On Friday, December 30th, 2005 at 1815 hours officers responded to the Target store located at 11450 San Pablo Ave on report of a shoplifter in custody. John Henry Bedford a 42 year old Oakland resident had been arrested by the store’s loss prevention for stealing three watches valued at a total of $60. During the booking process it was determined that Bedford had an outstanding warrant for his arrest from the Department of Corrections due to a Parole violation. He was transported to the county jail on charges of theft with priors and a Parole hold.

Report no.05-22210

On Thursday, December 29th, 2005 at 1930 hours officers responded to Atlas Liquors, located at 11382 San Pablo Ave. on report of a forgery. The officers learned that the suspect in the store, Kanika Riviore, a 24 year old black female from Pinole was trying to cash a payroll check from the US Postal Service. Riviore had previously cashed a USPS payroll check on November 18th, 2005 that had been returned as a stop payment. During the investigation Riviore admitted to having reported the payroll check stolen so she could be re-issued another pay check.

Riviore was arrested for grand theft and booked into the county jail.

On Saturday, December 24th, 2005 at 1940 hours an officer conducted a traffic enforcement stop on a vehicle at San Pablo Ave and Eastshore Blvd. The driver, Benjamin Edmon a 20 year old Oakland resident was found to be in possession of both crack cocaine and ecstasy. He was booked on possession of controlled substances and released on his promise to appear.

ON Saturday, December 24th, 2005 at 1420 hours officers responded to the Target store located at 11450 San Pablo Ave on report that someone had passed a counterfeit travelers check in an attempt to purchase items. The suspect had left the store but employees had obtained a vehicle description. An officer located the car leaving the area and stopped the vehicle. One of the occupants was identified as the person passing the counterfeit traveler’s check for $100. Dedra Gary,a 48 year old Richmond resident was arrested and booked on charges of passing a counterfeit check. She was transported to the county jail. The case will be reviewed by the District Attorney’s office for prosecution.

On Tuesday, December 20, 2005, at 2037 hours officers responded to the Target store at 11450 San Pablo Avenue regarding an Embezzlement investigation. Officers determined that a store employee, 19 year old Richmond resident Rickey Westmoreland had failed to charge two friends for store merchandise. One of the friends, 20 year old Richmond resident Beverly Simmons was arrested at the scene. The other friend was identified as 19 year old San Pablo resident Delphine Martin. Westmoreland and Simmons were arrested, booked and cited. A warrant was sought for Martin.

On Sunday, December 18th, 2005 at 1945 hours, officers received a tip that Robert Allen Muela of El Cerrito was hiding in a house in the 1800 block of Liberty St. The officers arrived and made contact with the occupants of the home and learned that Muela was in fact in a back room. Muela was arrested on an outstanding probation violation warrant. He was also found to be in possession of a modified/manufactured knife in violation of 12020 PC- Possession of a Prohibited Weapon. Muela was booked and transported to the county jail. Charges will be sought through the District Attorney’s office.

On Sunday, December 18, 2005, at 1645 hours officers were dispatched to a forgery in progress at Atlas Liquors, 11382 San Pablo Avenue. Officers arrived on the scene and arrested Dayan Williams for attempting to cash a forged check. Williams was also found to be in possession of stolen mail and checks from over 150 other victims. Williams was booked forgery, possession of stolen property and burglary. Williams was sent to the county jail.

On 12-18-2005 at approximately 1340 hours Officer Brosas advised dispatch of a routine traffic enforcement stop on a 1997 Saturn at San Pablo Ave. and Hill St. Dispatch advised that the license number returned to a stolen vehicle out of Antioch before the stop was made. Officer Brosas followed the vehicle until other officers were in the area. A stop was made on the vehicle and the driver Gamariel Posadas 24 years old from Brentwood was arrested. Posadas was taken to the El Cerrito Police Department for booking. After booking Posadas was transported to the Martinez Detention Facility for possession of a stolen vehicle.

On Wednesday, December 14th 2005 at 1600 hours at San Pablo Ave and Cutting Blvd. an officer located a stolen car driving by. The 1993 Ford Festiva was followed onto the freeway and stopped near Hilltop Dr. The car had been reported stolen on November 20th to the Berkeley Police. The passenger, Michael Bonbright, a 45 year old San Pablo male was arrested for an outstanding misdemeanor warrant for theft. Driver Ronald Phelps a 46 year old male from San Pablo was arrested without incident for vehicle theft. Both men were transported to the county jail.

On Wednesday, December 14th, 2005 at 1440 hours officers responded to 11375 San Pablo Ave. on report of a man threatening to shoot another. The officers arrived to find that the suspect had left the scene, but was known to the reporting party. The suspect, Jodie Daniels, a 24 year old Black male from El Cerrito was found at the intersection of Cutting Blvd and San Pablo Ave. and taken into custody for making terrorist threats. Daniels had threatened to shoot a shop owner that had a restraining order against him. Daniels was booked on a charge of Terrorist Threats and Parole violation and transported to the county jail.

On Tuesday, December 13, 2005, at 2033 hours officers were dispatched to the Target store at 11450 San Pablo Avenue regarding a shoplifter in custody. Officers determined that a 14 year old Richmond resident entered the store with the intent to steal Compact Discs and a Compact Disc player. The juvenile was booked for burglary and then released to his guardian.

Report no.05-21202

On Sunday, December 11th, 2005 Officers responded to the Target store located at 11450 San Pablo Avenue on report of a victim of a battery that had occurred nearby on San Pablo Ave near Potrero Ave. The victim, an 18 year old Hispanic male from Castro Valley had been approached on foot by a group of 4 or 5 black males. One in the group asked him for a dollar and then hit him in the face with one punch. He then began laughing and allowed the victim to walk away.

