211 PC (Armed/Person-Attempt): (04-18032) Blake Street/Liberty Street, 9/29 2100 hours: Suspect #1 (BMJ 15) and Suspect #2 (BMJ 15) confront Victim on sidewalk, display small silver handgun, flee on bicycles without taking any property. Purdy observes the suspects riding bicycles in the area of San Pablo Avenue/Eastshore Boulevard. Officers Purdy and Wong detain subjects, locating gold plastic handgun in one of the suspect’s possession. Property from unreported robbery occurring on the Ohlone Greenway/Donal Avenue located in same suspect’s possession. Maples notified and Zink responded to interview suspects who were subsequently transported to Juvenile Hall after admitting to the 2 robberies occurring this evening and robbery occurring last night (04-17980) at 10944 San Pablo Avenue (Purdy) 211 PC (Armed/Person): (04-18036) Ohlone Greenway/Donal Avenue, 9/29 2015 hours: V is confronted by above suspects, V relinquishes $5.00 in cash, portable CD player and miscellaneous ID. V walks home and does not report crime. V is contacted after property is located in abovementioned 211 PC. V responds to ECPD and positively identifies the suspects during in-field line up. Property taken in 211 is returned to V (Purdy) 211 PC (Person/Armed): (04-17980) 10944 San Pablo Avenue, 9/28 2055 hours: Suspect #1 (BMJ 15-16 dark complexion 4-5 90 wearing dark colored nylon hooded sweatshirt riding silver colored mountain bicycle) and Suspect #2 (BMJ 15-16 5-8 140 dark complexion wearing dark colored hooded top riding unknown color bicycle) approach V on sidewalk, S#1 displays small silver handgun and demands cash. V relinquishes wallet containing $21.00 cash and credit cards. Suspect flee area northbound on San Pablo Avenue, V waits approximately 30 minutes before calling ECPD (Purdy) Both suspect juveniles were booked at the El Cerrito Police Department on felonious charges of armed robbery before they were delivered to Juvenile Hall. On 9/29/2004, at approximately 1428 hours, Officer Wentworth assisted in the investigation of a collision that occurred in front of 10579 San Pablo Avenue. While en route, Officer Wentworth received information that another officer had been advised of an attempted kidnapping. A suspect and vehicle description was provided. Officer Wentworth located the vehicle parked in front of 8126 Terrace Drive. Officer Wentworth located the suspect in the front yard of the above address and determined that there was an active warrant for his arrest charging felony drug violations. Subsequent to his arrest, the suspect consented to a search of his vehicle which revealed the presence of suspected controlled substances (heroin). The kidnapping allegation proved to be unfounded. Arrested was Kenneth Wayne Thorton, a 46-year-old resident of Richmond. Thorton was booked on his warrant and new drug charges before he was delivered to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Thorton with the Contra Costa County District Attorney’s Office. On 9/28/2004, at approximately 0854 hours, Officer Tam took Maurice Alonzo Robinson, a 30-year-old resident of Richmond into custody when it was confirmed that the San Pablo Police Department held a felony warrant for his arrest charging possession of drugs for sales. On 9/27/2004, at approximately 0931 hours, Officer Barawed responded to Target upon report of a shoplifter in custody. According to Target, a subject selected a variety of items and placed them in his shopping cart and concealed them under a pair of jeans. The subject migrated to the toy department where he removed the items from their packages and placed them in his pockets. The suspect passed all the registers and attempted to leave the store when he was contacted and detained by loss prevention personnel. Arrested was Franklin Lee Thompson, a 50-year-old resident of Richmond. Thompson was booked at the El Cerrito Police Department on a felonious charge of theft with priors before he was delivered to the Martinez Detention Facility. On 9/26/2004, at approximately 1800 hours, Corporal Garman responded to Target on report of a shoplifter in custody. According to Target Loss Prevention Personnel, three women entered the business and removed an entire stack of shopping bags from one of the register areas. One of the three women remained inside the store and began to select/conceal merchandise inside the bags. (The other two women left the store). The female