On May 31st, 2005 at 1754 hours officers responded to the Church’s Chicken at 11575 San Pablo Ave. on report of an assault with a deadly weapon. Officers located and detained the suspect on the platform of the Del Norte BART station. It was learned that the suspect, Frankie Randolph, a 65 year old Rodeo resident had been involved in an argument with the victim and began to hit her with his cane. Randolph struck the female victim hard enough to break his cane. Randolph was booked on charges of Assault with a Deadly Weapon and transported to County Jail. On May 31st, 2005 at 1100 hours officers made an enforcement stop on a vehicle at Central Ave and Pierce St. After the driver and sole occupant was contacted he was removed from the car and asked to sit nearby. He subsequently fled on foot, leading officers on a chase into 5206 San Jose Ave. There he was placed under arrest. A search of the car located an ounce of methamphetamine. Bruce Hill was transported to the county jail on charges of Possession for Sales of a Controlled Substance, Transportation of a Controlled Substance, Driving on a Suspended License, and Delaying an Officer. The resident at 5206 San Jose Ave., Doris Sanchez, a 44 year old Richmond resident was determined to be on probation for drug charges. A search of the residence uncovered a small amount of Methamphetamine, a hypodermic needle and a glass pipe used to smoke methamphetamine. She was arrested for possession of the items. Sanchez was also transported to the county jail. The cases will be forwarded to the District Attorney’s office seeking charges against both Hill and Sanchez. On May 30th, 2005 at 0500 hours officers responded to an apartment in the 3300 block of Yosemite Ave on report of a disturbance. Officers learned that an all night party had occurred in one of the apartments. A neighbor had complained to the landlord about the ongoing noise and when the landlord contacted the offending party goers the resident of the apartment became very upset. Terrance Campbell, a 45 year old El Cerrito was arrested for making threats against the victim. Campbell continued to make threats against the victim in the presence of officers. HE was sent to the county jail and faces charges of making terrorist threats against his neighbor. On May 29th, 2005 at 0430 hours officers responded to the area of Arlington Blvd and Barrett Ave on report of reckless driving and a possible collision. Upon arrival in the area officers located two abandoned vehicles that were found to be stolen from the Richmond area. Officers heard the sounds of people jumping fences to the west and set a perimeter. With the assistance of a Pinole K-9 officer a 14 year old Richmond Juvenile was located hiding in a rear yard in the 7300 block of Irma Ave. The juvenile’s statement connected him to the stolen cars. On May 25th, 2005 at 1800 hours officers responded to the Target Store located at 11450 San Pablo Ave on report of a shoplifter in custody. They arrived to find Sheridan Smith, a 31 year old Oakland resident being detained for theft. Smith had been walking with a cane and the officer discovered the cane came apart exposing a long blade, making it a cane sword, which is a felony to possess. Smith was determined to be on parole and have a history of previous thefts. Smith was booked on felony charges of theft with priors, possession of a deadly weapon and a parole hold. On May 28th, 2005 at 0445 hours officers responded to the area of San Pablo Ave and Cutting Blvd. on report of a disturbance. Officers contacted Trieu Nguyen, a 37 year old Danville resident at the location. It was determined that Nguyen had been having an argument with his girlfriend. It was found that Nguyen had a no bail probation violation warrant for his arrest. After he was in custody he was also found to have a small amount of methamphetamine, syringes, and a glass pipe for smoking the methamphetamine. Pm May 27th, 2005 at 1942 hours an officer made an enforcement stop on a car at Knott Ave and San Pablo Ave. for registration violations. The driver of the car Jennifer Greer, a 34 year old San Pablo resident was found to be driving on a suspended license and to be in possession of a glass pipe used to smoke methamphetamine. The passenger in the car, Dorothy Romero, a 24 year old San Pablo resident was arrested for possession of a controlled substance and possession of drug paraphernalia. Both Romero and Greer were booked and released on their charges. The case will be forwarded to the District Attorney’s office for review. On May 25th, 2005 at 1957 hours officers responded to the Creekside Park located at 3400 Santa Clara Ave. on report of juveniles lighting trash on fire. A witness living nearby the park stated that three juveniles had been in the park and one had been lighting the trash on fire. The three juveniles were located several blocks away and positively identified. The three juveniles were aged 15 and 16 and all lived in Richmond. One of the juveniles took responsibility for lighting the fire. The fire caused an estimated $800 to a plastic slide in the park. The juveniles were booked on charges of arson and released to their parents. The case will be forwarded to Juvenile Probation for disposition. On May 25th, 2005 at 1925 hours, detectives participating