Report no.06-13444

On Saturday, July 29th, 2006 at 1200 hours an officer stopped a vehicle for failing to stop at a stop sign. The driver, Omari Chamar Chappell, a 21 year old Richmond male had been smoking marijuana and the officer conducted a search of the vehicle. The search discovered several baggies of marijuana, a large sum of money and a .45 automatic pistol in the trunk. Chappell was arrested for possession for sale so of the marijuana and for being felon in possession of a firearm. He was transported to the county jail.

On Thursday July 27th ,2006 at 1238 hours, officers were dispatched to the Bank of America located at 10422 San Pablo Ave. regarding a forgery in progress. Bank employees called and advised a male was inside the bank attempting to cash a fraudulent check. ECPD officers arrived on scene and detained the male, identified as Michael Dixon of Oakland. During the investigation, it was discovered the check was counterfeited.

Dixon was taken into custody without incident. After booking Dixon was cited and released.

Report no.06-13113

On Monday, July 24th, 2006 at 1423 hours officers responded to a residence in the 300 block of Behrens Ave. on report of suspicious activity. A neighbor had called after seeing a 16 year old knock on the front door and then go into the back yard and not return. As the first officer arrived, a 16 year old Richmond male was running out of the house with property from the house. He was taken into custody without incident. The juvenile had taken a Playstation game console, numerous games and jewelry. He had entered through an unlocked rear door.

The juvenile was one of two additional suspects being sought in connection with the arrest two weeks ago of Jonathan Jefferson. The juvenile assisted the investigation by pointing out several other homes that had been broken into. The juvenile was released to his parent pending charges being filed through the juvenile probation department.

On Sunday, July 23rd, 2006 at 0210 hours an officer conducted a traffic enforcement stop on a vehicle at Key Blvd. and Conlon Ave. The driver, David Avelar, a 39 year old El Cerrito resident was determined to be driving on a suspended driver’s license and on probation for drug possession. A search of the vehicle located 2 grams of methamphetamine. Avelar was arrested on charges of possession and transportation of methamphetamine. He was booked into county jail on those felony charges.

Report no.06-12821

On Thursday, July 20th, 2006 at 2110 hours officers responded to the area of Central Ave and Lexington Ave on report of a group of four juveniles pushing a motor scooter. Officers contacted the group at Central Ave and Carlson Blvd and learned that the motor scooter was not registered to any of the juveniles or their relatives. The officer took the group of four juveniles into custody on suspicion of motor vehicle theft. A short time later while processing the group at El Cerrito Police Department, it was learned that the owner of the scooter was trying to report the scooter stolen to the BART Police. The group of four juveniles ranged in ages from 13 to 15 and all lived in the Hartnett Apartments in Richmond. One of the four was questioned about a series of recent residential burglaries.

The group was booked on charges of Motor Vehicle Theft and Possession of Stolen Property. They were then released to family members pending review by the Juvenile Probation Department.

On Monday July 17th at 1858 hours, officers were dispatched to the Target store at 11450 San Pablo Avenue regarding a reported theft. Officers conducted an investigation and determined that 24 year old Richmond resident, Bertha Williams and an unidentified black male in his twenties entered Target with the intent to steal electronic equipment. The unidentified black male fled the store when confronted by security. Williams was arrested for burglary. Williams was transported to county jail.

On Monday, July 17th, 2006 at 0335 hours officers responded to the 1300 block of Liberty St on report of a disturbance. During the investigation officers determined that an assault and a false imprisonment had occurred. Smail Ouamrouche, a 33 year old El Cerrito male was arrested fro battery and false imprisonment. He was booked and transported to the county jail.

Report no.06-04717

On Wednesday, July 12th, 2006 at 1915 hours officers of the El Cerrito Police Department located and arrested Jonathan Jefferson, a 19 year old Richmond resident on an outstanding arrest warrant obtained by El Cerrito Detectives. Jefferson had been identified as a suspect in several residential burglaries by fingerprints. Several of the burglaries had been committed in mid March through May. The burglaries were primarily of apartment dwellings and targeted laptops and cash.

Upon his arrest, Jefferson cooperated with detectives and identified a total of 19 residences in El Cerrito, Albany and Richmond (mostly in El Cerrito) where he and accomplices had entered and stolen items. Detectives from the neighboring agencies were also notified. Unfortunately items having been stolen were immediately sold to others on the street and no property has been recovered at this time.

Several of the burglaries had not been reported to the police.

Charges have been filed with the District Attorney’s Office with additional charges to follow as the extensive investigation is completed.

