On Sunday, December 31st, 2006 at 2315 hours an officer made a traffic enforcement stop at cutting Blvd and I-80. The vehicle, a 1994 Ford Explorer was determined to be reported stolen in Oakland in October of 2006. The driver, Jose Olivas, a 35 year old Richmond male was arrested for motor vehicle theft and was found to be in possession of a small amount of methamphetamine and driving the vehicle under the influence of methamphetamine. The passenger, Marcela Hidalgo was found to be in possession of another woman’s checks and personal identification. Both were released pending further investigation.

On Sunday, December 31st, 2006 at 1820 hours an officer responded to the Target Store located at 11450 San Pablo Ave on report of shoplifter in custody. Store security had arrested Julio Monje, a 29 year old Richmond male for stealing $90 worth of merchandise. Monje was also found to have a small quantity of Methamphetamine in his possession. Monje was booked on charges of Theft, and possession of a controlled substance. He was released pending lab results on the methamphetamine.

On Saturday, December 30th, 2006 at 2250 hours an officer made a traffic enforcement stop on a vehicle at Liberty St and Manila Ave. The driver, Kangere Muthubi, a 34 year old El Cerrito male was arrested after he provided several different names. Muthubi had no license and was on probation. He was booked with a felony charge of false personation as the names he gave were of real people that could have been adversely affected by Muthubi’s use of their names. He was transported to the county jail.

On Friday, December 29th, 2006 at 0105 hours officers responded to the 6500 block of Waldo Ave on report of a disturbance. Officers contacted Wellington Smith, a 22year old El Cerrito male who became violent towards the officers during the investigation. Smith was taken into custody and booked on a charge of resisting arrest. He was transported to the county jail.

On Thursday, December 28th, 2006 at 2030 hours officers responded to the 1700 block of Lexington Ave on report of a disturbance. After an investigation, Alfred Lopez a 38 year old El Cerrito resident was arrested for a battery. He was transported to the county jail.

On Thursday, December 28th, 2006 at 1935 hours an officer was flagged down at San Pablo Ave and Potrero Ave on a robbery that had just occurred. The officer was able to detain the suspects in the parking lot at 11299 San Pablo Ave and conduct his investigation. The suspects, Christopher Barfield and Jared Ferguson, both 27 year old Richmond males had placed two male victims in their 20’s in headlocks and demanded money. The victim’s wallets were located in a nearby trash can. Barfield and Ferguson were transported to the county jail on robbery charges.

On Wednesday, December 27th, 2006 at 1550 hours an officer made a traffic enforcement stop on a 1995 Acura Legend at San Pablo Ave and Potrero Ave. The vehicle was not displaying a license plate and when the officer checked the VIN number he learned that the car had been reported stolen in Berkeley on December 6th. The driver, Nickolas North, a 28 year old Paradise, CA resident was arrested for motor vehicle theft. The passenger, a 40 year old Richmond resident was released. North was transported to the county jail.

UPDATE: On Friday, December 29th, 2006 detectives of the El Cerrito Police Department conducted a probation search of Boutte’s residence in Berkeley. Boutte was found to be in possession of a small quantity of crack cocaine and was taken into custody for being in possession of a controlled substance and violation of probation. He was transported to the county jail.

On Tuesday, December 26th, 2006 at 0940 hours officers responded to the Target store on report of a shoplifter in custody. Michael Boutte, a 42 year old Berkeley resident had failed to pay for items when he left the store. He was found to have numerous previous convictions for theft and was booked for theft with priors.

On Tuesday, December 26th, 2006 at 0940 hours officers responded to the Target store on report of a shoplifter in custody. Michael Boutte, a 42 year old Berkeley resident had failed to pay for items when he left the store. He was found to have numerous previous convictions for theft and was booked for theft with priors.

Report no.05-14244

On Wednesday, December 27th, 2006 the suspect from a forgery case that began on August 18th, 2005 was arrested on a warrant that detectives had obtained in this case. Jeffrey Scaggs, a 47 year old San Francisco male was picked up from State Prison-Solano on the warrant from this case. Scaggs had presented a forged check and counterfeit license as identification. He had fled the bank without the check or ID when the teller became suspicious. Scaggs was identified when he was arrested in Placer County passing similar checks. He has been transported to the county jail. The case is being reviewed by the district attorney’s office.

On Saturday, December 23rd, 2006 at 1730 hours officers responded to the area of San Pablo Ave and Moeser Lane on report of a hit and run collision. The officers learned that the suspect had rear ended another vehicle at that location and then continued on. Officers located the car at Stockton Ave and San Pablo Ave where a witness had taken the keys from the driver. Cheryl Beacham, a 35 year old Hercules resident was arrested for Hit and run with injury and Driving under the influence and causing injury. She was transported to the county jail. The injured party had only minor injuries from the collision.