suspect left the store without making payment and was detained by security. Arrested was Dominique Nicole Evans, a 20-year-old resident of Oakland. Evans was booked at the El Cerrito Police Department on a felonious charge of theft with priors before she was delivered to the Martinez Detention Facility The El Cerrito Police Department will seek a formal complaint against Evans with the Contra Costa County District Attorney’s Office. On 9/26/2004, at approximately 1427 hours, Corporal Bonini was parked on Lassen between Belmont and Yosemite Avenue when his attention was drawn to the sound of a loud stereo. Corporal Bonini observed a black Ford Crown Victoria turn east on Lassen Avenue from Belmont. Because the music could be heard from a distance further than 50 feet, Corporal Bonini initiated a traffic enforcement stop. The driver was contacted and when asked, was unable to produce a driver’s license or other form of identification. Both the driver and passenger were detained outside the vehicle while Corporal Bonini conducted a search of the car. Located on the floorboard behind the driver’s seat was a binocular case that contained suspected methamphetamine. Officer Boutain located additional suspected methamphetamine in the passenger’s pant pocket. Arrested was the driver, Phorvanh, a 28-year-old resident of Oakland and Jason Charette, a 25-year-old resident of El Cerrito. Both were booked on felonious drug charges before they were released pending laboratory analysis. On 9/25/2004, at approximately 0940 hours, Officer Doty took Della Marie Brown, a 38-year-old resident of Albany into custody when it was confirmed that Ventura County held a felony warrant for her arrest charging conspiracy. On 9/23/2004, at approximately 0620 hours, officers from this department responded to a reported auto burglary in progress at 5328 Rosalind Avenue. The suspect, a black male, was last seen, on foot, traveling westbound on Rosalind Avenue, toward Carlston. Officer Wentworth located the suspect, now on a bicycle, traveling southbound on Tuller Avenue toward Barrett Avenue. Following a brief pursuit, Officer Wentworth apprehended the suspect on Dimm Street near Barrett Avenue. The bicycle that the suspect was riding had been removed a van that had been stolen earlier from Richmond. The van was located on Silva near Tuller Avenue and recovered. Arrested was Lamarcus L. Clash, a 23-year-old resident of Richmond. Clash was booked on several felonious charges including auto theft, possession of stolen property and attempted theft from an automobile. Clash was also determined to be on active parole and a parole hold was obtained from the California Department of Corrections before he was delivered to the Martinez Detention Facility. On 9/22/2004, at approximately 2337 hours, Officer Wong stopped a bicyclist near the intersection of Cypress Avenue and San Pablo Avenue for a Municipal Code violation (not wearing a helmet). During the stop, the bicyclist admitted to Officer Wong that he had contraband in his front pant pocket. Officer Wong searched the bicyclist and located suspected methamphetamine. Arrested was Mario Arturo Castillo, a 35-year-old resident of Richmond. Castillo was booked on a felonious charge of possession before he was released pending laboratory analysis. On September 30, 2004, the El Cerrito Police Department received a report from the Forensic Services Division of the Contra Costa County Sheriff’s Office which documented that the substance seized was, in fact, methamphetamine. The El Cerrito Police Department will seek a formal complaint against Castillo with the Contra Costa County District Attorney’s Office. On 9/22/2004, at approximately 1221 hours, Officer Tam responded to the Del Norte BART Station to investigate a reported assault. Officer Tam contacted Officer Vallejo of the BART Police Department who related that a subject contacted him after he had been struck in the head with a rock thrown by one of two suspects. Prior to Officer Tam’s arrival, Officer Vallejo detained two male juvenile subjects that the victim pointed out. Additionally, the victim left for a doctor’s appointment before Officer Tam obtained his statement. Arrested were two 13-year-old juveniles. One, a resident of Richmond; the other San Pablo. Both were booked at the El Cerrito Police Department on a felonious charge of assault with a deadly weapon before they were delivered to