Report no. 04-03880

On 2/29/2004, at approximately 1447 hours, Officer Albrandt was patrolling in the area of South 55th Street and School Street when he observed a vehicle make a left turn onto Cypress Avenue without signaling. When Officer Albrandt turned onto Cypress Avenue, the driver was exiting the Pontiac Bonneville. Officer Albrandt ran the license plate as the driver walked toward two apartment complexes and learned that the car had been reported stolen to the Oakland Police Department. Officer Albrandt ran after the suspect who fled on foot and scaled fences in an effort to escape. A perimeter was established and soon after the suspect was located and taken into custody by Officer Doty a short distance away.

Arrested was Alexius Lamar Fontenot, a 31-year-old resident of Oakland. Fontenot was booked on felony charge of auto theft before he was transported to the Martinez Detention Facility.

On 2/29/2004, at approximately 0111 hours, Officer Wong arrested Damien Constantineau during a traffic stop at Tehama and Carlson on a no-bail felony warrant for violating the terms of his probation stemming from a conviction for domestic violence, (0111 hours). Constantineau was booked and then sent to the Martinez Detention Facility.

Report no. 04-03796

On 2/28/2004, at approximately 1211 hours, officers from this department responded to the Target parking lot on report of a subject who was brandishing a knife at a female and her infant. The suspect reportedly fled the area with a group of eight other males and a female. Officer observed the group walking southbound on San Pablo Avenue and stopped them near the intersection at Blake Street. The suspect was later identified by a female victim who alleged that the male juvenile threatened her and her baby with threats of violence after she refused to give her money.

Arrested was 16-year-old male juvenile resident of Richmond. The suspect was booked on a felony charge of terrorist threats before he was delivered to Juvenile Hall in Martinez. The El Cerrito Police Department will submit this case to Juvenile Probation and the Contra Costa District Attorney’s Office for disposition.

Report no. 04-03775

On 2/28/2004, at approximately 0220 hours, Officer Leone was detailed to the Del Norte BART Station to contact the victim of a battery that occurred at a residence in the 6000 block of Jordan Avenue. Officer Leone contacted 24-year-old male who appeared to have suffered numerous facial injuries. According to the alleged victim, he was beaten by his two first cousins following their return from a bar. Both cousins punched and kicked him in face numerous times.

Officer Leone responded to the suspect’s residence located at 6006 Jordan Avenue. He located both suspects who, like the alleged victim, appeared to be very intoxicated. The suspects admitted that there had been a fight, but both claimed that the victim started it.

Arrested were Carl Dwight Eleck Jr., 26 years and Philmore Frederick Martine, 24 years, both residents of the Jordan address in El Cerrito. Both suspects were booked on a felony charge of battery before they were transported to the Martinez Detention Facility.

The El Cerrito Police Department will seek a formal complaint against Eleck and Martine with the Contra Costa County District Attorney’s Office.

Report no. 04-03633

On 2/26/2004, at approximately 0302 hours, Officer Stanich was detailed to a residence located in the 2600 block of Tulare where a resident was detaining a possible burglar. The suspect was taken into custody without incident. According to the resident, the suspect entered through a canopy that covered the front of his garage.

Officer Stanich took another burglary report, a short distance away, in the 2600 block of Yuba where the suspect fled after he broke a window. A footprint that was located there matched that of the design on the bottom of the suspect’s shoes.

Arrested was Lloyd Christopher Jones, a 39-year-old resident of Oakland. Jones was booked on felony charge of 1st degree burglary before he was transported to the Martinez Detention Facility.

On 2/23/2004, at approximately 1356 hours, Officer Caputo was detailed to Target upon report of a shoplifter who had been detained. According to store security, a subject entered the business and concealed 4 packs of batteries under his shirt and left the store.

Arrested was Willie Albert Bowie, a 50-year-old resident of Richmond. Bowie, who has prior convictions for theft, was also booked on a parole hold before he was transported to the Martinez Detention Facility.

On 2/22/2004, at approximately 2002 hours, Officer Purdy was detailed to Target upon report of a shoplifter who had been detained. According to store security, a subject entered the business and concealed deodorant and a money clip watch under his clothing and left the store.

Arrested was Charles Edward Byias, a 56-year-old resident of Richmond. Byias, who has prior convictions for theft, was booked on felony charge before he was transported to the Martinez Detention Facility.