On Friday, December 22nd, 2006 at 1610 hours officers responded to the Albertson’s store located at 1000 El Cerrito Plaza on report of a shoplifter in custody. John Ivey Jr., a 26 year old Albany male had been arrested by store personnel after he had taken a sandwich and a beverage without paying for them. According to the store, Ivey makes a habit of this practice. He was booked on a charge of burglary and transported to the county jail.

On Friday, December 22nd, 2006 at 0230 hours an officer conducted a traffic enforcement stop on a vehicle at Cutting Blvd and I-80. The driver, Raymundo Guttierrez a 22 year old Richmond resident was arrested for DUI. His passenger, Luis Castillo, a 24 year old El Sobrante male was found to be in possession of a small amount of cocaine. Guttierrez was released on a citation and Castillo was released pending lab tests on the cocaine.

On Thursday, December 21st, 2006 at 1844 hours an officer located a stolen vehicle on Francisco Drive north of Carquinez Avenue. Officers conducted surveillance on the vehicle until someone entered and drove off in the car. It was stopped and three occupants of the car were arrested. James Foreman, a 38 year old El Cerrito male, Meghann Brown, a 26 year old Richmond female, and Jerime Baba, a 24 year old El Sobrante male were booked on a charge of possession of a stolen vehicle. Foreman was also found to be in possession of a counterfeit New Mexico Driver’s license. He was transported to the county jail. Brown and Baba were released.

On Thursday, December 21st, 2006 at 1240 hours the school resource officer at El Cerrito High School was called to a classroom regarding a student being disruptive. While being escorted out of the classroom by the officer, the student became verbally and physically abusive towards the site supervisor and the officer, threatening to kill the site supervisor. The 14 year old Richmond male was charged with making terrorist threats, being disruptive on campus, and resisting an officer. He was booked and released to his guardian.

On Thursday, December 21st, 2006 at 093 hours officers responded to the Long’s Drug Store, located at 670 El Cerrito Plaza on report of an embezzlement. Laflora Lee, a 26 year old Richmond resident and store employee had been arrested by the management for not checking items at the cashier station and allowing people to leave the store with the items.

During the booking process it was discovered that there was an outstanding case from 2004 in which Lee was a suspect in a forgery case with a loss of $1000. She was also arrested on that case. She was transported to the county jail on both charges.

On Thursday, December 21st, 2006 at 1000 hours an officer conducted a traffic enforcement stop on a vehicle at Carlson Ave and I-80. The officer was able to determine that the car was stolen but not yet in the computer system as such. The driver, Walter, Joseph a 23 year old Albany male was arrested for possessing a stolen vehicle. He was also found to be in possession of a controlled substance and to have an outstanding warrant for his arrest in another stolen vehicle cased. He was booked on both charges and transported to the county jail.

On Wednesday, December 20th, 2006 at 1655 hours officers responded to the Walgreens store, located at 11565 San Pablo Ave on report of a forgery in progress. Vicci Young, a 46 year old Richmond resident was arrested after she had tried to purchase a very low cost item with a $100 counterfeit traveler’s check to receive real cash back. She was booked on a charge of forgery and transported to the county jail.

On Monday, December 18th, 2006 at 1830 hours officers responded to the Albertson’s store located at 1000 El Cerrito Plaza on report of a shoplifter in custody. David Hunter, a 58 year old Richmond resident was booked on a charge of theft with priors and transported to the county jail.

On Monday, December 18th, 2006 at 1200 hours officers responded to the Mechanics Bank located at 9996 San Pablo Ave. Officers detained two suspects, one alone in the bank and another waiting outside the bank. Brian Walker, a 28 year old Richmond male and Deaven Coleman, a 28 year old Richmond female had tried to open an account with a forged check. Both were transported to the county jail.

On Saturday, December 30th, 2006 at 1910 hours detectives of the El Cerrito Police Department served a search and arrest warrant in the 2700 block of Rheem Ave in Richmond. The warrant was to arrest Paul Impang-Lozada, a 32 year old Richmond resident and recover property stolen from a recent garage burglary in the 2500 block of Tulare Ave Three bicycles had been stolen from the garage. One of the bicycles had been found for sale on E-Bay. The bicycle was recovered along with a small quantity of methamphetamine. Impang-Lozada was booked for possession of stolen property and violation of his probation. He was transported to the county jail.

On Monday, December 18th, 2006 at 0355 hours an officer made a traffic enforcement stop on a vehicle at Cutting Blvd and South 50th St. The driver, Michael Lankford, a 48 year old Richmond resident was on probation and a search of his car located a hypodermic needle and a small amount of crack cocaine. Lankford was booked on charges of possession of a controlled substance and possession of a hypodermic needle. He was released pending lab tests on the cocaine.