in an county wide task force targeting stolen cars were notified by an off-duty Berkeley officer of the location of a suspect in an Oakland carjacking. The carjacking had occurred in Oakland on May 24th with a named suspect of Brett Walker. The detectives located the described suspect walking away from the parked stolen vehicle. Brett Walker, a 38 year old Homeless man was taken into custody without incident. The vehicle had several bullet holes in the side. A .45 caliber bullet was located in the front passenger door. It is unknown where or when the bullets were fired at the car. Walker was transported to the county jail. The case has been forwarded to the Oakland Police department for filing in Alameda County. On May 25th, 2005 at 1619 hours an El Cerrito Police Motorcycle officer made a traffic enforcement stop on a vehicle for failure to make a required turn. The vehicle yielded on the freeway at the Solano Ave Exit of Eastbound I-80. The officer made contact with the driver and explained the reason for the stop and obtained the driver’s license and registration information. While the officer began writing a citation, the driver, identified as Charles Patterson, a 55 year old Rio Vista Male, drove his vehicle forward about 25 feet and stopped. He then put the car in reverse and accelerated backwards at the officer and his motorcycle. The car accelerated so quickly the tires lost traction. Patterson stopped short of striking the Police motorcycle and the Officer by about 4 feet. The driver then drove forward again and stopped, partially exited the car and told the officer to shoot him several times. The officer called for backup and Patterson was taken into custody without further incident. Patterson was booked on charges of assault with a deadly weapon on an officer and was transported to the county jail. Charges will be sought through the District Attorney’s office. On May 24th, 2005 at 1345 hours officers responded to the Target Store located at 11450 San Pablo Ave on report of a shoplifter in custody. Marvin Tolefree, a 53 year old San Francisco resident, was arrested by store loss prevention officers after he selected several watches and vitamins and left the store without paying for the items. During the booking process it was discovered that Tolefree had prior convictions for theft. He was charged with theft with priors and transported to the county jail in Martinez. On May 23rd, 2005 at 1740 hours officers responded to a forgery in progress at the Atlas Liquors store located at 11382 San Pablo Ave. Upon their arrival the officers contacted the suspect, Tracy Lynn Pitts, a 36 year old Richmond female, at the counter of the business. When confronted, she stated that she had presented a false ID. She stated that she was cashing the fraudulent checks for a person that was giving her drugs for cashing the checks. The store had previously cashed a similar fraudulent check for Pitts on May 14th that had been returned by the bank. Pitts was booked on charges of Forgery and transported to the county jail. On May 19th, 2005 at 1130 hours officers responded to the 600 block of Albemarle St. on report of a disturbance. Upon the officer’s arrival and investigation, Joshua Ono, a 24 year old El Cerrito resident was taken into custody for an assault.

On May 18th, 2005 at 0204 hours, officers responded to the 7500 block of Leviston Ave on report of an ex-boyfriend being noisy in front of the house and that he was taking items from the garage. The officers located the Ex-boyfriend, Richard Applegate, a 36 year old male at his residence in the 6800 block of Manila Ave. While checking the property that Applegate had taken from his girl friend’s garage to ensure that he did not have any of her property the officers located a small amount of Methamphetamine and Marijuana. Applegate and the driver of the truck used to take the property from the house, Charles Roney, a 36 year old Richmond resident were arrested for possession of a controlled substance and possession of marijuana for sales. Both were released on citations. The case will be forwarded to the District Attorney’s office for review and prosecution. On May 17th at 2110 hours officers responded to the Albertson’s store at 1000 El Cerrito Plaza on report of a theft. When officers arrived they learned that Tito Dawkins, a 32 year old homeless man had selected over $600 worth of over the counter medications and gone to the walk-in freezer to secret them in his backpack. When confronted by a store employee Dawkins had threatened the employee. The employee responded by closing the freezer and blocking the door with a heavy object to contain Dawkins for the police. A forklift had to be used to move the box from in front of the door. Dawkins was removed from the freezer and taken into custody. Dawkins was arrested on a charge of burglary and transported to the county jail. The case will be forwarded to the District Attorney’s office for prosecution. On May 17th, 2005 at 1647 hours officers responded to the Bank of America located at 10422 San Pablo Ave on report of a Forgery in progress. Anthony Burks, a 37 year old Richmond male had presented a stolen, forged check in order to cash the check. The teller learned that the check had been reported stolen and called the police.