On 2/21/2004, at approximately 1700 hours, Officer Hoffman was detailed to Target upon report of a shoplifter who had been detained. According to store security, a subject entered the business, selected several clothing items and attempted an exchange with a cashier. After the transaction was refused, the suspect paused briefly at the food court before exiting the store with the unpaid clothing items.

Arrested was Jason Kalani Brown, a 24-year-old resident of Richmond. Brown, who has prior convictions for theft, was booked on felony charge in addition to being under the influence of narcotics, before he was transported to the Martinez Detention Facility.

Report no. 04-03312

On 2/21/2004, at approximately 0850 hours, Officer Carcione was dispatched to a residence located in the 3100 block of Yosemite. The residents there advised that they had been hearing noises coming from an upstairs room. During a search, Officer Carcione located a burglar hiding in an upstairs closet. The suspected had gained entry by breaking a window and had conducted a ransack looking for valuables.

Arrested was James Potter, a 55-year-old resident of Richmond. Potter was booked on felony charge of 1st degree burglary before he was transported to the Martinez Detention Facility.

Report no. 04-03242

On 2/21/2004, at approximately 1335 hours, Officer Boutain stopped a vehicle, occupied by three, after observing a stop sign violation at South 52nd Street and Potrero Avenue. A license and warrant check revealed that the driver was wanted on a felony warrant charging statutory rape in addition to his license being suspended. A search of the vehicle uncovered the presence of an unloaded handgun from under a passenger seat.

Arrested was Javier Lozano, a 22-year-old resident of Richmond. Lozano was booked on his felony warrant along with being in possession of a concealed firearm before he was transported to the Martinez Detention Facility.

On 2/19/2004, at approximately 1039 hours, Officer Caputo was detailed to Target upon report of a shoplifter who had been detained. According to store security, a subject entered the business and removed a price-tag from a duffle bag. The suspect then proceeded to place 2 mens watches and some clothing into the bag before he exited the store.

Arrested was Donald Ray Douglas, a 48-year-old resident of Richmond. Douglas, who has prior convictions for theft, was booked on felony charge with a parole hold before he was transported to the Martinez Detention Facility.

10883 San Pablo Ave – The El Cerrito Police Department and WEST NET served a search warrant and recovered evidence of methamphetamine sales and recovered weapons. Arrested were:

Report no. 04-03019 (04-02821)

On 2/16/2004, at approximately 1845 hours, Officer Purdy was dispatched to Target regarding two females who were attempting to fraudulently refund merchandise. A pregnant female was contacted and later arrested after it was determined that she had attempted to return merchandise which she had previously purchased with a bad/forged check.

The suspect was also linked to an additional similar case involving fraud on 2/13/2004.

Arrested was Janet Rochelle Hill, a 25-year-old resident of San Pablo. Hill was booked on two counts of forgery and one count of commercial burglary before she was transported to the Martinez Detention Facility.

Report no. 04-02986

On 2/16/2004, at approximately 0008 hours, Officer Wong was patrolling the area of San Pablo Avenue, near Hill Street when he observed a vehicle with an equipment violation. Officer Wong stopped the vehicle and contacted the driver. Officer Wong suspected the driver to be under the influence of drugs and administered a series of tests. Officer Wong’s assessment of the driver resulted in his arrest following a struggle. Located on the suspect were two baggies of suspected methamphetamine in addition to marijuana and paraphernalia.

Arrested was Neal Arthur Stradtner, a 42-year-old resident of Kensington Stradtner was booked at the El Cerrito Police Department for possession of a controlled substance, being under the influence and resisting and was released per citation.

The El Cerrito Police Department will seek a complaint against Stradtner with the Contra Costa County District Attorney’s Office when laboratory analysis is completed.

Report no. 04-02961

On 2/15/2004, at approximately 1430 hours, Officer Albrandt was patrolling in the area of Potrero Avenue and South 53rd Street. Officer Albrandt observed a blue colored Honda turning onto Cypress Avenue. The car, bearing no rear license plate, matched the description of a vehicle reported stolen to the Kensington Police Department the previous day. The vehicle entered westbound I-80 from Potrero Avenue and soon began to evade when the driver failed to yield to the lights and siren of Officer Albrandt’s patrol car. The vehicle, occupied by three, exited the Gilman Street off-ramp where the driver and front passenger fled on foot.

Officer Albrandt pursued and captured the driver at the intersection of Gilman Street and 2nd Street. The two passengers eluded capture and the stolen vehicle remained at large. Arrested was Jose Hernandez Lozano, a 48-year-old resident of Berkeley. During his booking, officers located a small amount of suspected methamphetamine in Lozano’s possession. Lozano was booked on charges of narcotic possession, evading police and resisting before he was transported to the Martinez Detention Facility.

