Report no. 04-11725

On 6/29/2004, at approximately 1400 hours, Detectives responded to the area of Elm Street and Gladys Avenue to attempt service on a warrant for a domestic disturbance incident that occurred on 5/30/04. Upon arrival, Detectives observed the suspect leaving the area on bicycle and refusing to stop when he saw the officers. The suspect, Ernie Fernandez, a 40 year old El Cerrito resident was arrested by Detectives after a short foot pursuit. A search of Fernandez found a small amount of methamphetamine and methadone on his person. Fernandez was also found to be on parole.

Fernandez was booked at the El Cerrito Police Department before he was delivered to the Martinez Detention Facility.

Report no. 04-11603

On 6-27-2004 at approximately 1500 hours Officer Hoffman responded to the Target store in the 11400 block of San Pablo Ave. on the report of an adult male in custody for shoplifting. The male was identified as Kenneth Lemmons 37yrs old of Oakland. He was transported to the El Cerrito Police Department for booking and then to the Martinez Detention Facility for shoplifting with priors.

Report no. 04-11511

On 6-26-2004 at approximately 0230 hours El Cerrito Police responded to the area of the 8600 block of Don Carol Dr. on the report of two suspicious subjects exiting a car and going through the neighborhood looking in other parked cars. On officers arrival to the area a 20002 Lexus registered out of Berkeley was located park in the street. This vehicle was identified as an unreported stolen vehicle. The Berkeley Police Department responded to the registered owner’s residence and took a stolen vehicle report. Located in the car was stolen property from a garage on Don Carol Dr. and stolen property from two unlocked cars on Don Carol Dr.

While conducting an area check on Don Carol Dr. two adults were located hiding. They were identified as Walter Leon Baldwin 24 years old of Richmond, and Christel Marie Jawad 18 18 years old. Investigation lead to their arrest and they were transported to the El Cerrito Police Department for booking. They were transported to the Martinez Detention Facility for burglary, vehicle theft, and petty theft charges. Associated cases 04-11514 and 04-11515.

Report no. 04-11207

On 6/21/2004, at approximately 1321 hours, El Cerrito Police Officers responded to Mechanics Bank on the report of a person attempting to cash a forged check. Officers arrived at the bank, located the person responsible and made an arrest. Following the subject’s arrest for forgery, El Cerrito Police Officers located cocaine and a crack pipe on his person. El Cerrito Officers also located a .357 Magnum revolver in the suspect’s vehicle.

Arrested was Vernell E. Wilkins, a 46-year-old residence of Oakland, CA. Vernell Wilkins was transported to the Main Detention Facility in Martinez, CA for forgery, possession of controlled substances, possession of paraphernalia and felon in possession of a firearm. This case was submitted to the Contra Costa County District Attorney’s Office for prosecution.

Report no. 04-11148

On 6-20-2004 at approximately 0640 hours Officers responded to the El Cerrito Misubishi car dealership in the 11800 block of San Pablo Ave. on the report of an auto burglary in progress. Officers located a vehicle on the lot with a window smashed out. During the area check Dale Michael Napier white male adult 25yrs old of Richmond was stopped one block from the dealership. Witnesses identified Napier as the responsible. Napier was arrested and transported to the El Cerrito Police Department for booking.

Napier was transported to the Martinez Detention Facility on burglary charges and outstanding warrants.

Report no. 04-11027

On 6-18-2004 at approximately 1030 hours Officers responded to Staples in the 11500 block of San Pablo Ave on the report of a theft that had just occurred. Witnesses provided a description of the suspects and the license number of the vehicle they fled in. Sgt. Cliatt stopped and detained the suspects at 41st St. and Wall Ave. in Richmond. Witnesses identified the suspects and a HP printer was recovered. Leonard Deshawn Hanley 20yr old male from Richmond was arrested. Also a 15yr old juvenile was arrested. Both were booked at the El Cerrito Police Department. Hanley was transported to the Martinez Detention Facility on burglary charges. The juvenile was released to his parent.

Report no. 04-10905

On 6/16/2004, at approximately 1049 hours, Officers responded to 1441 Arlington Blvd for a report of a disturbance. Upon arrival, Officer Tam determined Maurice Robinson, a 30 year old Richmond resident, had gone to the address forcing his way in where he took several items from the residence and pushed the victim down to the ground. Robinson was seen leaving the residence in his vehicle which was subsequently stopped by Detectives at San Pablo Avenue and Macdonald Avenue. Officer Tam arrested Robinson

Robinson was booked at the El Cerrito Police Department before he was delivered to the Martinez Detention Facility.

Report no. 04-10808

On 6/14/2004, at approximately 22227 hours, Officer Barr responded to Target to investigate a reported fraud attempt. Two subjects were still present when officers arrived and two others had fled. According to Target employees, the four subjects had worked in concert with each other in an attempt to purchase merchandise with a stolen Visa credit card and a stolen California Driver License.

