On Wednesday, January 31st, 2007 at 2000 hours officers responded to the Albertson’s store located at 1000 El Cerrito Plaza on report of a shoplifter in custody. Sylvia Jones, a 43 year old Richmond resident had concealed a package of fish and left the store without paying for it. She was detained by the store personnel. Jones was found to have several convictions for theft. She was booked on a charge of theft with prior and transported to the county jail.

On Wednesday, January 21st, 2007 The El Cerrito Police Department became aware of a series of incidents involving lewd acts with a child that occurred from September of 2006 to December of 2006 through a mandated reporter. The female victim was contacted and the investigation began. The investigation revealed a second victim. On Monday, February 5th, the suspect, Vuong Le, a 30 year old Pittsburg resident, was arrested in Concord at work. He was charged with 6 counts of lewd acts with a child and continuing sexual abuse. He is being held on $850,000 bail at the county jail.

Due to the nature of the crimes and the need to protect the identity of the victims, no further information will be revealed regarding the investigation.

On Tuesday, January 30th, 2007 at 1640 hours officers responded to the Bank of America on report of a forgery in progress. The suspects were seen leaving the bank and a traffic stop was conducted. The occupants of the vehicle were identified as responsible in the forgery. Damian Munson, a 28 year old Richmond resident was arrested for passing a fictitious check. He also had a warrant for his arrest as a parolee at large. His brother, Ulysses Munson III, a 26 year old Richmond resident was also arrested acting as a look out and a passenger Juliet Wright, a 49 year old Richmond resident was arrested for identity theft when she was found to have various persons check books, id’s and credit cards. All three suspects were transported to the county jail.

On Saturday, January 27th, 2007 at 2300 hours officers responded to the 11800 block of San Pablo Ave on report of a disturbance. Isaac Sanchez, a 55 year old Richmond resident was found to be violating a restraining order and was arrested. He was transported to the county jail.

On Saturday, January 27th, 2007 at 1850 hours officers responded to the Ross Store, located at 2000 El Cerrito Plaza on report of a theft that had just occurred. Upon their arrival they located Jacqueline Ford, a 45 year old San Pablo resident being detained by a security guard. Ford had selected over $100 worth of clothing items and left the store without paying for them. She was found to have numerous prior convictions for theft and was transported to the county jail.

On Saturday, January 27th, 2007 at 1705 hours an officer responded to the Longs Drug Store, located at 10650 San Pablo Ave on report of a shop lifter in custody. Larin Decker, a 40 year old Richmond resident took a bottle of alcohol from the store without paying for it. A records check showed previous convictions for theft and he was booked on a charge of theft with priors. He was transported to the county jail.

On Friday, January 26th, 2007 at 1240 hours an officer responded to the Atlas Liquors store at 11382 San Pablo Ave on report of a theft that had occurred on Wednesday, the 24th. Three suspects were seen in a security video taking several bottles of alcohol several times during the day. The officer recognized the suspects from previous contacts. He located two of the three suspects later in the day and placed them under arrest for theft with priors. Derek Ray, a 23 year old Berkeley resident and Markeith Washington, a 21 year old Richmond resident were booked on charges of theft with priors and violation of probation. They were both transported to the county jail.

On Thursday, January 25th, 2007 at 1315 hours officers responded to the Target store, located at 11450 San Pablo Ave on report of a shoplifter in custody. Kenneth Rogers, a 50 year old Richmond male had been arrested for stealing items. He was booked on a charge of burglary and transported to the county jail.

On Tuesday, January 23rd, 2006 at 0600 hours officers responded to the 2300 block of Tulare Ave on report of a disturbance. After an investigation, Marharyta Stohniy, a 26 year old El Cerrito resident was arrested for an assault. She was booked and transported to the county jail.

On Monday, January 22nd, 2007 at 1510 hours an officer conducted a traffic enforcement stop on a person riding a pocket motorcycle at San Pablo Ave and Stockton Ave. The driver, Rochean Chatman, a 26 year old San Francisco resident was found to be in possession of several grams of methamphetamine. He was booked on a charge of possession of a controlled substance and released pending lab results on the methamphetamine.

On Monday, January 22nd, 2007 at 1215 hours an officer conducted a traffic enforcement stop on a vehicle at Richmond St and Potrero Ave. A passenger in the car, Jason Charette, a 28 year old El Cerrito resident was found to have several different persons’ credit cards in his possession. He was arrested for identity theft and released pending contact with the victims.

