On 4/28/2004, at approximately 1028 hours, Wilbert Mantoya Armelin Jr. was arrested for shoplifting at Target after he exited the business with stolen property. He was booked at the El Cerrito Police Department for theft with priors before he was transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Armelin with the Contra Costa District Attorney. On 4/26/2004, at approximately 0422 hours, Tammy Sue Cornell, a 36-year-old resident of Vallejo, was arrested by Officer Wong following a car stop when she was found to be in possession of suspected cocaine. She was booked at the El Cerrito Police Department for possession of controlled substance, and a parole hold was obtained from the Department of Corrections. Cornell was released on the possession charge pending laboratory analysis and sent to the Martinez Detention Facility per the parole hold. The El Cerrito Police Department will seek a formal complaint against Cornell with the Contra Costa District Attorney. On 4/25/2004, at approximately 0327 hours, Amado Yulan Allison, a 26-year-old resident of San Pablo, was arrested by Officer Leone following a car stop when he was found to be in possession of suspected rock cocaine. He was booked at the El Cerrito Police Department for possession of controlled substance, driving while under the influence, driving on a suspended license and providing false information to a police officer before he was transported to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Allison with the Contra Costa District Attorney. On 4/24/2004, at approximately 1820 hours, Denise Gay Colbert, a 52-year-old resident of Richmond was arrested for shoplifting at Target after she exited the business with stolen property. On 4/23/2004, at approximately 1520 hours, Officer Boutain and other officers from this department responded to a residence, located in the 3400 block of Yosemite Avenue to investigate a report of a loud domestic dispute. Officer Boutain observed a male subject yell and throw a female occupant to the floor. Officers entered the apartment and took the suspect into custody for domestic violence. Arrested was Jonathan Lee Mills, a 19-year-old resident of Vallejo. Mills was booked at the El Cerrito Police Department on a felony charge of domestic violence before he was delivered to the Martinez Detention Facility. The El Cerrito Police Department sought a formal complaint against Mills however the District Attorney declined prosecution due to the victim’s refusal to cooperate. On 4/22/2004, at approximately 1205 hours, Officer Purdy arrived at the El Cerrito High School to investigate a battery. According to Officer Small (school officer) two students had assaulted and attempted to rob another student during the previous school day. During the incident, the two suspects confronted the victim, punched him in the face and rifled through his pockets. No property was taken but the victim suffered from the punch. Both students were brought to an office where they were questioned and taken into custody. Arrested were two 17-year-old residents of Richmond. Both were booked at the El Cerrito Police Department on a charge of robbery before they were transported to Juvenile Hall.. The El Cerrito Police Department will submit this case to Contra Costa District Attorney’s Office and Juvenile Probation for disposition. On 4/21/2004, at approximately 1257 hours, officers from this department were dispatched to the area of Fairmount and Ashbury Avenue after a victim of auto theft reported that their car had just been stolen. Motorcycle Officer Mark Greenwood spotted the vehicle a short distance away and followed the vehicle until both driver and passenger abandoned the car in 400 block of Lexington Avenue and fled on foot. The driver was located a short distance away and apprehended. The passenger was located and arrested at the intersection of San Pablo Avenue and Moeser Lane while driving another reported stolen vehicle. Additional stolen property was located inside the stolen truck and recovered. Arrested were Jacinto Gonzalez Viveros, 30, and Javier Ortiz-Alvarado, 21, both residents of Richmond. Viveros and Ortiz-Alvarado were both booked at the El Cerrito Police Department on felony charges that included auto theft and possession of stolen property before they were delivered to the Martinez Detention Facility. The El Cerrito Police Department will seek formal complaints against Viveros and Ortiz-Alvarado with the Contra Costa District Attorney’s Office. On 4/21/2004, at approximately 1350 hours, Timothy John Songe, a 35-year-old transient was arrested for shoplifting at Long’s Drugstore. He was booked at the El Cerrito Police Department for theft with priors before he was transported to the Martinez Detention Facility. On 4/20/2004, at approximately 0126 hours, Corporal Bonini contacted a motorist near the intersection of Eureka Avenue and Albemarle Avenue after he observed the car parked in a red zone. The driver was determined to be operating on a suspended driving privilege. An inventory search of the vehicle was conducted prior to its impounding. Suspected contraband (methamphetamine) and drug paraphernalia was located under the right front passenger seat. Corporal Bonini contacted the passenger and took him into custody without incident. Arrested