Juvenile Hall in Martinez. The El Cerrito Police Department will submit this case to the Contra Costa County District Attorney’s Office, Juvenile Division, for disposition. On 9/14/2004, at approximately 0700 hours, Officer Wentworth was dispatched to 5810 Ray Avenue to investigate a suspicious vehicle. When Officer Wentworth arrived, he located a blue Mazda, 2-door, parked in the driveway. A DMV check revealed that the license plate came back to a 1985 Cadillac. A female was sleeping in the driver’s seat as officers approached. During their investigation, drug paraphernalia was found in the female’s possession. The vehicle she was seated in was full of mail and property that was suspected (and later confirmed) stolen. The female later confessed to numerous burglaries or knowledge of burglaries committed by others. The police recovered volumes of suspected stolen property and continues to seek out victims to claim their property Arrested was Toni Jeanette Hall, a 34-year-old resident of San Pablo. Hill was booked on a variety of felonious charges including possession of stolen property. On 9/22/2004, at approximately 0421 hours, Officer Wong stopped a bicyclist for a Municipal Code violation (riding without a helmet). The stop occurred near the intersection of Central Avenue and San Mateo. During a consensual search of the detainee, Officer Wong located suspected methamphetamine. The subject also had a warrant out for his arrest held by Alameda County for possession of cocaine. Arrested was Douglas Maurice Penn, a 42-year-old resident of Richmond. Penn was booked at the El Cerrito Police Department on the felonious charge of methamphetamine possession and also for his felony warrant before he was delivered to the Martinez Detention Facility. On September 30, 2004, the El Cerrito Police Department received a report from the Forensic Services Division of the Contra Costa County Sheriff’s Office which documented that the substance seized was, in fact, methamphetamine. On 9/20/2004, at approximately 2246 hours, Officer Wong stopped a bicyclist for two Municipal Code violations. The bicyclist attempted to discard a class smoking pipe but his effort was detected by Officer Wong who recognized the instrument as an instrument to smoke methamphetamine. A subsequent search uncovered the presence of methamphetamine rocks in the bicyclist’s pant pocket. Arrested was Jon Debord, a 52-year-old male resident of Berkeley. Debord was booked at the El Cerrito Police Department on a felonious charge of possession before he was released pending laboratory analysis. On September 30, 2004, the El Cerrito Police Department obtained a report from the Forensic Services Division of the Contra Costa County Sheriff’s Office which documented that the substance seized tested positive for methamphetamine. The El Cerrito Police Department will seek a formal complaint against Debord suspects with the Contra Costa County District Attorney’s Office. On 9/20/2004, at approximately 1850 hours, Officer Purdy contacted the driver of a vehicle that bore a license plate that belonged to a different vehicle. The vehicle was parked near the intersection of Knott and Key Boulevard. Officer Purdy searched the subject and located suspected methamphetamine in the suspect’s pant pocket. Arrested was Walter Kyle Wilson, a 36-year-old resident of Oakland. Wilson was booked at the El Cerrito Police Department on a felonious charge of possession before he was released, per citation, pending laboratory analysis. On September 30, 2004, the El Cerrito Police Department obtained a report from the Forensic Services Division of the Contra Costa County Sheriff’s Office which documented that the substance seized tested positive for methamphetamine. On 9/16/2004, at approximately 1443 hours, officers from this department responded to the Guitar Center on San Pablo Avenue to investigate three subjects who were attempting to sell a stolen guitar. Officer Alvarez determined that the guitar had been stolen earlier in the day from a business located at 10032 San Pablo Avenue. All three subjects were taken into custody and booked at the El Cerrito Police Department. Arrested were Demar Lavaugh Carney, 19, Aaryn Wayne Blake, 19, and Hashim Ramal Williams, 24, all residents of Richmond. All three were charged with 2nd degree burglary and possession of stolen property before they were delivered to the Martinez Detention