The El Cerrito Police Department continues to investigate the identities and locations of the other two occupants as well as the stolen vehicle: ’90 Honda Civic 2-door, blue, and no plates.

Report no. 04-02804/2813/2814

On Friday, February 13, 2004, at approximately 1157 hours, Officer Boutain was detailed to Target (11450 San Pablo Avenue) to assist BART P.D. with the detention of three male juveniles suspected of attempted auto burglary. According to an off-duty officer from Oakland P.D., one suspect attempted to enter a vehicle, parked in the Target lot, while two others acted as look-outs.

Taken into custody were three juvenile residents from Richmond. All three were booked for attempted auto theft and released to a parent or guardian.

The El Cerrito Police Department submitted this case to Juvenile Probation for disposition.

On 2/12/2004, at approximately 1300 hours, officers from this department located an occupied vehicle that had previously been reported stolen. The vehicle was parked in the south lot of Marshall’s (11790 San Pablo Avenue). Officers took the occupant into custody without incident.

Arrested was Joseph John MacLean, a 23-year-old resident of El Sobrante. MacLean was booked at the El Cerrito Police Department on a charge of auto theft before he was transported to the Martinez Detention Facility.

Report no. 04-02735

On 2/12/2004, at approximately 0140 hours, Corporal Bonini stopped a motorist in the parking lot of the Terrace Motel for a moving violation. During the stop, Corporal Bonini contacted a passenger and determined that he had been smoking marijuana. A subsequent consensual search resulted in the discovery of suspected methamphetamine and drug paraphernalia.

Arrested was Jason Edward Charette, a 25-year-old resident of El Cerrito. Charette was booked for possession of controlled substance for sales before he was transported to the Martinez Detention Facility.

Report no. 04-02715

On 2/11/2004, at approximately 1719 hours, Officer Wong was dispatched to the Guitar Center to investigate a report of a person attempting to return stolen items. According to employees, the suspect had previously entered the business and tried to sell a set of drums. Have been previously alerted by the owner about the recent theft of his drums, the suspect was told to return in a half an hour. When he arrived, the police were summoned and the suspect was taken into custody and the instruments were recovered.

Arrested was Kevin Murphy, a 46-year-old resident of Daly City. Murphy was booked at the El Cerrito Police Department for possession of stolen property and possession of counterfeit currency after (3) counterfeit 100 dollar bills were located during an inventory of his property.

Report no. 04-02621

On 2/10/2004, at approximately 1040 hours, officers from this department were dispatched to the 700 block of Liberty Street regarding a robbery that had just occurred. Three black male juvenile suspects had attacked a man while riding his bicycle on the B.A.R.T. path near Stockton Avenue. Based on the description provided, detectives stopped the three juveniles in front of Safeway (10636 San Pablo Avenue) three blocks away from where the robbery had just occurred.

Arrested were three juvenile residents of Richmond who were booked and transported to Juvenile Hall in Martinez. During their interviews, all three suspects confessed.

The El Cerrito Police Department will submit this case to the Contra Costa County Juvenile Probation Department for disposition.

Report no. 04-02617

On 2/10/2004, at approximately 0915 hours, detectives from this department descended upon the residence of Anthony Peondevalle at 152 John Street, # 6, Hercules. The purpose was to search for Angela Herrera, a car-jacking suspect with two warrants for her arrest. Peondevalle was detained as he attempted to flee on foot. During a probation search of his apartment, two firearms and a small amount of marijuana were located.

Peondevalle, a 33-year-old resident of Hercules, was booked at the El Cerrito Police Department on felony charges of firearm and ammunition possession by a convicted felon before he was transported to the Martinez Detention Facility.

The El Cerrito Police Department will seek a formal complaint against Peondevalle with the Contra Costa County District Attorney’s Office.

On 2-8-2004, at approximately 1205 hours, Officer Tang stopped a motorist who was not wearing his seatbelt. During the stop Officer Tang learned that the driver was on probation for auto-theft and was required to submit to a search. Officer Tang entered the glove compartment and discovered a collection of stereo faceplates. One of the faceplates had been reported stolen to the Livermore Police Department.

Arrested was Jason Miles Hale, a 33-year-old resident of El Cerrito. Hale was booked into County Jail in Martinez on a charge of possession of stolen property.