On Saturday, December 16th, 2006 at 2250 hours an officer made a traffic enforcement stop on a vehicle at San Pablo Ave and Knott Ave. The driver, Susan Ascatigno, a 42 year old Richmond female was found to driving on a suspended license. Further investigation revealed that she was driving under the influence of methamphetamine and had a small amount of methamphetamine in her purse. She was arrested and charged with possession of a controlled substance, driving under the influence, driving on a suspended license, and, possession of drug paraphernalia. She was released on a citation.

On Saturday, December 16th, 2006 at 0810 hours an officer conducted a traffic enforcement stop on a vehicle at Central Avenue and Richmond Street. The driver, Sergio Mendoza, a 50 year old Richmond male identified himself with a counterfeit Mexican ID card in a false name. Due to his lack of sufficient evidence as to his identity he was arrested and brought to the police station. A fingerprint check located his true identity and revealed he had a no bail warrant for his arrest out of Contra Costa County on drug charges. He was booked on an additional charge of forgery of an official seal and transported to the county jail.

On Friday, December 15th, 2006 at 0030 hours officers responded to a disturbance in the apartments located at 6501 Donal Ave. After an investigation, Tumurbat Biibish was arrested for a battery. He was booked and transported to the county jail.

On Wednesday, December 13th, 2006 at 1500 hours officers responded to the Wells Fargo Bank on report of a forgery in progress. The suspect had fled prior to the officer arrival but left behind the check. The suspect had provided his ID in trying to cash the check. Garland Brown, a 24 year old parolee from Hayward was arrested by parole on December 21st. Detectives interviewed Brown and have forwarded the case to the District Attorney’s office for filing. Brown remains in custody on his parole hold.

On December 13th, 2006 at 1025 hours officers responded to the Bank of America, located at 10422 San Pablo Ave. on report of forgery in progress. Linda Williams, a 31 year old Richmond resident had presented a counterfeit check in the amount of over $1400. She was arrested and charged with forgery. She was transported to the county jail.

Report no.06-22650

On Tuesday, December 12th, 2006 at 1910 hours officers responded to a strong arm robbery attempt that had occurred on the BART Path South of Stockton Ave. The victim had left the Plaza BART station on foot and had been followed by a group of four suspects. One of the suspects passed by the victim, turned and as he walked passed again, punched the victim in the side of the head and then tried to remove his backpack. The victim ran from his attacker and turned to see the other three suspects running after him. The victim began yelling for help at passing vehicles when the suspects ceased their chase. The suspects were detained by officers nearby and the victim was able to identify his attackers. Three of the suspects are juveniles, two 16 year olds and a17 year old from Richmond. The fourth suspect was identified as Anthony Herron, an 18 year old Richmond male. The Juveniles were transported to the Juvenile Hall and Herron was transported to the county Jail.

On Tuesday, December 12th, 2006 at 1740 hours officers responded to the area of Lassen Street and Belmont Avenue on report of a robbery that had just occurred. Three juveniles, two girls and a boy had followed a lone female into the neighborhood and physically attacked her taking her I-pod and her bank card and threatening her to reveal the PIN number. The trio left and went directly to a bank and withdrew cash from the ATM. Officers located the group with a fourth juvenile female who was a sister to the other tow females. The victim identified the three involved in the robbery and the uninvolved sister was found to have the victim’s I-pod. The three involved in the robbery were aged 14 to 17 from Richmond. Two of the sisters were sent to Juvenile hall the other two were released to their guardians.

On Sunday, December 10th, 2006 at 1215 hours an officer made a traffic enforcement stop on a vehicle in the 1900 block of Key Blvd. The driver who was eventually identified as Lillian Jimenez, a 19 year old Hayward resident identified herself verbally as another person. Jimenez was subsequently arrested for driving on a suspended license, being a felon in possession of pepper spray, false information to a police officer, violation of probation and False Personation of another. She was transported to the county jail.

On Saturday, December 9th, 2006 at 1355 hours officers responded to the Target store located at 11450 San Pablo Ave on report of a shoplifter in custody. Terry Goodwin, a 50 year old male from Richmond had been arrested for stealing $85 worth of property. During booking it was determined that he had several other convictions for theft and that he was currently on Parole for theft. He was transported to the county jail on a charge of theft with priors and a Parole Hold.

On Saturday, December 9th, 2006 at 1120 hours an officer conducted a traffic enforcement stop on a vehicle and found that the driver, Sherroy Moore, a 22 year old male from Richmond had been driving on a suspended license. He was found to be in possession in the car of numerous persons’ checkbooks, personal information and other identifying information. Moore was arrested for being in possession of stolen property. He was booked on that charge and released pending further investigation.