Arrested were Carleen Vickers Fuller (47) and Victor Ray Murray (45) both residents of Richmond. Both were booked at the El Cerrito Police Department on fraud/theft and possession of stolen property in addition to possession of suspected methamphetamine and drug paraphernalia before they were delivered to the Martinez Detention Facility.

The El Cerrito Police Department continues to investigate this case and will seek the arrests of the other two suspects. A formal complaint will be sought with the Contra Costa District Attorney's Office.

Report no. 04-10804

On 6/14/2004, at approximately 2056 hours, Officer Tang arrested Katharina Reynolds, a 42-year-old resident of Richmond, at 9999 San Pablo Avenue, for being in possession of a stolen '93 stolen Saturn. The car had been reported stolen to Oakland.

Officer Tang had observed the parked car; unoccupied, parked to the rear of Kragen Auto and checked the registration when he learned that it was stolen. He stake-out the vehicle until Reynolds returned and got inside.

Reynolds was booked at the El Cerrito Police Department for grand theft auto and possession of stolen property before she was delivered to the Martinez Detention Facility.

On 6/13/2004, at approximately 2215 hours, Officer Stanich arrested Robert Greenlaw, a 27-year-old resident of Richmond, at 5803 Madison Avenue pursuant to a felony no bail warrant for violation of probation. Greenlaw was booked at the El Cerrito Police Department before he was delivered to the Martinez Detention Facility.

Report no. 04-10686

On 6/12/2004, at approximately 2010 hours, Officer Stanich arrested Robert William Armant for possession of controlled substance and resisting following a bicycle stop near the intersection of Fairmount Avenue and Carlson Boulevard. Armant was resistive and became combative with police.

Armant, a 28-year-old transient, was booked at the El Cerrito Police Department where a parole hold was obtained as well. Following booking, Armant was transported to the Martinez Detention Facility.

The El Cerrito Police Department will seek a formal complaint against Armant with the Contra Costa County District Attorney’s Office.

On 6/12/2004, at approximately 1526 hours, Officer Carcione arrested Alfred Fernandez Junior for possession of controlled substance and resisting following a bicycle stop near the intersection of Eastshore and San Pablo Avenue.

Fernandez, a 40-year-old resident of Richmond, was booked at the El Cerrito Police Department on a felony charge of possession of suspect controlled substance (methamphetamine) and was released pending laboratory analysis.

The El Cerrito Police Department will seek a formal complaint against Fernandez with the Contra Costa County District Attorney’s Office.

Report no. 04-10635

On 6/11/2004, at approximately 0048 hours, three subjects in a rented van, crashed into the scooter store, located at 10256 San Pablo Avenue. The three subjects quickly loaded eight pocket motorcycles into the van and fled on foot when officers from El Cerrito and Richmond arrived. All three were located and taken into custody and booked at the El Cerrito Police Department on a charge of burglary and vandalism.

Arrested were Brian Haflin (18), Charles Mack Shephard (18), and a 17-year-old juvenile, all residents of Oakland. Upon completion of booking, Haflin and Shephard were transported to the Martinez Detention Facility, and the juvenile was released to a parent.

The El Cerrito Police Department will seek a formal complaint against Haflin and Shephard with the Contra Costa County District Attorney’s Office. The juvenile’s case will be referred to juvenile probation for disposition.

Report no. 04-10571

On 6/11/2004, at approximately 0340 hours, Corporal Bonini stopped a motor vehicle (’96 silver Acura Integra) that had been reported stolen to the Martinez Police Department. The stop occurred near the intersection of Gately and South 55th Street. The driver and sole occupant was taken into custody without incident.

Arrested was Papu Kenny Palaamo, a 22-year-old resident of Richmond. Palaamo was booked at the El Cerrito Police Department for 1) grand theft auto, 2) possession of stolen property and 3) possession of controlled substances (cocaine). Following booking, Palaamo was transported to the Martinez Detention Facility.

The El Cerrito Police Department will seek a formal complaint against Palaamo with the Contra Costa County District Attorney’s Office.

Report no. 04-10504 (04-7548)

On 6/10/2004, at approximately 00915 hours, Sergeant Maples arrested a subject was wanted in connection with an automobile theft that occurred at the El Cerrito Plaza. The El Cerrito Police Department had obtained a Ramey warrant for the arrest of Rodney Alan West, a 38-year-old resident of Richmond. Sgt. Maples observed West exit his residence located at 1735 Santa Clara Avenue in Richmond and took him into custody. West attempted to dump a pouch of methamphetamine but it did not escape Sgt. Maples’ detection.

West was booked at the El Cerrito Police Department for possession of methamphetamines, possession of marijuana and auto theft before he was transported to the Martinez Detention Facility.

The El Cerrito Police Department will seek a formal complaint against West with the Contra Costa County District Attorney’s Office.

Report no. 04-10363

On 6/8/2004, at approximately 1119 hours, officers and detectives from this department converged on a residence located at 2827 Carlson Boulevard in Richmond to conduct a parole search. During the search, three occupants, including the parolee, were detained. Suspected methamphetamines and marijuana, along with packaging materials and a scale were located during the search.