On Sunday, January 21st, 2007 at 2230 hours an officer conducted a traffic enforcement stop on a vehicle at Potrero Ave and South 56th St. The driver, Charles Byias, a 49 year old Richmond resident was found to be in possession of a small amount of rock cocaine. He was also found to be in violation of his terms of probation. He was transported to the county jail.

On Sunday, January 21st, 2007 at 1500 hours officers responded to the Target store located at 11450 San Pablo Ave on report of a shoplifter in custody. Steven Porter, a 26 year old transient was arrested for theft with priors and was also found to be in possession of a can of pepper spray. He was transported to the county jail.

On Friday, January 19th, 2007 at 2155 hours officers responded to the area of the Marshall’s Store, located at 10794 San Pablo Ave on report of a robbery that had just occurred nearby. Ramondo Mackey, a 28 year old Clayton resident was detained as a possible suspect in the robbery. During the contact a shave key was located in his possession. He was arrested for possession of a burglar tool. Mackey was found not to have been involved in the robbery. During booking for the shaved key, he was also found to be in possession of a stolen payroll check. He was transported to the county jail.

On Thursday, January 18th, 2007 at 1550 hours officers responded to the Marshall’s store located at 10794 San Pablo Ave on report of a shoplifter in custody. Sonjia Crowder, a 52 year old San Pablo resident was arrested for stealing $229 worth of clothing. She was found to have numerous previous convictions for theft and was booked for theft with priors. She posted bail and was released.

On Wednesday, January 17th, 2007 at 1625 hours officers responded to the Trader Joes’ store located at 225 El Cerrito Plaza on report of a shoplifter in custody. Dion Overstreet, a 46 year old Oakland resident was arrested for stealing $140 wroth of meat and alcohol. He was found to have a history of theft convictions and was transported to the county jail on a charge of burglary and false information during booking.

On Monday, January 15th, 2007 at 1600 hours, an officer responded to the Target store located at 11450 San Pablo Ave. on report of a juvenile in custody for passing counterfeit bills. A 16 year old female from Oakland had tried to purchase items with two counterfeit 100 dollar bills. The checkout clerk had discovered the bills when they were presented. The girl had purchased items at another store and had them returned at the El Cerrito store to “convert the money into real money. She was charged with burglary and released to Child Protective Services.

On Monday, January 15th, 2007 at 0104 hours an officer conducted a traffic enforcement stop at San Pablo Ave and Eastshore Blvd. The driver, Ronnie Earl Leggett II, a 29 year old Oakland man identified himself with his brother’s name in an effort to get out of the two warrants for his arrest. When the deception was discovered Leggett was arrested for the warrants and for False Impersonation. Had Leggett succeeded in the deception his brother would have faced a warrant for his arrest had he not appeared for the traffic violation of his brother. Leggett was transported to the county jail.

On Saturday, January 13th, 2007 at 2225 hours an officer responded to the Long’s Drug Store located at 10650 San Pablo Ave on report of suspicious sounds coming from the roof. The officer checked the roof and found a suspect hiding near the air conditioning unit. The suspect had been cutting copper pipe from the air conditioning unit. The suspect fled from the officer and jumped from the roof. Justin Warner was taken into custody by other officers. He was transported to the county hospital for treatment of a broken ankle. He was booked on charges of attempted grand theft, vandalism, obstructing an officer and for an outstanding warrant for his arrest.

On Thursday, January 11th, 2007 at 1325 hours an officer responded to the Walgreen’s Store located at 11565 San Pablo Ave on report of a shoplifter in custody. Amanda Hamilton had taken items totaling over $50 from the store without paying for them. She was booked on a charge of theft with prior convictions and transported to the county jail.

On Tuesday, January 10th, 2006 at 2310 hours an officer discovered a car at the Freeway motel, located at 11645 San Pablo Ave., which had been reported stolen to the San Francisco Police. Officers contacted Edwin Lopez, a 26 year old Daly City resident regarding the car and arrested him for possession of the stolen car and for possession of a controlled substance. He was booked on those charges and transported to the county jail.

On Tuesday, January 9th, 2007 at 1500 hours officers responded to the area of the Bart Path and Eureka Ave on report of a robbery that had just occurred. The victim, a 45 year old male had been approached by three suspects and one pointed a gun at him and demanded his money. The victim was struck in the head with the gun and his watch was taken. The suspect fled on foot. On Wednesday, the 10th, detectives received information on the possible located on the gun used in the robbery, and the identity of several of the involved parties. Four juvenile males were arrested at El Cerrito High School and the gun was recovered. The gun used was a BB-gun.