On Thursday, December 7th, 2006 at 2015 hours an officer responded to the Albertson’s Store located at 1000 El Cerrito Plaza on report of an unwanted person. The suspect had been asked to leave the store and had returned to the store and had been seen concealing items in his clothing. The officer located the suspect in the store and found that he had over $200 worth of batteries hidden in his pants and a bag. He also had a kitchen knife in his back pocket. Tito Dawkins, a 34 year old Oakland male was arrested and charged with theft with priors, and possession of a deadly weapon. He was transported to the county jail.

On Thursday, December 7th, 2006 at 0040 hours officers responded to a disturbance in an apartment located at 11740 San Pablo Ave. After an investigation, Gianmarco Puglisi, a 23 year old El Cerrito resident was arrested for battery and brandishing a knife. He was booked and transported to the county jail.

On Thursday, December 7th, 2006 at 0015 hours an officer made an enforcement stop on a bicyclist at Cutting Blvd and San Pablo Ave. The bicyclist fled and was caught to the rear of 11740 San Pablo Ave. Moishe Harris, a 37 year old Richmond man was arrested and found to be in possession of cocaine. He was also on parole. He was transported to the county jail after booking.

On Wednesday, December 6th, 2006 at 1110 hours officers contacted Troy Tatum, a 38 year old El Cerrito man on San Pablo Ave at El Dorado Street. It was determined that Tatum was in possession of a loaded flare gun and pepper spray. It was also discovered that Tatum was a convicted felon, making the possession of both items illegal. He was arrested and transported to the county jail.

On Tuesday, December 5th, 2006 at 1335 hours officers responded to the area of 10500 San Pablo Ave on report of a purse snatch. Officers arrived to learn that a victim’s wallet had been stolen from her car at the car wash located at 10511 San Pablo Ave. The victim had followed the bus that the suspects had gotten onto and called the police. The bus was stopped at the Plaza BART station and two suspects were detained. Duane Drew, a 48 year old Oakland male and Lakisha Davis, a 29 year old Berkeley female were subsequently arrested for petty theft and possession of stolen property. Davis was transported to the county jail and Drew was released pending further investigation.

On Monday, December 4th, 2006 at 2145 hours an officer made an enforcement stop on a vehicle at San Pablo Ave and San Diego Ave. During the contact the driver, Gregaro Gongora-Aviles, a 32 year old Richmond resident was determined to be driving under the influence of alcohol. He was also found to be carrying a set of metal knuckles, a felony. He was arrested for each charge and transported to the county jail.

On Monday, December 4th, 2006 at 0120 hours an officer made a traffic enforcement stop on a vehicle in the 6800 block of Cutting Blvd. The driver, Juleen Ortiz, a 39 year old San Pablo woman was determined to be on parole for forgery. A search of the vehicle uncovered the presence of an ounce of methamphetamine, stolen checks and packaging materials for the drugs. She was booked on charges of possession and transportation of a controlled substance for sales, and possession of stolen property. She was transported to the county jail on these charges and a parole hold.

On Sunday, December 3rd, 2006 at 1850 hours an officer made a traffic enforcement stop on a vehicle at San Pablo Ave and Wall Ave. The officer smelled a strong odor of marijuana in the vehicle. The officer located three jars hidden in a 12-pak beer box containing marijuana. The driver, David Gallegos, a 25 year old Point Richmond male was booked on a charge of possession of marijuana for sales and released with a citation.

On Sunday, December 3, 2006, at 0310 hours an officer spotted a speeding vehicle at Madison Avenue and San Pablo Avenue. The officer stopped the vehicle and started an investigation. The officer arrested the driver, 25 year old Richmond resident Noe Martinez for driving under the influence of alcoholic beverages and possession of cocaine. He was transported to the county jail.

The case is being sent to the District Attorney’s office for review.

On Saturday, December 2, 2006, at 0230 hours officers were dispatched to a disturbance in the 10200 block of San Pablo Avenue. The officers arrived and conducted an investigation. The officers determined that 28 year old Antioch resident; Ronald Prince held a knife on the victim and threatened to kill her. When the victim tried to call the police, Prince pulled the phone cord out of the wall. The officers arrested and booked Prince for making death threats, brandishing the knife and pulling the phone cord out of the wall. The officers transported Prince to the county jail.

On Friday, December 1, 2006, at 1630 hours an officer stopped a bicyclist for an El Cerrito Municipal Code violation at Kearney Street and Wall Avenue. The officer conducted an investigation and arrested 52 year old Richmond resident James Vandolah for possession of methamphetamine. The officer booked Vandolah and released him on a citation.

This case will be sent to the District Attorney’s office for review when the lab results are obtained.

On Thursday, December 15th, 2006 detectives concluded the investigation into an attempted robbery that had occurred on November 30th, 2006 at the BART Path and Hill Street near the Del Norte BART Station. The three suspects were identified by a video from a nearby store. The three suspects were a 17 year old El Cerrito High School Student, and two Kennedy High School students a male and a female. The three were booked on one count each of Attempted Robbery and transported to the Juvenile Hall.