Facility. On 9/13/2004, at approximately 0025 hours, officers from this department converged on a residence located at 6222 Plumas Avenue in an effort to serve an arrest warrant. Loctaed and arrested was Jose Angel Ponce, a 30-year-old resident of Richmond. A subsequent investigation uncovered that Ponce was responsible and/or involved in several cases involving stolen vehicles. One such vehicle was located a few blocks away from where Ponce was arrested. Ponce just happened to have a key to the stolen Lexus in his pocket at the time of his arrest. Ponce was booked at the El Cerrito Police Department on several felonious charges including auto theft, possession of stolen property and possession of a burglar tool. Upon completion of booking, Ponce was delivered to the Martinez Detention Facility. On 9/12/2004, at approximately 0131 hours, officers from this department responded to a domestic disturbance at a residence located in the 1200 block of Navellier Street. The couple apparently had an altercation which turned violent when the female bit her boyfriend in the arm. The female was taken into custody and booked at the El Cerrito Police Department on a charge of domestic violence. Arrested was Tamar Levenberg, a 36-year-old resident of El Cerrito. Levenberg was later transported to the Martinez Detention Facility where she will await her arraignment. On 9/9/2004, at approximately 2230 hours, officers from this department responded to the Macaroni Grill where a subject allegedly left without paying for his food. The subject was soon located a short distance away and detained. During the stop, Officer Purdy searched the juvenile and located several stolen checks inside his clothing pocket. Arrested was a 17-year-old juvenile resident of Richmond. The juvenile was booked on a felonious charge of possessing stolen property before he was delivered to Juvenile Hall in Martinez. On 9/9/2004, at approximately 1906 hours, Officer Purdy stopped a motorist for expired registration. The stop occurred in the parking lot of Home Depot on San Pablo Avenue. During the detention, it was discovered that the driver’s license had been suspended. A subsequent investigation revealed that both the driver and the passenger were in possession of suspected methamphetamine. Arrested were Josie Evans Stanley (driver), a 46-year-old resident of Martinez and Renata Veronica Teran, a 31-year-old resident of El Sobrante. Both were booked on narcotic related charges and released per citation pending laboratory analysis. On 9/7/2004, at approximately 2000 hours, Officer Bell contacted a subject on the BART path behind Big 5 Sporting Goods and searched him with the subject’s consent. During the search, Officer Bell located suspected cocaine in the suspect’s pants pocket. Arrested was Brendan Bruce Carlton, a 32-year-old resident of Rodeo. Carlton was booked at the El Cerrito Police Department on a felonious charge of drug possession before he was delivered to the Martinez Detention Facility. On 9/6/2004, at approximately 2153 hours, Officer Bell contacted a female at the El Cerrito Police Department who wanted to report an incident of domestic violence against her boyfriend. The victim alleged that her boyfriend hit her on her back and threatened her with violence. The suspect was contacted at his residence, in the 2200 block of Tamalpias, where he was taken into custody without incident. Arrested was David Bruce Ortega, a 28-year-old resident of El Cerrito. Ortega was booked at the El Cerrito Police Department on a felonious charge of domestic violence before he was delivered to the Martinez Detention Facility. On 9/5/2004, at approximately 2048 hours, officers from this department responded to Safeway for a report of a shoplifting that just occurred. Officer Leone arrived first and took the suspect into custody. According to Safeway personnel, the suspect had selected several bottles of alcohol, concealed them inside a plastic Safeway bag and exited the store without payment. The suspect fled when contacted by security and threw a bottle at him while running away. The suspect fell while running and was taken into custody Arrested was Marc Monahan, a 49-year-old transient. Monahan was booked at the El Cerrito Police Department on a felonious charge of robbery before he was delivered to the Martinez Detention Facility. On 9/05/2004, at approximately 1047 hours, Officer Hoffman observed a