was Luis Kunkel, a 40-year-old resident of El Cerrito. Kunkel was booked at the El Cerrito Police Department for possession of narcotics and narcotic paraphernalia before he was released pending laboratory analysis The El Cerrito Police Department will seek a formal complaint against Kunkel with the Contra Costa District Attorney’s Office. On 4/19/2004, at approximately 1056 hours, officers from this department were dispatched to Staples after a woman there attempted to make purchase with a counterfeit travel’s check. The female fled the area in a car driven by another and was stopped a short distance away. Both the female suspect and the driver (on active parole) were taken into custody. Arrested were Toia Tawana Safford, 26 and Bradford Lee White, 25, both residents of Richmond. Safford was booked on a charge of forgery and released pending further investigation. White was booked and transported to the Martinez Detention Facility on a parole hold. The El Cerrito Police Department will continue to investigate the matter. On 4/17/2004, at approximately 2218 hours, Officer Albrandt contacted a motorist on Mariposa Street near Tehama regarding the expired registration. A routine license and warrant check revealed that the driver had an outstanding felony warrant for his arrest for auto theft Arrested was Jason Miles Hale, a 23-year-old resident of El Cerrito. Hale was booked at the El Cerrito Police Department for possession of burglar tools, providing a false identity, suspended driver license and the felony warrant before he was delivered to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Hale with Contra Costa District Attorney’s Office. On 4/16/2004, at approximately 0632 hours, officers from this department were dispatched to a theft that had just occurred in the 1400 block of Atwell Drive. The resident there apparently interrupted the theft of his golf clubs and compact discs from his vehicle when he stepped outside to retrieve his morning paper. The suspect fled in a gold colored Saturn driven by another. During an area search, Officer Carcione spotted the suspect vehicle traveling westbound on Potrero Avenue. A felony car stop ensued on Hill Street, east of San Pablo Avenue. The golf clubs and compact discs were recovered. Additional credit cards, belonging to a Hercules resident were located on the suspects. Arrested were Nicholas Albon, 24, El Cerrito and Ansu Bailey, a 23-year-old resident of Antioch. Both were booked on felony charges that included grand theft and possession of stolen property before they were delivered to the Martinez Detention Facility. The El Cerrito Police Department obtained formal complaints against both Albon and Bailey with the Contra Costa District Attorney’s Office. On 4/15/2004, at approximately 2000 hours, Officer Shaman responded to the 3300 block of Belmont Avenue to investigate a report of vandalism that had just occurred. The caller claimed that her ex-boyfriend threw a large cement rock against her mother’s vehicle and smashed the windshield. In addition, the word “BITCH” was scratched into the paint of the sport utility vehicle. A similar incident occurred on April 11th that she did not report. In that case, the windshield of her mother’s other car was smashed with a large stone. While Officer Shaman was investigating the incident, Corporal Bonini located the suspect a short distance away at Creek Side Park. Arrested was Daniel Gabriel Henderson, a 21-year-old resident of Berkeley. Henderson was booked at the El Cerrito Police Department on a felonious charge of vandalism and probation violation before he was delivered to the Martinez Detention Facility. The El Cerrito Police Department will seek formal complaints Henderson with the Contra Costa District Attorney’s Office. On 4/12/2004, at approximately 1731 hours, Officer Carcione was dispatched to Hollywood Video for a shoplift that had just occurred. According to an employee, two females had left the store with 11 DVDs without making payment. A short time later, Sergeant Cliatt located two females, matching the suspect descriptions at the Church’s Chicken lot (San Pablo Avenue and Cutting Boulevard). A witness was brought to the location and the suspects were identified. Arrested were Carla Andrea Wheaton, a 38-year-old resident of San Francisco and Sophia Loren Cox, a 37-year-old resident of Richmond. Both were booked at the El Cerrito Police Department for 2nd degree burglary before they were delivered to the Martinez Detention Facility. The El Cerrito Police Department will seek formal complaints against both Cox and Wheaton with the Contra Costa District Attorney’s Office. On 4/13/2004, at approximately 1640 hours, Officer Purdy observed a motorist, riding a moped without wearing a helmet. The driver was contacted and his license was found to be suspended. The moped he had been riding had been reported stolen to Berkeley P.D. Arrested was Vasilios Steve Triant, a 19-year-old resident of Richmond. Triant was booked on a charge of auto theft before he was delivered to the Martinez Detention Facility. On 4/10/2004, at approximately 2207 hours, officers from this department responded to the 700 block of Norvell Street to investigate a 9-1-1 call from a female. Officers arrived and contacted a 56-year-old female resident