Real Property Transfer Tax (RPTT) Rebate Claim Form - El Cerrito Minicipal Code Chapter 4.64

  1. Qualifying seismic upgrades or energy or water conservation projects shall be completed either up to one year prior to the transfer of real property or within one year after the transfer. If the work qualifying for a rebate is completed prior to the transfer of the real property, the transferor and transferee may decide who may apply for and receive the rebate. The maximum rebate shall be one-third (1/3) of the tax paid for a transfer of real property. Multiple rebate applications may be submitted for a rebate of the tax paid, but the total rebate for all applications shall not exceed the maximum of one-third (1/3) of the tax paid. Receipts and/or copies of signed contracts for work completed must be submitted with this form. Property owners wishing to perform their own work may not include a charge for their time for rebate consideration.
  2. If the Real Property Transfer Tax was partially or fully paid by a person other than the Applicant identified above, Applicant must provide a notarized agreement, letter, or other document sufficient to inform the Building Official of the taxpayer’s and Applicant’s agreement that the Applicant may apply for a rebate in the amount claimed.
  3. ENERGY AND WATER EFFICIENCY UPGRADES
  4. Water heater upgrades to 82% AFUE or better units (storage type, tankless or heat pump)
  5. Doors and windows upgrades to U factor of .32 or better
  6. Higher efficiency built-in appliances
  7. Wall and attic insulation to meet Energy Code standards
  8. Skylight upgrades to .32 U factor or better
  9. Re-roof with "cool roof" system and/or materials
  10. Installation of radiant barrier under roof sheathing and rafters
  11. Install attic ventilation fan with thermostatic control
  12. Replace older natural gas heating units with higher efficiency units of 80% or better rating
  13. Replace older natural gas or electric heating and/or cooling units with heat pump units
  14. Advanced circulating fans for natural gas, propane or oil furnaces
  15. Weather stripping and caulking around doors, windows, exterior seams and electrical outlets
  16. Seal around wall, floor and furnace register boots
  17. Install code approved gray water irrigation system with permit
  18. Install code approved rain water catchment system with permit
  19. Permanently installed electric vehicle charging station
  20. Installation of a solar electric and/or solar thermal (water heating) system
  21. SEISMIC AND SAFETY UPGRADES
  22. Approved and permitted seismic strengthening upgrade complying with Standard Planset A, CEBC Appendix Chapter A3, or engineered plan
  23. Replacement/Repair of foundation and/or replacement/repair of rotted mudsills in conjunction with seismic strengthening upgrade
  24. Installation of shear or braced walls designed by a licensed engineer
  25. Anchoring of water heaters
  26. Installing flexible gas and water connectors at water heaters
  27. Remove masonry chimneys to firebox shoulder and rebuild with metal chimney system
  28. Remove wood burning fireplaces and chimneys completely (if desired, replace with gas burning fireplaces)
  29. Repairing unsafe egress components such as stairs, landings, ramps, etc.

  32. Note: Most of the above upgrades require a permit and inspection by the Building Division. Please call 510-215-4360 to confirm if the specific upgrade requires a permit before proceeding. Work that requires a permit and inspection and that is completed without will not be eligible for the transfer tax rebate. IF YOU DO NOT HAVE A FINALED DATE FOR YOUR UPGRADE PROJECT, YOUR APPLICATION WILL NOT BE PROCESSED.