Report no. 04-02359

On 2/5/2004, at approximately 2200 hours, Officer Stanich and Corporal Bonini contacted two occupants of a vehicle parked in a lot located at the intersection of Lexington Avenue and Gladys Avenue. One occupant admitted to possessing cocaine in her purse. The other was found to have a loaded revolver concealed in her purse.

Arrested were Lisa Ann Hernandez, a 24-year-old resident of Pinole and Leticia Maria Garcia, a 25-year-old resident of Richmond. Hernandez was booked on a charge of narcotic possession and released pending laboratory analysis. Garcia was issued a citation for possession of a loaded and concealed firearm.

Report no. 04-02288/2289/2290/

Detectives Zink and Pierson contacted and interviewed a 17-year-old male juvenile who San Pablo had arrested for auto burglary. The suspect had made statements to San Pablo Officers that he had committed some burglaries in El Cerrito as well.

During the interview, the suspect confessed to three burglaries that he committed in the 2100 block of Key Boulevard during the morning hours of 2/5/204. Following the interview, the suspect remained in the custody of San Pablo P.D.

The El Cerrito Police Department submitted this case to Juvenile Probation for disposition.

On 2/4/2004, at approximately 0100 hours, Corporal Bonini contacted who was pumping gas in the 76 Gas Station located at the northeast corner of Carlson Boulevard and Central Avenue. Corporal Bonini learned that the driver was in possession of an unreported stolen Corolla. Both the driver and passenger were taken into custody.

Arrested was Adam Filyau, a 22 year-old resident of El Cerrito. Filyau was booked on a charge of auto before he was transported to the Martinez Detention Facility. The passenger, a 16-year-old female resident of El Sobrante was released to her father after booking.

On 2/3/2004, at approximately 1648 hours, officers from this department responded to the El Cerrito Plaza to investigate a theft that had just occurred at Copeland’s Sporting Goods. Located and taken into custody were two adult male suspects who allegedly stole two pair of shoes.

Arrested were Daniel Gabriel Henderson, a 20-year-old resident of Berkeley and Michael Raymond Westergard, a 21-year-old resident of El Cerrito. Both were booked on felony charges of commercial burglary and conspiracy and delivered to the Martinez Detention Facility.

On 2/2/2004, at approximately 1305 hours, Officers Purdy was detailed to Target where security personnel had detained a shoplifter. According to Target employees, the detainee had been taken into custody after he had stolen merchandise and attempted to refund other merchandise. Target identified the suspect as one who had twice previously stolen from their business.

Arrested was Daquan Rakeem Bankston, a 26-year-old resident of El Sobrante. Bankston was booked at the El Cerrito Police Department for theft with prior convictions and was delivered to the Martinez Detention Facility.

On February 1, 2004 at approximately 2026 hours, officers from this department responded to Target where a shoplift suspect was resisting arrest after he allegedly exited the store with unpaid merchandise. The suspect was ultimately restrained and taken into custody and the items were recovered.

Arrested was Jerome Sanders, a 28-year-old resident of Oakland. Sanders was booked at the El Cerrito Police Department on a charge theft with prior convictions. Upon completion of booking, Sanders was delivered to the Martinez Detention Facility.

The El Cerrito Police Department will seek a formal felony complaint against Sanders with the Contra Costa County District Attorney’s Office.

On 6/10/2004, Sanders was picked up at Santa Rita Jail on our warrant for this case. He was booked and transported to the Martinez Detention Facility.

On February 1, 2004 at approximately 2026 hours, officers from this department responded to Target where a shoplift suspect was resisting arrest after he allegedly exited the store with unpaid merchandise. The suspect was ultimately restrained and taken into custody and the items were recovered.

Arrested was Jerome Sanders, a 28-year-old resident of Oakland. Sanders was booked at the El Cerrito Police Department on a charge theft with prior convictions. Upon completion of booking, Sanders was delivered to the Martinez Detention Facility.

On February 1, 2004 at approximately 2030 hours, Officers Purdy arrested Denisia Lawanea Boner at 11299 San Pablo Avenue for being in possession of cocaine and for being under the influence of a narcotic.

Following booking, Boner was released pending laboratory analysis.

Report no. 03-22597

On 2/10/2004, detectives from this department arrested a 17-year-old juvenile at his residence located in the 5100 block of Fleming Avenue. The subject was sought per warrant for his involvement in a robbery that was perpetrated against a fellow student of El Cerrito High School.

Following his booking and interview, the juvenile was transported to Juvenile Hall in Martinez.

The El Cerrito Police Department submitted this case to Juvenile Probation for disposition.
