Report no. 06-21751

On Saturday March 31, 2007 the Vallejo Police Department arrested Kenneth Eugene Holloway, a 40 year old male resident of Oakland, on an outstanding El Cerrito Police Department Ramey warrant obtained after Holloway was identified as a subject responsible for robbing the Woulf & Ury Jewelry store at gunpoint on Thursday November 30, 2006. He was detained in county jail pending the filing of charges by the District Attorney’s Office.

On Friday, March 30th, 2007 at 2135 hours an officer conducted a traffic enforcement stop on a vehicle at the Budget Inn (10621 San Pablo Ave). The driver, James Buckely, a 49 year old Richmond resident was found to be on parole and under the influence of alcohol. A search of the vehicle also located a small amount of rock cocaine. Buckley was arrested and booked on charges of DUI, Possession of a controlled substance and a parole violation. He was transported to the county jail.

On Friday, March 30th, 2007 at 0940 hours officers conducted a probation search at the Terrace Motel, located at 10869 San Pablo Ave. Two individuals staying in a room were both on probation and were found to be in possession of methamphetamine packaged for sales and a large amount of mail and checks from various other persons. Christopher Forester, a 22 year old male and Shilo Cross, a 24 year old female, both from El Sobrante were arrested and transported to the county jail.

The owners of the mail that is believed to have been stolen, have been notified to contact the officers regarding the status of their mail.

On Thursday March 29, 2007, Officers responded to Big 5 located at 11060 San Pablo Avenue for the report of a theft. An employee reported a person entered the business and selected merchandise. The person then exited the store with the merchandise making no attempt to pay for it. An Officer located the suspect at the Del Norte Bart station and when the Officer attempted to contact him the suspect ran away. Other Officer’s responded to the Bart station and the suspect was taken into custody after a short foot pursuit. Cymone Thomas, a 21 year old resident of Rodeo, was arrested for the theft and transported to the Martinez Detention Facility after booking.

On Wednesday, March 28th, 2007 at 1545 hours officers responded to the Albertson’s store on report of a theft that had occurred from the store. The suspect had removed two small televisions from a secured storage area. On March 31st, the store called back and said that the suspects were in the store. After review of a security camera, Derrick Kelley, a 38 year old Oakland male was arrested for burglary and theft with priors. He was transported to the county jail.

On Monday, March 19th, 2007 a suspect entered the Staples store at 11545 San Pablo Ave and removed a digital camera from the display area and fled the store. The camera was noticed missing and the store personnel reviewed the video tape and saw the theft of the camera. The suspect returned to the store on 3-28-07 and the manager observed the vehicle the suspect left in. The suspect was identified as Jack Whalen, a 23 year old El Sobrante male. Whalen turned himself in to the detectives on March 29th, 2007. The camera has been recovered.

On Tuesday, March 27th, 2007 at 1625 hours an officer observed a juvenile in the parking lot of the Del Norte BART station attempting to open a car door with a shaved key. The juvenile was taken into custody without incident. The 17 year old Vallejo male was booked on a charge of attempted auto burglary. He was then released into the custody of his parent.

On Tuesday March 27, 2007, an Officer stopped a bicyclist for a Vehicle Code violation in the 600 block of Elm Street. The person riding the bicyclist subsequently lied to the Officer about his name and provided the name of someone else. During the investigation the Officer was able to determine the true identity of the bicyclist. He was also found to possess property recently stolen from a vehicle in the City of Richmond. When the Officer checked the person’s true identity for warrants he was found to have a $10,000.00 warrant for his arrest. Nicolas Boudreaux, a 26 year old resident of Berkeley, was arrest and transported to the Martinez Detention Facility after booking.

On Saturday, March 24th, 2007 at 1825 hours an officer conducted a traffic enforcement stop on a vehicle for a registration violation. The vehicle had been reported stolen from Oakland during a car-jacking. The driver, Leslie Scruggs, a 23 year old Oakland male was taken into custody without incident. Scruggs was booked on charges of possession of a stolen car and transported to the county jail.