bicyclist traveling in front of Long’s without a helmet. As Officer Hoffman attempted to contact him regarding the violation, the bicyclist pedaled away resulting in a brief pursuit. The suspect was subsequently searched and found to be in possession of two checks that were suspected forgeries. Arrested was William McKinley Smith, a 26-year-old resident of Berkeley. Smith was booked at the El Cerrito Police Department on felonious charges of possessing a forged document and possession of stolen property before he was delivered to the Martinez Detention Facility The El Cerrito Police Department later obtained a formal complaint against Smith with the Contra Costa County District Attorney’s Office. On 9/2/2004, at approximately 2357 hours, Corporal Hartung stopped a motorist for running a red light at the intersection of Richmond Street @ Stockton Avenue. During the stop, Officer Hartung observed the presence of suspected controlled substances in the center console area of the ’95 Buick Regal and arrested the driver. Arrested was Dominic Danti Yates, a 23-year-old resident of Richmond. Yates was booked at the El Cerrito Police Department on felonious charges of narcotic possession and was released pending laboratory analysis. On 9/3/2004, at approximately 1845 hours, Officer Barr contacted the above victim who advised that the suspect (ex-boyfriend) had been to her house and pointed a gun at her. The suspect fled as a passenger in a vehicle driven by female subject. The vehicle, a ’98 Nissan, was located and stopped by officers on Stockton and Everett Street. During a search of the vehicle, no firearm was located but suspected methamphetamines and stolen property was located inside. Both occupants were arrested and booked at the El Cerrito Police Department. Arrested was Richard Curtis Applegate, a 36-year-old resident of El Cerrito. Applegate was booked for the theft of the property, possession of suspected drugs, and terrorists threats before he was transported to the Martinez Detention Facility. The female, Peggy Wilson~Danks, a 46-year-old resident of Richmond was booked and released pending additional investigation. On 9/2/2004, at approximately 0925 hours, Corporal Horgan stopped a bicyclist for riding on the sidewalk in the area of Gladys Avenue and Everett Street. During a names check, it was revealed that the bicyclist had an outstanding warrant for his arrest. The warrant was held by the Contra Costa County Sheriff’s Office and charged auto theft, possession of stolen property and possession of burglar tools. Arrested was Gregory Paul Stevenson, a 32-year-old resident of San Pablo. A search of his person, following his arrest, revealed the presence of several small, clear crystals that were suspected to be “ice” or crystal methamphetamine. Stevenson was booked on a felonious drug charge along with the warrant before he was delivered to the Martinez Detention Facility. The El Cerrito Police Department will seek a formal complaint against Stevenson with the Contra Costa County District Attorney’s Office. On 9/1/2004, at approximately 2342 hours, Officer Barr investigated a case of terrorist threats that a male subject made to a woman while he was driving to Oakland. The suspect claimed to have a gun and that he would use it. During the report, the suspect called the female and screamed additional threats.

On 9/1/2004, at approximately 1833 hours, Officer Purdy was dispatched to a robbery that had just occurred at 3223 Carlson Boulevard. Dispatch advised that two black male juveniles, armed with a gun, had snatched someone’s purse. The suspects fled in a vehicle and were last seen headed toward the freeway in an older beige vehicle. The suspect vehicle was later stopped in Pinole and the three occupants were arrested. Evidence which tied the suspects to the crime, including a pellet gun was located inside the vehicle. Arrested was Sean Kerry Moore, a 21-year-old resident of Richmond and Hector Heredia Jr., a 20-year-old resident of Richmond. Moore and Heredia were booked at the El Cerrito Police Department on a felonious charge of armed robbery before they were delivered to the Martinez Detention Facility. A third suspect, a 17-year-old resident of San Pablo was booked similarly and taken to Juvenile Hall. The El Cerrito Police Department will seek a formal complaint against Moore and Heredia with the Contra Costa County District Attorney’s Office.