On Monday, July 10, 2006, at 0028 hours officers were dispatched to an auto burglary in the 2300 block of Mono Avenue. The officers arrived and found that the suspect had fled on foot. A sergeant that was checking the area stopped a possible suspect. 46 year old San Pablo resident Marcus Graham was identified as the suspect during an in-field line-up. Property that was stolen from the burglary was recovered from Graham’s person. Graham was booked for burglary, possession of a drug pipe and a probation violation. Graham was sent to the county jail.

On Sunday, July 9, 2006, at 0050 hours an officer noted a suspicious vehicle parked in the 2500 block of Tassajara Avenue. The officer walked up to the vehicle and noted that someone was sleeping in it. The officer contacted the sleeper and determined that he was on parole. The officer searched the subject’s vehicle and found a loaded handgun. The officer arrested 28 year old Richmond resident, Shapalo Johnson. Johnson was booked for having a loaded and concealed handgun and for being a felon in possession of a firearm. Johnson was sent to county jail.

On Friday, July 7, 2006, at 2242 hours officers were dispatched to a disturbance at the Wienerschnitzel restaurant, located at 11101 San Pablo Avenue. The officers arrived and found that the disturbance involved a customer that claimed to be owed money from a canceled food order. The customer was irate and prior to the officers’ arrival, he had climbed through the takeout window and had attempted to open the cash register. The customer, 21 year old Richmond resident, Markeith Washington was arrested for burglary. Washington was booked for burglary and then sent to the county jail.

On Thursday, July 6, 2006, at 1325 hours an officer was dispatched to the Safeway store at 10636 San Pablo Avenue regarding a theft. The officer arrived on the scene and conducted an investigation. 45 year old Berkeley resident, Joanne Becknell was arrested for shoplifting. During booking it was determined that Becknell had an extensive history of theft with jail time severed. Based on the new information, the charges were upgraded to a felony, theft with priors. Becknell was transported to the county jail.

Report no.06-11764

On Wednesday, July 5, 2006, at 1708 hours an officer was dispatched to the Target store at 11450 San Pablo Avenue regarding an exchange fraud. The officer arrived and determined that 53 year old Concord resident, Pauline Hines had entered Target with a receipt for a piece of computer equipment. Hines went to the computer department and removed a like piece of equipment off of a shelf. Hines attempted to return the item for cash. Hines was denied the fraudulent return, so she just attempted to walk out of the store with the item. Hines was placed under arrest for burglary. Hines was booked for burglary and then sent to the county jail.

On July 5th, 2006 at 1415 hours officers responded to a disturbance in the 800 block of Lexington Ave. They contacted Anthony Brown, a 30 year old El Cerrito male and found that he was in violation of a restraining order by being in the area. He was arrested and transported to the county jail.

Report no.06-11668

On Tuesday, July 4, 2006, at 0008 hours an officer conducted a vehicle stop at San Pablo Avenue and Carlson Boulevard. The stop related to a California Vehicle Code violation. During the stop, the officer learned that the driver was currently on parole for narcotics sales. The officer conducted a parole search and located about one half ounce of base (rock) cocaine in the vehicle. 38 year old Richmond resident, Gilbert Monroe was arrested for possessing base cocaine for sales. Monroe was booked on the narcotics charge and a parole hold. Monroe was sent to the county jail.

On Sunday, July 2nd, 2006 at 1435 hours officers responded to the Target store located at 11450 San Pablo Ave. on report of a shoplifter in custody. Officers learned during their investigation that Howard Parker, a 55 year old Berkeley male had entered the store specifically to steal a CD player and thought he could outrun the security people. Parker was transported to county jail on charges of burglary.

On Saturday July 1st, 2006 at 0950 hours officers responded to the Target store located at 11450 San Pablo Ave on report of a shoplifter in custody. Frisco Amos, a 20 year old Richmond Male had entered the store to steal perfume. After selecting and hiding the perfume in his pants he purchase several other small items and left the store without paying for the perfume. Amos stated that he was going to sell the perfume in San Francisco. He was transported to the county jail on burglary charges.

Report no.06-11414

On Saturday, July 1, 2006, at 0204 hours officers were dispatched physical fight at the Nation’s restaurant located at 6060 Central Avenue. The officers arrived on the scene and found one half of the involved parties. While the officers conducted their investigation, Albany P.D. officers found the second half of the involved parties driving a vehicle through the El Cerrito Plaza shopping center. The Albany P.D. officers stopped the vehicle and detained its’ occupants. El Cerrito officers arrived at the Albany stop and arrested a 16 year old Oakland resident for possession of a deadly weapon. The juvenile was booked and then released to his parents.