Two additional suspects were arrested on Thursday at school as well. The suspects ranged in ages from 15 to 17.

On Friday, the final suspect involved in the robbery was taken into custody, he was 16 years old. All suspects were taken to the juvenile hall.

On Monday, January 8th, 2007 at 2320 hours, an officer responded to the Unocal Gas Station at 3160 Carlson Ave. on report of a suspicious female. The officer contacted Shannon Jordan, a 27 year old Sacramento female. Jordan was exhibiting signs of being under the influence of a controlled substance and was found to be in possession of crack cocaine. She was arrested for possession of a controlled substance and released on a citation after booking.

On Monday, January 8th, 2007 at 1450 hours an officer observed an individual disposing of shoes near the Payless Shoe Source store located at 9901 San Pablo Ave. The officer conducted an investigation and learned that the shoes had been stolen from the store and then sold to the person the officer had seen disposing of shoes. Lee Ann Bean, a 39 year old San Francisco female was arrested for receiving stolen property. She was transported to the county jail.

On Sunday, January 7th, 2007 at 2140 hours an officer made a traffic enforcement stop on a vehicle at Potrero Ave at South 55th St. The driver, John Fizgerald Clay, a 41 year old Vacaville male was found to be driving on a suspended license and to be on probation. A search of the car located a small amount of methamphetamine and a loaded revolver. Clay was booked on charges of being a felon in possession of a loaded firearm with obliterated serial numbers, and possession of a controlled substance. He was transported to the county jail.

On Sunday, January 7th, 2007 at 0045 hours an officer made a traffic enforcement stop on a vehicle at Arlington Blvd and Barrett Ave. The driver, Manuel Caldera, a 22 year old San Pablo resident was found to be driving under the influence of a controlled substance and alcohol. He was also found to have a small amount of cocaine in his pocket. He was booked on a charge of Possession of a controlled substance.

On Saturday, January 6th, 2007 at 1940 hours an officer made a traffic enforcement stop on a vehicle at Cutting Blvd and South 49th St. The driver, Terry Thomas, a 44 year old Richmond resident and parolee was found to be in possession of Crack cocaine. He was transported to the county jail on a charge of possession of a controlled substance and a parole hold.

On Friday, January 5th, 2007 at 1300 hours officers responded to the Guitar Center located at 10300 San Pablo Ave on report of a person trying to sell stolen equipment to the store. Officers detained Ismael Gonzalez, a 19 year old El Sobrante male and determined that the electric guitar and drum machine he was trying to sell had been stolen from a vehicle in Richmond two nights before. Gonzalez was booked on the charge of possession of stolen property and transported to the county jail.

On Wednesday, January 3rd, 2007 at 0705 hours an officer observed Jerry Lynn Smith, a 48 year old Richmond male stealing recyclables from the recycling bins in the 6500 block of Manila Ave. Smith has been cited numerous times for the same thing. He has several prior convictions for theft and was booked on a charge of theft with priors and transported to the county jail.

On Tuesday, January 2nd,2007 at 1330 hours an officer responded to the Target store located at 11450 San Pablo Ave on report of a shop lifter in custody. James Williams, a 48 year old Richmond resident had been arrested by store security for stealing over $120 worth of batteries and clothing. During booking it was found that he had several prior convictions for theft. He was booked on a charge of theft with priors and transported to the county jail.

On Monday, January 1st, 2007 at 1750 hours officers responded to the Safeway store located at 10636 San Pablo Ave on report of a theft in progress. When officers arrived, the suspect, Marlon Williams, a 46 year old parolee from Oakland had left Safeway and entered Long’s Drug Store next door. An officer observed Williams selecting and concealing alcohol and then leaving the store without paying. He was arrested as he left the store. Williams was found to have numerous previous convictions for theft and was booked on charges of burglary, theft with priors and a parole hold. He was transported to the county jail.

On Monday, January 1st, 2007 at 1430 hours an officer responded to the Albertson’s store located at 1000 El Cerrito Plaza on report of a counterfeit bill being passed. A 15 year old Berkeley male was detained for passing a $100 counterfeit bill to purchase a $1.40 item. He was booked and released to his parent.

On Monday, January 1st, 2007 at 1320 hours officers responded to the Silver Screen Video store on report of a theft that had just occurred. Officers detained Artavius Cooper, a 30 year old Oakland male and found that he had video tapes in his possession from the video store. He was identified by the store personnel and arrested for possession of stolen property. He was transported to the county jail.