who claimed that she had been kicked and beaten by her intoxicated son. The son had fled in his vehicle prior to police arrival. The victim sustained a visible injury to her upper lip but refused medical treatment. The suspect was located a short while later standing alongside his vehicle while parked on Waldo Lane near San Pablo Avenue. Arrested was Geoffrey Arthur Fox, a 36-year-old resident of El Cerrito. Fox was booked on a felony charge of assault before he was delivered to the Martinez Detention Facility. The El Cerrito Police Department submitted this case to the Contra Costa District Attorney’s Office who declined to prosecute due to the victim’s refusal to press charges. On 4/11/2004, at approximately 1246 hours, Officer Wentworth stopped a motorist at the intersection of Key Boulevard and Knott Avenue for a moving violation. The driver exhibited signs of narcotic influence and was subsequently field tested. Following her tests, Officer Wentworth believed her to be under the influence and took her into custody. A search of her vehicle revealed the presence of suspected methamphetamines. Arrested was Janet Dawn Felix, a 39-year-old resident of Berkeley. Felix was booked at the El Cerrito Police Department for possession of narcotics, narcotic influence and narcotic paraphernalia before she was released pending laboratory analysis The El Cerrito Police Department will seek a formal complaint against Felix with the Contra Costa District Attorney’s Office. On 4/10/2004, at approximately 2230 hours, Officer Hoffman stopped a motorist for a traction violation as well as operating at night without headlights. The driver, when asked for her license, advised Officer Hoffman that her privilege to drive had been suspended. During a search of her vehicle, a variety of checks, credit cards and mail belonging to others was located. A subsequent check revealed that many of the items had been reported as stolen. Arrested was Helena Rogers, a 26-year-old resident of Oakland. Daniels was booked on felony charges of possession of stolen property and identity theft before she was delivered to the Martinez Detention Facility. On 4/10/2004, at approximately 0458 hours, Officer Purdy stopped a motorist near Elm Street and Key Boulevard for a variety of vehicle code violations. Two of the occupants were detained by police when they were found to be in possession of drug paraphernalia. Further investigation revealed that both were in possession of large amounts of stolen checks and identifying information of other people. Arrested were Nicole Williams, 31, and Elisha King, 36, both residents of Richmond. Both were booked at the El Cerrito Police Department on a variety of felony charges including possession of stolen property and identity theft. King was also found to be on parole and a hold was placed on him. Both subjects were later delivered to the Martinez Detention Facility. On 4/09/2004, at approximately 1438 hours, Officer Doty was dispatched to the 5600 block of Jordan Avenue after a resident reported that someone shot a bullet into his parked car. According to the victim, he and his nephew had an argument at his residence the previous night where his nephew had attempted to summon him outside to fight. The victim heard a loud pop and later discovered that a bullet had been fired into his BMW parked in front of his house. The suspect was located walking around the El Cerrito Plaza with a female subject. Officers converged on the suspect and took him into custody. Information, obtained by police, led them to locate the gun, hidden inside Canyon Trail Park. The gun had been stolen from the suspect’s grandmother’s house in San Francisco, where the suspect had been staying. Arrested was Jodie Damien Daniels, a 23-year-old resident of El Cerrito/San Francisco. Daniels was booked on felony charges of shooting into an unoccupied vehicle and possession of stolen property and felon in possession of a handgun before he was delivered to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Daniels with the Contra Costa District Attorney’s Office. On 4/09/2004, at approximately 1038 hours, Officer Doty responded to 1748 Arlington Boulevard to investigate a theft. According to witnesses, a subject arrived at the residence that was being remodeled and claimed to be a relative of the owner. The suspect entered the home and removed a portable stereo. Witnesses watched as the subject walked a short distance and entered the residence located at 1758 Arlington Boulevard. Officers contacted the suspect at his residence, arrested him without incident and recovered the stereo. Arrested was Vincent Jamal Wallace, a 36-year-old resident of El Cerrito. Wallace was booked at the El Cerrito Police Department for burglary before he was released pending further investigation. On 4-7-2004 Officer Purdy responded to the 6500 Eureka Ave. for a residential burglary report. During his investigation he recovered latent fingerprints from the scene. A Kenneth Lee Harper 22yrs old of Richmond was identified through the latent fingerprints and an arrest warrant was obtained. On 6-30-2004 Harper was arrested. Harper was transported to the Martinez Detention Facility on the charge of burglary. A complaint will be sought with the Contra Costa County District Attorney’s Office.