On March 24th, 20007 at 1625 hours an officer located a reported stolen vehicle driving Northbound on Arlington Blvd at Madera Dr. When the officer pulled in behind the car waiting for other officers to arrive to attempt a stop on the car, the driver of the stolen vehicle began to flee. The suspect crashed into a driveway in the 6800 block of Del Monte, Ave. The driver, Jeremy Hatfield, a 24 year old San Pablo resident was arrested and transported to the hospital for treatment of minor injuries he sustained during the crash. He was treated and then booked for possession of a stolen vehicle, possession of methamphetamine and burglar tools. He was transported to the county jail.

On Saturday, March 24th, 2007 at 1450 hours officers responded to the Albertson’s store located at 1000 El Cerrito Plaza on report of a stolen credit card that had been used to try and purchase items. The suspects were still in the store. Three suspects were detained and identified. Andrea Maestas, a 21 year old Oroville female, Ricky Sparks a 26 year old El Sobrante male, and a 16 year old Richmond female were all arrested for burglary and use of a stolen credit card and possession of stolen property. The two adults were transported to the county jail. The juvenile was released to her parent.

On Saturday, Mach 24th, 2007 at 0820 hours officers contacted Jack Jefferson III, a 49 year old El Cerrito male at his residence in the 6400 block of Hagen Blvd. Jefferson had a warrant for his arrest for forgery and failure to comply with probation. He was taken into custody and a search of his room located a Shuriken or throwing star. The star is considered a deadly weapon per 12020 PC. Jefferson was transported to the county jail.

On Friday, March 23rd, 2007 at 1730 hours the El Cerrito Police Department was notified by CPS of an incident that had occurred earlier in the week. CPS had received information regarding a family in which the father had been involved in a fight with another family member and used a hammer against a child during the fight. There were allegations that the father may have wished to continue to hurt family members. Officers from the El Cerrito Police department contacted the family at their home in the 2000 block of Key Blvd and confirmed the alleged incident had occurred. Five children were placed in the care of CPS and Nyamdorj Baysasgalan, a 40 year old El Cerrito resident was arrested on a charge of Assault with a deadly weapon, corporal injury to a child, and terrorist threats. He was transported to the county jail.

On Friday, March 23rd, 2007 at 1850 hours officers responded to the area of Longs Drug Store at 10650 San Pablo Ave. on report of a suspicious circumstance. A witness had seen a suspect harassing an elderly man that appeared to be confused. The elderly man believed that the suspect later identified as David Bruton, a 36 year old El Cerrito male had taken money from his wallet. Bruton, was intoxicated and was detained on suspicion of grand theft. He was then booked. During the booking Bruton made several phone calls to a person that has a restraining order against him. He was booked for theft from a person and violation of a court order and transported to the county jail.

On Friday, March 22nd, 2007 at 2315 hours an officer conducted a traffic enforcement stop at San Pablo Ave and Moeser Ln. The driver, Sandra Ochoa, a 22 year old Richmond female was found to have a warrant for her arrest from the Hercules Police Department for possession of stolen property. She was found to have a small amount of methamphetamine in her purse as well. The passenger, Venny Mondragon, a 19 year old Richmond male was also arrested for providing false information about his identity and possession of stolen property. Several items belonging to victims of auto theft were located in the car. Both were booked and transported to the county jail.

On Wednesday, March 21st, 2007 at 2110 hours an officer contacted John-John Adams, a 27 year old El Cerrito male at the intersection of Carlson Blvd and Central Ave after several cars nearly hit him as he crossed the street against the light. During the contact Adams was found to have a pipe and crack cocaine in his possession. He was booked for both charges and transported to the county jail.

On Tuesday, March 20th, 2007 at 1300 hours officers responded to the Bank of America on report of a forgery in progress. Officers detained Anthony Pratt, a 27 year old Richmond male in the bank. He had tired to cash a fictitious check for over $3000 in the bank. He was booked and transported to the county jail on charges of burglary, and forgery.

