Report no.05-15026

On Wednesday, August 31st, 2005 at 1320 hours an officer located a stolen vehicle being driven in the area of the El Cerrito High School. The vehicle was followed awaiting additional units until the car began to flee. The driver fled the vehicle when he abandoned the car in the 1200 block of Liberty St. The driver jumped fences and fled on foot through the DMV parking lot where other officers began a foot chase. The driver was taken into custody at San Pablo Ave and Wenk, across the street from the El Cerrito City Hall. The driver of the stolen car was identified as a 15 year old Richmond male. He was transported to the juvenile hall.

Report no.05-14967, 05-16113, 05-16115 and 05-17721

Between Tuesday, August 30, 2005, to Sunday, October 14, 2005, El Cerrito Police Officers and Detectives worked a series of forgeries at four El Cerrito businesses, to include the Safeway store at 10636 San Pablo Avenue, the Dress Barn at 460 El Cerrito Plaza, Barnes and Noble at 6050 El Cerrito Plaza and Walgreen’s at 11565 San Pablo Avenue. Harold Brown, a 54 San Francisco resident was identified as the suspect that was involved in each case. An arrest warrant was obtained for Brown and he was taken into custody on January 27, 2006. Brown was booked and then sent to the county jail.

On Sunday August 30th, 2005 at 1253 hours officers responded to the Target store on report of a shop lifter in custody. Dominique Hawkins a 38 year old female from San Pablo was placed under arrest after it was determined that she had selected several DVD’s and concealed them in her purse and left the store after paying for other small items. It was determined that Hawkins had a previous arrest history of theft . She was transported to the County Jail. Charges are being sought through the District Attorney’s office.

On Sunday August 28th, 2005 at 1545 hours an officer made a traffic enforcement stop at Carlston St and Humboldt Ave. The driver, Michael Wayne Helms, a 42 year old San Pablo resident was determined to be on parole for manufacturing drugs. A search of his person found a small amount of Heroin. Helms was arrested for possession of a controlled substance and transported to the county jail. Charges will be sought through the District Attorney’s office.

On Sunday August 28th, 2005 at 1505 hours officers responded to the Copeland’s Store at 300 El Cerrito Plaza on report of a shoplifter in custody. Ray Anthony Matthews, a 38 year old Oakland resident was arrested for petty theft after it was determined that he had left the store with $389 worth of merchandise that he had not paid for. It was discovered that he had several previous convictions for theft. He was booked into the county jail. Charges are being sought through the District Attorney’s office.

On Saturday August 27, 2005 at 1400 hours officers responded to the Bank of America located at 10422 San Pablo Ave on report of an in progress forgery. Upon the arrival the officers found the suspect locked in the bank due to the early closing hours. The suspect had presented a counterfeit check and attempted to cash it. An alert teller noticed the difference between the real checks and the counterfeit check and called the police. The suspect, Seth Robinson, a 43 year old Oakland man was arrested and charged with the forgery of the check. Robinson was transported to the county jail.

Report no.05-14623

On August 25th, 2005 Officers responded to the El Cerrito High School on a delayed report of a student being shot with a pellet gun in the head on August 23rd, 2005. After speaking with several witness students two other El Cerrito students, both 16 year old Richmond residents were detained for the incident. Both students were transported to the Juvenile Hall.

During the lunch hour, one of the suspects had removed a pellet gun and fired one round from the air powered pellet gun, striking a 15 year old student in the back of the head. The metal pellet had to be removed surgically from the student’s head.

On Tuesday, August 23, 2005 officers responded to the OSH hardware store at 1751 Eastshore Blvd on report of embezzlement. On Sunday, August 21st, 2005 loss prevention investigators for the OSH store conducted an undercover integrity test of an employee after they had received information he was selling items out the back door for cash. George Whitehead, a 39 year old Oakland male was arrested and booked for embezzlement of over $3400 worth of merchandise he had sold out the back door. He was released pending further investigation in this case. The case will be forwarded to the District Attorney for review upon completion of the investigation.

Report no.05-14455

On Monday, August 22nd, 2005 at 1520 hours officers responded to the Safeway store located at 10650 San Pablo Ave. on report of a theft of meat that had just occurred. The suspect had selected over $225 worth of meat and pushed the cart full of meat out of the store without paying. He was seen pushing the cart in the block south of the store. When he saw officers arriving he abandoned the cart and continued walking south. He was detained and later identified by witnesses as the thief. The suspect was identified as Lawrence James Bishop Jr. a 56 year old Oakland male. During the booking process he was found to have numerous prior convictions for theft. He was booked for theft with priors and transported the county jail.

On Sunday, August 21st, 2005 at 2250 hours officers responded to an apartment in the 900 block of Liberty Street on report of a disturbance. After an investigation, Henry Dubon a 33 year old El Cerrito Male was arrested for an assault. He was booked and transported to the county jail.

On Sunday August 21st, 2005 at 1950 hours officers responded to the Marshalls store located at 10794 San Pablo Ave on report of two shoplifters in custody. Samantha Nichelle Powell, a 33 year old San Francisco female and Kimberly Ann White, a 37 year old San Pablo female were both arrested after they stole $130 worth of clothing from the store. White, was booked on misdemeanor charges of petty theft and released on a citation. Powell’s records showed several previous convictions for theft and she was sent to the county jail on felony charges of theft with priors.