The victim sustained a fractured jaw that had to be wired shut.

On December 28th, 2005 School Resource Officer Albrandt saw a group walking in the area and recognized one in the group as a person known to this investigation. When the group was stopped, a 16 year old Richmond resident was identified as the suspect and arrested. The juvenile subsequently gave a statement stating he had succumbed to peer pressure and had punched him because the victim looked like someone they had seen riding the suspects bicycle and had pressured him to do something about it. The juvenile was booked into the juvenile hall on one count of assault with a deadly weapon.

On 12-11-2005 at approximately 1300 hours Officer Brosas conducted a walking stop on a suspicious person in the 1500 block of Richmond St. During Officer Brosas’ investigation he found that the person was in possession of stolen property and had provided false identification. The subject was arrested and transported to the El Cerrito Police Department for booking. It was determined that the subject’s true name was Roberto Cortez 34 years old from Richmond. He was transported to the Martinez Detention Facility on the charge of possession of stolen property.

On 12-11-2005 at approximately 0250 hours Officer Zink conducted a traffic enforcement stop in the 10100 block of San Pablo Ave. During the stop the driver was identified as Nathan Williams 21 years old from Richmond and the passenger as Michael Gulley 20 years old from Richmond. During Officer Zink’s investigation both Williams and Gulley were arrested for the possession of marijuana for sales. Both were taken to the El Cerrito Police Department for booking. After booking they were transported to the Martinez Detention Facility.

On 12-10-2005 at approximately 2100 hours Officer Jacala was dispatched to the Target store in the 11400 block of San Pablo Ave for a female attempting to purchase items with false identification and counterfeit checks. Officer Jacala detained Keshonda Deon Perkins 19 years old of Oakland. She was taken to the El Cerrito Police Department for booking. Perkins was transported to the Martinez Detention Facility on the charges of forgery and possession of false/altered identification.

On 12-10-2005 at approximately 1330 hrs. Officer Brosas responded to the Marshall’s store in the 10700 block of San Pablo Ave. on the report of an adult male, identified as Arthur Lavelle Brooks 37 years old of Oakland, for shoplifting. Officer Brosas took custody of Brooks and transported him to the El Cerrito Police Department for booking. Brooks was then transported to the Martinez Detention Facility on the charge of theft with priors.

On Wednesday, December 7, 2005, at 2359 hours officers were dispatched to an automobile burglary in the 6500 block of Moeser Lane. Officers conducted an investigation and identified 30 year old Richmond resident, Derrick Booker as the suspect. A Ramey Warrant was obtained for Booker and he was arrested by El Cerrito Detectives on April 6, 2006. Booker was booked for burglary and then sent to county jail.

Report no.05-20936

On 12-07-20050, an El Cerrito patrol officer conducted a traffic enforcement stop of vehicle near the intersection of San Pablo Avenue and Wall Avenue. During the traffic stop, the officer discovered that the driver Michael Comia had a no bail warrant and was a sex offender that was not registered as required. Comia was subsequently booked into the Martinez Detention Facility for the warrant and for failing to register as a sex offender.

On 12-04-2005, El Cerrito patrol officers conducted a battery investigation that occurred earlier in the day in the 6500 block of Gladys Avenue. During the course of the investigation ECPD Officers arrested Ramon Dimaranan for felony battery.

On 12-3-05 at approximately 0100 hours Officer Jacala observed a female entering a vehicle in the 1100 block of Richmond Street. After entering the vehicle the female was seen rummaging through the interior. Officer Jacala contacted the female who was identified as Jessica Gordon 20yrs old of Rodeo. During the investigation it was determined the vehicle did not belong to Gordon and she was arrested for petty theft and tampering with a vehicle. After booking she was transported to the Martinez Detention Facility for theft with priors.

Report no.05-20164

On Thursday, December 29th, 2005 Bridgett Whitelaw, a 37 year old black female from El Sobrante turned herself in to the El Cerrito detectives due to a warrant for her arrest on this case. On November 11th, 2005 Whitelaw had passed a counterfeit check at the California Check Cashing Store located at 10394 San Pablo Avenue for an amount over $700. The investigation led to identifying Whitelaw and an arrest warrant was issued for her arrest. Detectives attempted to arrest Whitelaw at her home earlier in the day but she was not home. She was booked on charges of burglary and passing a counterfeit check and transported to the county jail.

The case will be reviewed by the District Attorney’s office.

On Friday, December 23rd, 2005 the El Cerrito Police Department was notified that Peter Lam Jordan, a 33 year old Oakland resident had been arrested on a warrant put out by the El Cerrito Police on November 14th, 2005. This case stemmed from a report taken in early November regarding the October 19th, 2005 sales of two turntables to the Guitar Center in El Cerrito at 10300 San Pablo Ave. Jordan had sold two turntables the same day they had been stolen from a car in Oakland. The owner of the turntables had come to replace the ones stolen in the car burglary and found his own turntables. He provided proof of ownership and was able to retrieve the turntables. Jordan was picked up and interviewed by the detectives and was sent to the county jail on a charge of possession of stolen property.

Report no.05-14244

On Wednesday, December 27th, 2006 the suspect from a forgery case that began on August 18th, 2005 was arrested on a warrant that detectives had obtained in this case. Jeffrey Scaggs, a 47 year old San Francisco male was picked up from State Prison-Solano on the warrant from this case. Scaggs had presented a forged check and counterfeit license as identification. He had fled the bank without the check or ID when the teller became suspicious. Scaggs was identified when he was arrested in Placer County passing similar checks. He has been transported to the county jail. The case is being reviewed by the district attorney’s office.