On Monday, March 19th, 2007 at 1000 hours an officer responded to the area of the 1700 block of Liberty Street on report of an unwanted person sitting in the driveway of the residence. When the officer arrived and attempted to contact the man he ran. The officer was able to detain the man and determined that he was in possession of identification and checks from several victims. The property he had in his pockets was determined to have been taken from a residential burglary in Richmond.

The suspect was identified as Doyle Oliver Jr. a 24 year old Pittsburg male. He was arrested for possession of stolen property and transported to the county jail.

On Sunday, March 18th, 2007 at 2045 hours officers responded to the 3200 block of Santa Clara Ave on report of a disturbance. Officers contacted a juvenile that claimed to have been hit by an adult. After an investigation into the allegations Caroline Cosio, a 37 year old El Cerrito female was arrested on causing corporal injury to a child. She was booked and transported to the county jail.

On Sunday March 18, 2007, Officers responded to Safeway located at 10636 San Pablo Avenue on a report of a theft. Workers at Safeway reported a man had entered the store selected merchandise and exited the store making no attempt to pay for it. An Officer found a person matching the description of the suspect a few blocks away from Safeway. A Safeway employee identified the person the Officer detained to be the person responsible for the theft. Edward Cannonier, a 46 year old Richmond resident, was arrested for the theft with priors and transported to the County Jail.

On Sunday March 18th, 2007 at 0940 hours an officer recognized a person driving a car that he knew normally walked in the area of Carlson Blvd and Carl Ave. A check of the license plate for the vehicle showed that it had been stolen out of Richmond on March 13th. The officer conducted a traffic stop on the vehicle at South 56th Street and Potrero Ave and arrested the driver, Resheema White, a 35 year old San Pablo resident for possession of a stolen auto. She was booked and transported to the county jail.

On Friday, March 16th, 2007 at 2315 hours an officer made a traffic enforcement stop on a bicyclist at Carlson Blvd and El Dorado Ave. The bicyclist, Henry Johnson, a38 year old El Cerrito resident was found to have a glass pipe and a small amount of methamphetamine in his possession. He was booked and released on a citation.

On Friday, March 16th, 2007 at 1050 hours an officer conducted a traffic enforcement stop on a car on San Pablo Ave near Fairmount Ave. During the stop the officer was able to determined that the license plate did not belong on the car. The car had been reported stolen to the Oakland Police two weeks prior. The driver, Shane Bugnatto, a 19 year old Richmond resident and Jeffrey Zupan, a 39 year old Richmond resident were arrested for possession of a stolen vehicle. Both subjects were transported to the county jail.

On Thursday, March 15th, 2007 the El Cerrito Police Department received information from a mandated reporter of possible child sexual abuse occurring at an El Cerrito school. An investigation was conducted and on Friday, March 23rd an arrest warrant was obtained for Edward Domantay. Domantay is a 37 year old Alameda resident. He was arrested by detectives on Saturday March 24th. He is currently being held on $100,000 bail for one count of Lewd and Lascivious Acts against a Child.

On Wednesday March 14, 2007, Officers responded to Safeway located at 10636 San Pablo Avenue for the report of a theft in progress. When Officers arrived they were told by an employee that a person had come into the store and selected an alcoholic beverage and walked into the bathroom. Once Officers made contact with the person as he exited the bathroom the empty container for the beverage was found hidden near the garbage can inside. The El Cerrito Police Department accepted the citizens arrest of Calvin Mack, a 54 year old transient, and he was transported to the Martinez Detention Facility after a parole hold was placed on him.

On March 12, 2007, at about 0052 hours an El Cerrito Patrol Officer conducted a vehicle stop in the area of San Pablo Avenue and Carlson Boulevard regarding a California Vehicle Violation. The stop turned into a field investigation when the officer noticed signs that the driver had consumed alcoholic beverages. The officer arrested 44 year old Kensington resident Larry Stover for DUI, possession of narcotics and possession of a syringe. The officer booked Stover and then released him on a citation. The case is currently at the Contra Costa County District Attorney’s office pending review.