On Sunday August 21st, 2005 at 1820 hours officers responded to the Target Store at 11450 San Pablo Ave on report of a shoplifter in custody. James Buck Williams, a 57 year old Richmond man was arrested for stealing a $42 bottle of cologne. During the booking process he was found to have numerous prior convictions for theft and was transported to the county jail on the felony charge of theft with priors. This case will be forwarded to the District Attorney’s office for review.

On Sunday, August 21, 2005 at 0327 hours officers responded to the Nation’s Restaurant located at 6060 Central Ave. on report of a fight in the parking lot. As they responded they received further information that there had been shots fired. Upon the Officers arrival they located one man down in the parking lot. He expired at the scene. The victim was identified by family members as Waleed Elahi a 32 year old Vallejo resident. The investigation is continuing at this time. On Saturday, August 20th, 2005 at 0920 hours an officer arrested Bruce Wayne Hill a 50 year old Richmond resident outside his home at 5300 Sacramento St in Richmond on an outstanding warrant for his arrest. The warrant was for possession for sales of a controlled substance stemming from an El Cerrito Police arrest from May of 2005. Hill was booked and transported to the county jail in Martinez.

On Saturday August 20th, 2005 at 0320 hours an officer made a traffic enforcement stop on a vehicle for failing to stop at the stop sign located at Arlington Blvd. and Barrett Ave. The driver, a 17 year old Richmond female, was found to be driving outside the limitations of her license. A smell of Marijuana emanated from the car. A search of the vehicle located a driver’s license and a check belonging to a victim from Mojave, California. The juvenile was booked on charges of possession of stolen property and released into the custody of her parent.

On Wednesday, August 17th, 2005 at 1330 hours officers responded to the 6400 block of Conlon Ave. on report of a burglary that had just occurred. A neighbor had seen three black male leaving his neighbors house when she was known to be out of town. The three left in a car which was stopped a block way. The three were identified by the witness as the ones he had seen exiting the house.

The three had kicked din a side door of the residence and taken jewelry, a computer, and stereo equipment.

The suspects, Gregory De Jon Hall, a 23 year old American Canyon male, Shaka Hasan Timmons, a 27 year old Oakland male and a 17 year old juvenile male from American Canyon were arrested and charged with residential burglary. The two adults were transported to the county jail and the juvenile was transported to the juvenile hall.

On August 14th, 2005 an officer took a report of an incident involving a suspect ramming the rear of another car and taking pictures of the victims and their vehicle that had taken place on the evening of August 11th. An officer conducting follow up on the case developed information regarding the identity of the suspect and made contact with the suspect. On August 15th, 2005 Jorge Alfredo Aguirre, a 45 year old Richmond resident was arrested for Assault with a Deadly Weapon. He was transported to the county jail.

On August 10th, 2005 at 0105 hours an officer conducted an enforcement stop on a Toyota Camry after learning it was reported stolen out of Berkeley several weeks earlier. The Driver, Tony Alston, a 40 year old San Pablo resident and parolee was arrested for possession of a stolen vehicle and possession of a controlled substance. Alston was found to have loaded hypodermic syringes on his person containing heroin. He was booked and transported to the county jail. His passenger was released.

On August 9th, 2005 at 1840 hours am officer observed a suspicious person enter and quickly leave the Long’s Store in the El Cerrito Plaza. Officers stopped the man several blocks away at Yosemite Ave and Central Ave for traffic violations. During the stop the man was found to be in possession of property stolen in an Albany theft from a car. Antonio Silveyra, a 41 year old Transient was booked on charges of possession of stolen property and transported to the county jail.

Report no.05-13582

On August 8, 2005 at approximately 0818 hours, the El Cerrito Police Department responded to the intersection of Moeser Lane and Shevlin Drive on the report of a non-injury traffic collision involving a big rig truck with dual trailers.

Ray A. Mason, a 51 years old resident of Oakland, was operating the truck loaded with asphalt. He was proceeding westbound on Moeser Lane from Arlington Boulevard. Mason advised investigating officers that the truck experienced brake failure as he approached Shevlin Drive. The truck and trailers left the roadway, collided with a street sign and came to rest in a vacant lot on the northwest corner of Moeser Lane/Shevlin Drive.

The truck, owned by Williams Trucking, out of Oakland, was towed to a local storage yard while a commercial vehicle inspection is conducted on the truck and trailers.

This traffic collision is still under investigation by the El Cerrito Police Department.

The use of Moeser Lane between Arlington Boulevard and Navellier Street by vehicles having a gross weight in excess of eight tons is prohibited. Additional signage was added to Arlington Blvd and especially Moeser Lane as a result of the accident that occurred on August 26, 2003.

On August 4th, 2005 at 0045 hours officers conducted a traffic enforcement stop on a vehicle at Elm St. and Manor Circle. An officer noticed an open container of alcohol at the feet of the passenger, Joyce Minnifield, a 41 year old Richmond resident. She was found to have several rocks of cocaine on her person. She was arrested and released on a citation for drug possession charges.

On August 3rd, 2005 detectives conducted a probation search at 1180 Joel Ct in San Pablo and arrested Awamara LaCour 09/24/70 for possession of stolen property, check manufacturing and other fraud related evidence. She was interviewed and transported to county jail.