On May 17th, 2005 at 1000 hours officers responded to the Mechanics Bank located at 9996 San Pablo Ave on report of a Forgery that had just occurred at the drive-up window. Three occupants of the car had attempted to cash a stolen check. Bank Employees recognized the female in the car from flyers about previous forgeries at various branches of the bank. One employee recalled the license plate of the car. Detectives researched the information and determined that the owner of the car lived nearby the police department and located the car parked nearby. The car was stopped a short time later as it left the residence. The driver, McKinley Johnigan, a 51 year old Hercules resident was arrested for investigation of the forgery. Officers made contact at the owner’s residence and took Michael Walker, a 43 year old Richmond resident and Stephanie Robertson, a 41 year old Richmond resident into custody for forgery.
The check in question was being reported stolen to the bank by the victim at the time of the attempt to cash it. The check had apparently been stolen from a motel room in Richmond. Walker, Johnigan and Robertson were all transported to the county jail. Charges will be sought through the District Attorney’s office. On May 16th, 2005 at 1915 hours officers responded to the area of the BART Path and Manila Ave on report of an assault with a deadly weapon. Three juveniles had laid in wait for bicyclists to drive by in order to push them off the bicycles to steal the bicycles. After several failed attempts the juveniles pushed a shopping cart into the victim, causing him to fall off the bicycle. He was able to retain his bicycle and ride off. While he was making the report at the El Cerrito Police Department another incident was reported. Officers located a second victim that had been pushed off his bicycle and had his bicycle stolen by the group of three juveniles. An officer detained a juvenile at San Pablo Ave and Wall St that was determined to be involved in the robbery and assault. He volunteered to show where the other suspect with the stolen bicycle lived. The second suspect was contacted at home and he led officers to the stolen bicycle. The two juveniles arrested for robbery and assault with a deadly weapon were from Richmond and were transported to Juvenile Hall. The third suspect remains at large. On May 15th, 2005 at 2045 hours officers responded to the American Home Furnishings store located at 11425 San Pablo Ave on report of an Arson. The El Cerrito Fire Department extinguished a fire to the rear of the store that had been started in several pieces of furniture. The fire had burned furniture both inside and outside of a storage container at the rear of the store. The damage to the property is estimated at $15,000. Several witnesses to the start of the fire chased two of five juveniles that had been seen jumping from the container onto discarded mattresses. One of the juveniles had been seen starting the fire. The two juveniles were detained by the witnesses and placed under arrest by El Cerrito officers. The two brothers, aged 15 and 17 live in Richmond. They identified a third juvenile that had been present at the rear of the furniture store video taping the activities. The fourth and fifth juveniles were only identified by first name. Follow up by detectives located the video tape mentioned by the brothers. Review of the tape shows the start of the fire at the furniture store, another small fire in Richmond and graffiti tagging activities of the juveniles. On May15th, 2005 at 1735 hours officers responded to the Portola Middle School on report of juveniles spray painting on a wall. Upon the arrival of the officers, several juveniles fled on foot and bicycles. The juveniles were two Richmond residents and an El Cerrito resident, all aged 15 attending El Cerrito or Kennedy High schools. The three admitted to painting and marking the school. The damage is estimated at $5,000. The three had been at the El Cerrito High School “free Graffiti day” scheduled by the school due to the impending razing of the El Cerrito High School. When the event was ended only a half hour after they arrived, the three decided to continue their tagging activities at the nearby Portola Middle School. The three were released to their parents. The case will be forwarded to the Juvenile Probation department for disposition. On May 13th, 2005 at 1815 hours officers responded to the Albany Bowl and discovered that a 16 year old Juvenile from San Pablo had stolen a bicycle from the front of the Barnes and Noble store in the El Cerrito Plaza. The victim and a friend had then chased the suspect into Albany and recovered the bicycle. The suspect had gotten away. The suspect later called with his mother and arranged to turn himself in the El Cerrito Police. He was booked on a charge of Grand Theft and released to his mother. On May 11th, 2005 at 1300 hours an officer stopped a vehicle for a vehicle code violation at Potrero Ave and South 55th St. and discovered that the car had been reported stolen to the BART Police on May 3rd. The driver, Celisse Allen a 21 year old Antioch resident, the passengers, Aaron Newsome, a 19 year old Richmond resident, and Devondre Payton, a 19 year old Richmond resident were arrested for possession of a stolen vehicle. The three were booked and were released pending further investigation into the circumstances of the crime. On May 11th, 2005 at 0355 hours officers were sent to the Car lot at 10125 San Pablo Ave on report of