Arrested was Robert Martin Avelar, a 33-year-old resident of Richmond. Avelar was booked at the El Cerrito Police Department for possession of methamphetamines and paraphernalia. In addition, a parole hold was obtained before Avelar was transported to the Martinez Detention Facility.

The El Cerrito Police Department will seek a formal complaint against Avelar with the Contra Costa County District Attorney’s Office.

On 6/7/2004, at approximately 1615 hours, Timothy Miguel Carlton, a 33-year-old resident of Richmond, was arrested by Detective Sergeant Maples for possession of methamphetamines during a probation search at his home, located at 6126 Huntington Avenue.

Carlton was booked at the El Cerrito Police Department for possession of a controlled substance before he was delivered to the Martinez Detention Facility.

The El Cerrito Police Department will seek a formal felony complaint against Carlton with the Contra Costa District Attorney’s Office.

Report no. 04-10314

On 6/9/2004, at approximately 0930 hours, detectives of this department executed a search/arrest warrant at the residence of a juvenile in connection with an auto theft that occurred near El Cerrito High School on Monday (6/7/2004). The residence was located at 652 3rd Street in Richmond. The 17-year-old male juvenile was taken into custody and his vehicle, which contained stolen property/car parts was seized as well.

The juvenile was booked at the El Cerrito Police Department for auto theft and possession of stolen property before he was delivered to Juvenile Hall in Martinez.

Report no. 04-10131

On 6/4/2004, at approximately 2015 hours, Kenneth Allen, a 43-year-old resident of Richmond, was arrested by Officer Wong following a short foot chase, after Allen attempted to shoplift 5 video games from Target. The total value of the games was $119.00 and all were recovered.

Allen was booked at the El Cerrito Police Department on a felonious charge of theft with priors before he was transported to the Martinez Detention Facility.

On 6/4/2004, at approximately 0900 hours, Officer Doty arrested Dwight Eugene Adams, a 59-year-old resident of Fairfield, on a felony no-bail warrant held by Sacramento P.D. for welfare fraud. The arrest occurred at 6435 Hagen Boulevard while officers were investigating a disturbance call.

Adams was booked at the El Cerrito Police Department on his warrant before he was delivered to the Martinez Detention Facility.

Report no. 04-10066

On 6/3/2004, at approximately 2208 hours, Officer Shaman conducted a traffic stop near the intersection of San Pablo Avenue and Stockton Avenue. During the stop, Officer Shaman located several packages of suspected methamphetamine along with drug paraphernalia and arrested the driver.

Arrested was David Frederick Avelar, a 37-year-old resident of El Cerrito. Avelar was booked for possession of controlled substances and paraphernalia before he was delivered to the Martinez Detention Facility.

Subsequent to Avelar’s arrest, Corporal Bonini sought and secured a search warrant for Avelar’s residence located at 1928 Key Boulevard. The warrant was executed and officers located additional contraband (methamphetamine and paraphernalia).

Report no. 04-10053

On 6/3/2004, at approximately 1640 hours, Officer Purdy stopped a motorist near the intersection of San Pablo Avenue and Madison Avenue. During the stop, the driver was determined to be wanted by Berkeley P.D. pursuant to a warrant. Officer Purdy also found suspected methamphetamines and drug paraphernalia.

Arrested was Antonio James Davis, a 41-year-old resident of Berkeley. Davis was booked for the preceding violation and his warrant before he released per citation pending laboratory analysis.

Report no. 04-05932

On 6/30/2004, at approximately 0845 hours, Detectives attempted to serve an arrest warrant at 3001 Pullman Avenue in Richmond for a robbery that occurred in El Cerrito on 3/31/04. The suspects approached the Victim as she was walking down the Bart path near Waldo and took the purse from her shoulder fleeing north on the Bart path. A witness followed the suspects on bike and was able to see the suspects enter a vehicle and leave the area. The witness was able to copy the license plate down and later on the evening of 3/31/04 officers from this department responded to the address in Richmond and arrested the juvenile suspect.

Arrested on the warrant was Devin Mackey, a 20-year-old resident of Richmond. Mackey was booked at the El Cerrito Police Department on a felony charge of robbery before he was delivered to the Martinez Detention Facility.

The El Cerrito Police Department will seek a formal complaint against Mackey with the Contra Costa District Attorney’s Office.

Report no. 04-04877

On 6/9/2004, at approximately 1500 hours, Detectives Keith and Sergeant Maples arrested Margarita Cacho David, a 44-year-old resident of Benicia, on an El Cerrito felony warrant stemming from a forgery case at Mechanic’s Bank. David forged and cashed stolen checks from her employer, a local dentist.

David was booked at the El Cerrito Police Department on her warrant for forgery and possession of stolen checks before she was transported to the Martinez Detention Facility where she later posted bail.