On March 11, 2007, at about 1241 hours an El Cerrito Patrol Officer conducted a suspicious persons stop and investigation in the area of Bayview Avenue and So. 58th Street. The officer determined that 21 year old Richmond resident Nathan Wardley was in possession of a stolen auto. The officer arrested Wardley, booked him and then sent him to the county jail. The case was sent to the Contra Costa County District Attorney’s office for review.

On March 10, 2007, at about 2149 hours an El Cerrito Patrol Officer stopped a vehicle in the area of San Pablo Avenue and Blake Street regarding a California Vehicle Code violation. The officer conducted a filed investigation and determined that the driver was driving her vehicle while under the influence of alcoholic beverages. The officer arrested 26 year old Richmond resident Cherise Bradley for Felony DUI, false impersonation of another and driving on a suspended license. The officer booked Ms. Bradley and then sent her to the county jail. The Contra Costa County District Attorney’s office filed felony charges against Bradley.

On March 9, 2007, at about 1051 hours an El Cerrito Patrol Officer stopped a vehicle in the area of San Joaquin Street and Imperial Avenue regarding a California Vehicle Code violation. During the stop the officer determined that the vehicle had been reported stolen. The officer arrested the driver, 19 year old Richmond resident Shane Bugnatto for possession of a stolen vehicle. The officer booked Bugnatto and then turned him over to the Oakland Police Department regarding an unrelated crime. This case is pending review at the Contra Costa District Attorney’s office.

On March 7, 2007, at about 2103 hours an El Cerrito Patrol Officer stopped a vehicle in the area of Central Avenue and Belmont Avenue regarding a California Vehicle Code violation. During the stop the officer determined that the vehicle’s driver, 36 year old San Francisco resident Simon Sutherland was in possession of several types of narcotics. The officer arrested Sutherland for possession of narcotics, booked him and then released him on a citation. This case is pending review at the Contra Costa District Attorney’s office.

On Tuesday March 6, 2007, Officers responded to Target located at 11450 San Pablo Avenue for the report of a theft. When they arrived they found a Target Loss Prevention Officer had detained a person after he entered the store, selected merchandise and exited the store making no attempt to pay for it. The El Cerrito Police Department accepted the citizen’s arrest of Benjamin Head, a 34 year old resident of Emeryville, for the theft. Head was released pending further investigation.

Report no.07-4198

On Monday, March 5th, 2007 at 2100 hours officers responded to the Subway Sandwich shop located at 10398 San Pablo Ave on report of a robbery that had just occurred. A Hispanic male suspect had entered the store, simulated a weapon in his jacket and obtained a small amount of cash from the business. The suspect fled in a car. A witness obtained the license plate of the car and the suspect was arrested in Richmond when the car was located. The cash was recovered. The weapon was determined to be a stick in his pocket. Fernando Orozco, a 35 year old Richmond resident was booked on a charge of robbery and transported to the county jail.

07-4083; Assault with a deadly weapon - firearm

On Saturday, March 3rd, 2007 at 2118 hours officers responded to the area of San Pablo Ave and Potrero Ave on reports of someone being shot. Officers arrived to find two individuals in the roadway just south of Potrero Ave. A 20 year old Berkeley male and a 17 year old Oakland female had been in their car on San Pablo Ave when the suspect vehicle drove up next to their car and fired several rounds from a rifle into the victim car. Both victims sustained gunshot wounds. The victims were transported to the hospital by ambulance and are in stable condition. There is no further information at this time.

On March 2, 2007, at about 1607 hours an El Cerrito Patrol Officer stopped a vehicle in the area of Peerless Avenue and Cutting Boulevard regarding a California Vehicle Code violation. During the stop, the officer saw a gun case sitting on the vehicle’s back seat. The officer determined that the case contained a pistol and a loaded magazine for it. The officer arrested driver, 21 year old San Pablo resident Xavier Aguirre for having a loaded firearm in a vehicle. The officer Booked Aguirre and then released him on a citation. This case was sent to the Contra Costa D istrict Attorney’s office for review.