suspicious persons trying to break into cars on the lot. When officers arrived one person was seen walking out from the lot, while two more were located on the dead end of Avila Ave. The two on Avila Ave were seen placing items into the car and as the officer came closer they tried to open the hood of the car, stating they were having car trouble. Investigation led the officer to find lug nuts and a tire iron in the back seat of their car. A check of the car lot found a Cadillac Escalade with its lug nuts missing on one of its mag wheels. There was a car jack under the adjacent vehicle. The suspect car contained several other car jacks and bricks. The two suspects at the suspect car were arrested for attempted grand theft of the wheels on the Escalade. They were identified as: Kayvan Komarizadeh, a 20 year old El Sobrante resident and Frank Calloway, a 26 year old El Sobrante resident. The third person seen leaving the car lot was not located. Both suspects were booked for attempted grand theft and sent to the county jail. Charges will be sought through the District Attorney’s office. On May 9th, 2005 at 0200 hours an officer contacted David Scott Smith to the rear of the businesses located at San Pablo Ave and Conlon Ave. Smith was very agitated and was determined to be under the influence of crack cocaine. Smith is a 20 year old San Pablo resident. Smith was found to have crack cocaine on his person after his arrest. After booking he was released pending lab test on the crack cocaine. On May 8th, 2005 at 0215 hours, officers responded to the apartment complex at 11740 San Pablo Ave on report of a disturbance. Upon their arrival they determined that Eddie Addison Jr, a 40 year old El Cerrito resident had been involved in a physical altercation with someone at the apartment complex. He was placed under arrest and it was determined that he was on parole. He was transported to the county jail on a parole hold. On May 7th, 2005 at 2020 hours, an officer stopped a vehicle for vehicle code violations at San Diego St. and Yosemite Ave. Investigation led to the arrest of the driver, Antonio James Davis, a 42 year old Antioch resident for driving on a suspended driver’s license and being under the influence of a controlled substance. The two passengers, Melissa Ruth Block, a 36 year old Berkeley resident, and Karie Lee Gill, a 48 year old Antioch resident were also arrested on charges of being under the influence of a controlled substance and possession of drug paraphernalia. Block also had a small amount of methamphetamine in her possession. After booking, all three were released on citations. On May 6th, 2005 at 2350 hours an officer stopped a vehicle for vehicle code violations at San Pablo Ave and Knott Ave. The driver, Theresa Flores, a 32 year old San Francisco resident, was arrested after she gave a false name and was found to be driving on a suspended license. The passenger, Lance Jamison, a 34 year old San Francisco resident was subsequently arrested after it was determined that he had a small quantity of methamphetamine on his person. ON Thursday May 5th, 2005 at 1256 hours an alert neighbor called to report a suspicious van parked outside a house on Glen Mawr with someone going into the back yard. The license plate of the van was given and it had been reported stolen earlier in the day to the San Pablo Police department. Officers responded to the area and an officer saw the van leaving the area. The suspects realized the police were behind them and they stopped the van and fled on foot into the parking structure of the Del Norte BART station. Both suspects were taken into custody. Property found in the van was determined to have come from two undiscovered residential burglaries that had occurred in the 6600 block of Hagen Blvd and the 2500 block of Tulare Ave. within hours before the suspects were arrested. After returning the property to the owners of the two homes that had been identified as being burglarized, there are still several items that remain in police custody that are believed to have come from an as yet reported burglary in the area. The suspects arrested were identified as Dominic Thompson, a 20 year old male from Pinole and Victor Campbell, a 18 year old male from Rodeo. Both were transported to the county jail in Martinez. On May 3rd, 2005 at 1142 hours an officer located a mans lying on the sidewalk in front of the El Cerrito Post Office in the 11100 block of San Pablo Ave. The man was severely intoxicated. He was identified as Joe Clayton, a 62 year old Berkeley resident. It was discovered that Clayton is a sex registrant (290 PC) and he was out of compliance with his registration requirement. On Monday May 2nd, 2005 at 2240 hours officers responded to a residence in the 400 block of Norvell St. on report of a man that had forced his way into the house. Officers located Jaime Rodriquez a 57 year old San Pablo resident hiding in a kitchen cabinet upon their arrival. He was arrested on an outstanding warrant, stalking and terrorist threats charges. On Sunday, May 1st, 2005 at 0400 hours an officer stopped a 1991 Nissan Sentra for driving without the lights on. The car was stopped at Cutting Blvd and South 50th. The officer determined that the vehicle was started with a pair of scissors and that the car had been stolen in Fairfield earlier in the night. The four juvenile occupants of the car were aged 12 to 15 and were all from Fairfield. They were arrested for motor vehicle theft and released to their parents.
