chase to the suspect but lost him after falling. The suspect’s vehicle was located a few blocks away, parked in the 7700 block of Eureka Avenue. The vehicle was impounded as it was blocking the driveway of a resident. The following morning, the suspect was arrested at the El Cerrito Police Department while he was attempting to get his vehicle released. Arrested was Tai Yong Choi, a 41-year-old resident of Richmond. Choi, who is on active parole, was booked on a charge of prowling and a parole hold which was obtained through the California Department of Corrections. Upon completion of booking, Choi was transported to the Martinez Detention Facility. On 10/13/2003, at approximately 2026 hours, Officer Wong was dispatched to 11720 San Pablo Avenue to investigate a report of two people looking into cars. A caller advised that the two had arrived in a car that was parked in a marked stall. The caller provided police with the parking space number. A female was detained and the vehicle that was identified was checked and found to be stolen. The female had a set of keys that opened the door and started the car. The male subject was not located. Arrested was Rebecca Lynn Patterson, a 22-year-old resident of Oakley. Patterson was charged with auto theft and transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Patterson with the Contra Costa County District Attorney’s Office. On 10/13/2003, at approximately 0155 hours, Officer Caputo observed a subject walking on Avila Street near Carlson Boulevard. A pedestrian stop was conducted and a consensual search yielded the discovery of suspected methamphetamine and drug paraphernalia. Arrested was Brendan Bruce Carlton, a 31-year-old resident of Richmond. Carlton was booked for possession of contraband and being under the influence of a narcotic. Carlton was later transported to the Martinez Detention Facility. On 10/13/2003, at approximately 0045 hours, Officer Tang was dispatched to suspicious auto detail in the area of Gatto and Tapscott Avenue. Upon his arrival, Officer Tang located a male and female seated in a red Honda parked on Gatto. Officer Tang observed a narcotic smoking pipe that was still emitting smoke near the passenger’s seat. A subsequent search revealed that the male subject was in possession of suspected methamphetamine. The female was found to be in possession of credit cards that were in the name of another. Arrested were John Ray Pruitt, 54-year-old resident of San Pablo and Deanne Gevene Vowiell-French, a 33-year-old resident of El Sobrante. Both were booked at the El Cerrito Police Department and released pending laboratory analysis. On 10/12/2003, at approximately 0411 hours, Officer Wong patrolling the area of Cutting Boulevard and Hagen when he observed a vehicle that appeared to be speeding. Officer Wong ran the license plate and learned that the vehicle had been reported stolen. A felony car-stop ensued at the eastbound I-80 onramp at San Pablo Avenue. Arrested were Thomas Joseph Souza (driver) a 19-year-old resident of Manteca and Barry Anthony Dagenbach, a 21-year-old resident of Hercules. Both subject were booked on charges of auto theft and transported to the Martinez Detention Facility. On 10/11/2003, at approximately 1945 hours, Officer Tang was on bike patrol at the El Cerrito Plaza. Officer Tang noticed three subjects running from the rear of Trader Joes and head toward Ross (Dress for Less). A female employee appeared and advised Officer Tang that the three had been inside their store throwing water bottles inside the business. Officer Tang contacted the three in front of Ross and addressed their alleged horse-play. During a consensual search of one of the subjects, Officer Tang located and seized a concealed firearm. The subject was arrested and transported to the El Cerrito Police Department. A records check revealed that the gun had been reported stolen to the Richmond Police Department during a burglary investigation. Arrested was a 14 male juvenile resident of San Pablo. The juvenile was booked on charges of possession of stolen property as well possession of a loaded and concealed firearm and transported to Juvenile Hall. The El Cerrito Police Department submitted this case to the Contra Costa County Juvenile probation Department for disposition. On 10/11/2003, at approximately 1704 hours, Officer Greenwood responded to 1543 Liberty Street to investigate a disturbance. Officer Greenwood observed that a family member had a visible laceration to her lower lip. The victim advised police that she suffered the injury when her daughter struck her the previous day. Arrested was Sandra Lynn Albers, a 39-year-old resident of El Cerrito. Albers was booked at the El Cerrito Police Department on a charge of elder abuse and transported to the Martinez Detention Facility. On 10/07/2003, at approximately 0936 hours, Sergeant Statton stopped a vehicle when the driver failed to signal for his turn onto Key Boulevard from Knott Avenue. Officer Wentworth arrived to assist during the stop and made contact with the driver and front passenger. The passenger was not wearing his seatbelt and was unable to provide any form of identification. A subsequent search of his person yielded the discovery of suspected methamphetamine. Arrested was William Arthur Reese Jr., a 36-year-old resident of San Pablo. Reese was booked on a charge of narcotic possession and released per citation. On 10/5/2003, at approximately 2233 hours, Officer Tang was on patrol when he heard Richmond dispatch broadcast a possible car-jacking suspect description. The incident had just occurred at the intersection of San Pablo Avenue and Cutting Boulevard. Officer Tang observed a subject near the intersection of Tehama and San Pablo Avenue that matched the description dispatch had provided. Officer Tang contacted and detained the subject after he attempted to hide behind a parked car. Officer Tang checked the area where the subject knelt down to hide and found a bag that contained suspect narcotics and drug paraphernalia. Arrested was Elison Bailey III, a 36-year-old resident of Richmond. Bailey was booked on charges of possession of a controlled substance-methamphetamine, drug paraphernalia, stolen property, burglar tools and identity theft. Upon completion of booking, Bailey was transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Bailey with the Contra Costa County District Attorney’s Office. On 10/4/2003, at approximately 1933 hours, officers from this department responded to the target parking lot to investigate a call of a male vs. female fight. Reportedly, the female had armed herself with a knife and threatened to stab the male. When officers arrived, they located the two involved parties standing next to a parked car and learned that they were boyfriend-girlfriend. The boyfriend had a cut on his face that had been caused by his girlfriend. Witnesses that were contacted told police that the female had armed herself with what appeared to be a kitchen knife and threatened to stab the male. A steak knife was located in the female’s purse. Arrested was Pamela Ann Green, a 37-year-old resident of Oakland. Green was booked on felony charges of domestic violence and assault with a deadly weapon. Green was transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Green with the Contra Costa County District Attorney’s Office. On 10/4/2003, at approximately 0836 hours, officers from this department responded to the Target store regarding a fight between security personnel and a shoplifter. According to Target, a subject who had entered the store and concealed merchandise inside a bag became violent when confronted by security as he was leaving. The customer pushed and choked one employee and left the store with the merchandise. The subject was apprehended by police in front of the business. Arrested was Wilbert Montoya Armelin a 19-year-old transient of the Bay Area. Armelin was booked on felony charge of robbery and was transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Armelin with the Contra Costa County District Attorney’s Office. On 10/03/2003, at approximately 0400 hours, Officer Boutain was patrolling the area of Potrero Avenue and the BART path when he observed two bicyclists who were riding without front lights and not wearing helmets. During a consent search, Officer located contraband on one of the subjects and a computer check revealed that the other subject had a no bail warrant for his arrest. Arrested were Jeffery Kent Thomas III, a 37-year-old resident of Hercules and Wrecell James Riley, a 24-year-old resident of Richmond. Thomas was booked on a charge of possession on narcotics and drug paraphernalia and released pending laboratory analysis. Riley was booked on his warrant and transported to the Martinez Detention Facility. The El Cerrito Police Department will seek formal complaints against Thomas with the Contra Costa County District Attorney’s Office.
